Going by tabletop mechanics you are correct. Its one tier above star dragon, but i suspect only due to game balance reasons.This dragon shouldn't be underestimated. We all have seen Asarnil's Deathfang and he was very cool. This guy is not on Deathfang level. He is above Deathfang roughly as much as equipped Mathilde is above an ordinary Empire Greatsword. If this dragon (unbuffed) fights against Deathfang (without Asarnil), he will tear him to shreds in 2 rounds, suffering 1-2 wounds in return. If we add Asarnil and his cool trinket it becomes 4 rounds and 5 return wounds (out of 9 total).
Your phrasing makes me think that you're under the impression that Boon of Hysh is a linear improvement on Ill-Bane. It's not. Boon of Hysh takes twice as long to cast, restricting it to out of combat use, and trades the ability to target a small group for curing injuries and a more comprehensive counter to poisons and diseases. For some purposes- for example, if your group of several people have all been poisoned by the same poison gas and are going to be dead in the next thirty seconds or so from its deadly effects- Ill-Bane is significantly superior.[X][COLLEGE] Item of Boon of Hysh - 5 College Favor

Of course, if one guy has a gut wound from a poison dagger and everyone else is fine, Boon of Hysh is the spell of choice (though it would be entirely redundant with Regrowth, which we already have, in that scenario). They simply do different but related things.

Considering the haxness of elves, i kind of want to leave it for later to be honest. Like, not because of "how much stuff there is to do at K8P before it is safe", although that is also a concern, but because i suspect that whatever trait and skill advancement there could be from this would end up improving upon harder to gain stuff, like magic. I don ´t know if i actually conveyed the point i wanted to make damnit. Deathfang in Dogs of War is called "Great Green Dragon". According to Storm of Magic Great Dragons are one step down from Emperor Dragons. His stats in DoW 5e are close enough to Great Dragon's stats in SoC that I'm going to say that difference is due to the 3 editions wide gap.You were not mistaken Deathfang is in fact an Emperor dragon, among the eldest of dragons.
One of the big issues I have with the idea of teleport gates is the fact that you have to encode an IFF or make sure that both ends of the gates wouldn't fall to an enemy force. The dwarfs will never trust something that could possiblely allow enemy forces into their backlines.Re the solution to not having enough womenfolk who are up to the journey to K8P....
Well there has been discussion about using architecture combined with smoke and mirrors to create teleportation gates, in case we needed to add more research avenues to AP hell. Iirc, that was tabled because we didn't know Smoke and Mirrors yet, but now we do... so maybe create a teleport gate?
I don't remember the way that discussion ended though...
