Well, I meant that in those quests, the advisors themselves commonly have staff/departments etc. But yes, loyalty and competence vetting... I guess one potential candidate for a regional network head is that loyal guard captain we met.You are one of those specific advisors. But if you want to start delegating, you can try to seek out people worthy of the incredible amount of power you'll be handing them.
Still, the scaling problem applies. So... if not lieutenants everywhere, some sort of cell based informant network? How can we, as players, make sure that once we set up the network it doesn't take actions for info to arrive? And to become... self-sustaining? Or some other way of scaling...
