Note: while you could, at a later date, fold groups like the Road Wardens or Sewer Jacks into the Watch, they would act as a special branch of the Watch rather than something the mainstream Watch can do. This is a unique opportunity to create a second purpose for the organization that it can perform just as well as the first. They will not have this capability immediately, of course, but the goal of being capable of it will be written into their founding document.

The river Stir borders Talabecland and Ostermark on one side and Stirland and Sylvania on the other. The Aver-Reik system forms the borders with Wissenland and Averland. Numerous tributaries of these rivers foster trade and travel throughout the province. As for the sewers, the Skaven are completely unknown to the majority of the Empire and a myth to most of those who have heard of them. The sewers are for criminals, smugglers, and we assume the most desperate of vampires. Von Carsteins wouldn't lower themselves to crawling through muck when they could walk through the city gates with impunity instead.
Neither are. However, riverwardens is really expensive because we need to buy boats for it, while the sewers are not expensive to take over on our own.I don't see why Riverwardens would be one-time only but the others wouldn't.
