That line was mostly advocating for Julian. But even then, what thought are people putting into what options he might open up? How many people have crowed about ASAT's vulnerabilities? If there's any successor who will have the most options for rooting out missile launch sites to protect the evacuation? It'd be Kai.

If there's any successor who has a possibility of being aggressive enough we could secure the Tacitus (really unlikely to be fair). It's Kai. We're seeing the limitations of some of our efforts right now, with Nod only needing to get lucky once to cause a major massacre at the Favela and delegitimize the idea of rescue, what happens if the Spanish Nod mix things up and use Tiberium catalyzing warheads on those surface tib patches they're making? We need to be proactive, and I doubt the scientist is going to be particularly proactive, or that space lady will be. No more than saying Kai would get the most space options, or that Granger was really the military pick all along.

What do you mean? We've been deliberately doing what we can to support GDI's democracy, even at the expense of Numbers Go Up.
I think they're trying to say don't begrudge Mikoyan her political flexibility, but I think there's a fair bit of moral flexibility being involved in willing to work with anyone from the Socialists to the Initiative First.
 
Please don't ignore democracy completely just because it inconvenient? I'd like to keep some ideals even in the pursuit of numbers go up.
There is a big gap between ignoring democracy completely out of convenience and not being okay with someone who doesn't see the issue with helping bigots carry out their goals. Democracy doesn't mean that we should be tolerant of intolerance, regardless of that intolerance is out of apathy towards bigotry or actually being a bigot.

Edit: I was initially in favour of Seo or Sarang, but with the new information, I'm going to just be supporting Seo now. Maybe Julian too.

The demands of the fleet being assembled and of the surrounding refugees would have been bad enough, but the hitherto unknown NOD commander has been smart, and manoeuvred as a set of forces-in-being, each allocated enough artillery that it must be kept far from the hub. While they have not yet gone in for the killing blow, it is clear that NOD smells weakness. After all, a large GDI position thousands of kilometers away from support and surrounded by people who are turning away from the Brotherhood is a target far too tempting. An attack has to be imminent, just as soon as the commander can be sure of victory.
...Okay I know my plan previously had only 1 die on the YZ Fleet, but I think we need to slam two on it next turn, just to make sure this is safe.
 
Something that was apparently not quite clear, given that it has been asked about in the Discord, is why I am doing the selection now. Basically, over the next two or six years, you will get chances and decisions to mold and shape the candidate. You can't really change Mikoyan's reed in the wind nature, or Seo's mad scientistness, or any of the rest of their key traits. However, you will get chances to make some more minor decisions and shape them to some extent.

Perhaps Kai would be best, seeing as we are essentially adopting a method of war economy. He would be the most willing to help grow the Armed Forces. But then again, I do like Seo.
 
Sarang's political flexibility means she is willing to work with anyone regardless of what political beliefs they hold, including the current flavour of bigots and fascists. This is understandable a major turn-off to many people on principle even if the scenario in question is unlikely to come to pass as things currently stand.
Do we have to worry about the space successor selling out to the Initiative First in the name of political flexibility?
If the IF wins a significant minority of the seats, absolutely.

Kane is The Enemy, but NOD is a symptom of the sociological challenges we are facing and will require more than military action to resolve satisfactorily.

With the new info, I think I'll vote Seo. Of the downsides shown, the political costs of internal promotion seem like the most managable.

We need the space, in both senses of the term. We're bogged down dealing with the immediate threats with little answer to the doom clock of a natural L-Tib detonation, and it's just not workable.

In any case, the motives of most of NOD's outer ring can be summarized as making the most of a horrible, horrible situation.
Middle East
The Middle Eastern Brotherhood is currently in disarray. Traditionally, they have been at the center of a series of interlocking rings of feuding ethnic, religious, and cultural groups frequently fuelled and fanned by the Brotherhood. By the end of the Third Tiberium War and the destruction of the Temple Prime however, their primary and both secondary headquarters have been destroyed. Since then, the inexorable spread of the Red Zone has put paid to every warlord attempting to make a play for power, as they have inevitably been forced to move, setting off another wave of internecine feuding as the survivors scrabble for any remaining scraps. However, there is an exception to this norm. An oasis of relative peace have formed itself, a neutral cordon between Mecca and Medina, where a combination of Neutral and loosely-aligned NOD Warlords joined forces with a task force of The Forgotten and GDI to stave off the encroaching Tiberium threat and organize what remained of the yearly Islamic pilgrimage. However, this oasis is not likely to last, as Tiberium means that the full resources of a major power is required to defend the site.

It's only the Forgotten and the NOD inner circle that want Tiberium in their backyard, however much they talk about the Technology of Peace. Everyone else just got left in the lurch by the GDI and NOD is the only game left in town.

We change that, as we've been doing already, we can chop off NOD's support at the knees.

Perhaps Kai would be best, seeing as we are essentially adopting a method of war economy. He would be the most willing to help grow the Armed Forces. But then again, I do like Seo.
We've been on a war footing continuously since Tiberium War One. We've 'defeated' NOD three times in a row with our massive globe-spanning military, and our strategic situation has only degraded.

Treating NOD as The Enemy with no room for realpolitck has been the source of our third biggest problem as a polity, the general poverty and dissatisfaction of the populous outside the Blue Zones with GDI.

His is being a mad scientist who will 100% end up eventually doing something those cowards in Parliament and the ethics review board are just too narrow-minded to see the GENIUS! of. But I dunno, cleaning up after/reigning in our resident mad scientist sounds like more fun to me than the other downsides presented.
 
Speaking as the who put forward Kai's character archetype and blurb to Ithillid, Kai's whole bit as a NOD defector who had to work heavily against the notions of 'sins of fathers' and at least one brand of racist sinophobic prejudice due to his circumstances, means he's not going to be hammy 'kill all NOD'. That's why his Trait included YZ/RZ Integration. The fact is, a lot of YZ/RZ folks did and will continue to shoot at GDI, if only because there's no other alternative. And for the footsoldiers, ones who bleed and die for Kane, perhaps not even ideologically motivated, they are going to deal with the reality that Earth, or most of it, will be under GDI's auspice in about 2-3 decades.

But where an Initiative First or even your moderate GDI politician are going to sweep those people under, effectively treating them as second-class citizens due to their circumstances, Kai — in specifics — would support them, ensure that their needs are met without any prejudices. And perhaps even serve under GDI's banner, and if not them, then their children for sure.

As long as they renounce their NOD affiliations in full, that is.

For the active combatants? Lamentable losses, but the GDI will push and drive the NOD to the sea, and if some surrenders- that mean only that they've finally listened to sense. But for the leaders? For the Warlords and the leaders who made them bled? For Kane? No quarters. They answer either to the GDI in Hague, or to the Ion Cannon Array. Their choice.

Given this, I think it's time to do Yellow Zone Tiberium Harvesting Phase 4 again. The military's finally properly up for it, and we really do need the mitigation. Plus we can follow it up with another round of Fortress Towns and YZ Intensification, though those will require more shell plants. 2 dice over the next two turns ought to get it done, without going so fast as to spook NOD.
We have a high enough YZ mit at 77 (that should be at 80 after we finish the marv). I would rather hit the RZ containment since we need RZ mit badly. RZ containment also needs fewer dice, it will also help put off the Mecca planned city for a bit without losing that, and that is an area that if we keep it going might be able to swing some of the NOD and neutral folks in the area more towards the GDI which means fewer people shooting at us.

Containment also is 10-15 vs 5-10 income and at 180 per phase vs 300 needs fewer dice to finish.

As for Candidates-
Seo all the way for me. We already have means to take the fight to NOD through increased military power. And frankly we have other ways to weaken NOD (note that 5a hub has reduced NOD recruits in the area since they have an alternative to flee to). As it is right now Tiberium is going to drive us off. Not to mention that talented admin should be a +5 to all rolls and dice bonuses are big. Plus I imagine Seo has some tib dice bonuses as well.

Julian Taylor
(A) High Military Support - more flexible with ignoring a department for a while before having problems-
(A) High Political Support - probably +PS every turn/X turns
Supports Grant Programs- likely offer up more grant options
Wants to privatize parts of the Treasury's consumer goods development. -likely privatize options, this would boost FMP but also work towards tax income
Supports Yellow Zone Development- affects options
Julian has political will behind him but will make us spin stuff off to the private sector. He also is not skilled in treasury fields so no dice bonuses from him out of the gate (all heads earn the settled in bonus over time). He would boost the FMP chances at next election with his policies.


Seo Thoki
(D) Politically unknown - less PS options (something we had to deal with with Granger, really look at the good Dr to see the issues), also average person has no idea who he is so no confidence boost in government
Promoting within the department
(A) Talented Administrator - should be a +5 to all dice rolls
(A) Fast Learner -likely quicker to regain the settled in bonus Granger has right now
Supports Tiberium experimentation- Options for new anti-tiberium methods
Seo is and is not a 2nd Granger. While having political problems like Granger and being knowledgeable at tiberium, Seo comes in as a skilled admin as well so he would be better able to hit the ground running a department like Treasury. My personal choice as between good dice bonuses (Talented Admin and Fast Learner) and opening up more anti-tiberium options he really lets us push forward. More so he is one that would continue our worker rights push.

Sarang Mikoyan
Strong Space Qualifications- could be a bonus to space dice in which case this is becomes an (A) or could be more space options
(A) Talented Administrator - should be a +5 to all dice rolls
(A) Lucky (Critical Positives on 99 and 100) - 2% chance to crit is a nice bonus
(D) Politically Flexible - will conform with leading parties regardless of there nature, the lack of strong feelings means we are less likely to have options to try and push in politics like we did for unions and worker rights
Space! Really she is kind of all about Space and is for those that want a heavy space focus.

Kai Jun
(D) Politically Divisive- likely a -PS every turn/X turns, fewer options for PS gain
(A) Politically Adept- knows how to play the politics game, opens up options for PS gain that might be closed to others (weird how his first two traits kind of do the opposite but where one door might close, another might open sort of thing)
Supports Yellow/Red Zone Advances- options to push back NOD and Tiberium
(A) Supports Yellow/Red Zone Integration- stuff that makes the YZ pop happy will show as options and should make YZ pop a bit more confident
(D) Supports Heavy Punitive Measures against Nod- with NOD he is inflexible, close off some options for collab and coopt of NOD groups (please note both the Qatari loyalists and NOD forces in Middle East coordinating with us to fight Tib spread, something he would try to freeze them out of)

Current thoughts on the candidates and traits and trying to map out their traits. Some are dice bonuses, others PS bonuses or penalties and others open and close options .

But I dunno, cleaning up after/reigning in our resident mad scientist sounds like more fun to me than the other downsides presented.

GDI has also begun another sitting astride the same river systems as the glacier mine in the American South. While separated by thousands of kilometers, the two Hubs will serve to protect GDI operations across the middle of America. Much like the Evanston Hub, it is not in an optimal position for a MARV hub. And like the Evanston Hub, it is a decision dictated by the other investments that GDI has made in the North American Red Zones. Protecting those, especially in light of the ever improving Brotherhood of NOD, is the highest priority and something where MARV fleets are one of the best weapons in the Initiative arsenal for the job. While not capable of threatening NOD on the offensive, MARVs can make it unacceptably expensive to attempt to drive these harvesting operations into the nearest body of water.
Important thing to note, we want the RZ-7N MARV up running sooner than later as the two MARV helps protect our glacier mining and chicago planned city- so not only does R7-N provide income and RZ mit, it also keeps other sources of income, mit and processing capacity safe (and well we are at 105 spare capacity)
 
Would Kai make a deal with Kane though? That is the question. TCN is the solution and he has the answers. Unless it's in the Tacitus. I kinda like all of them honestly. Would they be a part of the Treasury Department if they are selected?

"Supports Tiberium experimentation" is definitely mad science by GDI standards, but I don't think he'd be full-on "cackling in a deserted castle injecting poorly tested Tiberium potions into animals/unwilling subjects/himeslf" level. Spending a little too much time hanging out with the Qatar defectors and going "fascinating..." whenever they describe some horror from the bad old days working with Tib under NOD though I can see happening.

Frankly I don't see it as a downside at all. Seo would have final go-no go on mad science, but he wouldn't be the one actually doing it and any mad science would have to pass the hoops first to be presented as an option.

What I'm really worried about is setting the precedent of promoting internally from the predecessor's department.

We want RZ mit, but right now we need Mecca.

The update is pretty clear that we have a once in a lifetime opportunity to step in and save the Holy Sites before NOD does it for us.

RZ mitigation is important, but we need Mecca now.
 
Another thing i see as a problem with the space plan is that now no matter how much we make will likely to forced to leave people behind and not even counting the ones that want to stay like as a example religious people like we have to save the Muslims holy sites and I can believe that some or a lot will not want to just abandon them to escape to a different planet?
