The Stargate needs to get basically the highest priority.
Not only does it give us 2 extra orbital dice and reduces necessary progress of orbital structures by 15%, comparable to the 5 stages of STU alloys cost reduction of 25%, it also gates further developments, so the earlier we get it, the better, we just may get the next progress step before the end of this phase of the quest.

Since we do not have 10 free STUs currently, building at least one new alien refinery just became a priority.
I am also very glad to see all these automation projects, we can get a lot of labor this way.

Deployment of transhuman tech is a priority as well - we spent a lot of time and effort researching it and building the labs, now we can do a lot for our population by actually deploying it.

If my math is correct we need to raise our income by 265 to get STU the old fashion way.

We have 2 Deep Glaciers available and 3 stages of RZ Containment, in the worst case scenario that's 150 income.
Definitely doable and we need to do them anyway for Abatement Goal.

Edit: Still need 1 RZ abatement to reach our Goal.

Only if we decide to not build any projects requiring STU's this turn, something we might actually want to.

I reworked my max-Heavy Industry memeplan, into something I think is actually a good idea.

Yes, it overkills North Boston. It also gets us more Labor, enough STU production we should be able to do the Naquada rings next turn, and Zone Armor production guaranteed enough to free up more existing units for Karachi.

The best option in my opinion is to go for a new xenotech processing plant.
It is something we need to do anyway and gives us enough STU's to comfortably have enough.
Yeah, makes sense.

It's just that Karachi will start soon and, well, ZOCOM might participate in it? Which might create certain problems?

Than again Karachi will not be a global war, so we might not encounter those problems.

Maybe drop Arcologies and shift dice to Drone Logistical Integration?
Arcologies don't seem to be crucial RN (at least to me).
...that's actually a good idea. Swapping.
Can I convince you to swap some Orbital dice to the 2nd Species Restoration Bay?
I want to get the Assembler Bay done to (hopefully) improve QoL and industrial integration for our Lunar Homesteads, even if not by all that much. We can definitely start on it next turn, though.

When were we going to start on Karachi was it this turn or in the 2065s?
Q4 2064, so next turn. Getting Construction Drone centralization done first would limit the number of personnel Treasury will need to deploy when we shock labor that first round.

MARVs, like always, are difficult to justify pursuing with the immense mil catalogue we have. I'd want to drop a die on Tib seeker warheads as well as particle beams and advanced articulation before going for a hub on Sinai this turn.

Enhanced harvest spikes and one more phase of liq tib power seem prudent for underground abatement and keeping the roll going on power supplies. I kind of think we should finish one last phase of IHG conversion, but I guess that doesn't really make sense when we can get more processing for much greater returns for only a hundred or so progress more from Xeno.

LCI should be a split between Bergen and civilian drones since it takes less to finish and we won't be throwing a substantial number of people out of their jobs without replacement ones for them to fill with factory automation, although North Boston could probably absorb some of that. For Services, I think Autdoc is more immediately pressing than transhuman deployment, and maybe finishing the hospital expansions.

[-] Naquada Ring Experiments (New)
Enhancing the paired portals through a use of naquada rings, starting at about 50 centimeters across, should, if the scientists are correct, allow for the deployment of not only communications, but actually sizable amounts of material, especially materials that tend to have greater difficulties being moved up and down the gravity well.
(Progress 0/80: 50 resources per die) (Must have at least 10 STU production spare) (+2 Orbital Dice, 15% Progress reduction.)

[ ] Transhuman Technology Deployment (New)
While there are significant bioconservative elements within the Initiative, and the scars of CABAL and the numerous other technological horrors unleashed by the Brotherhood of Nod run deep, the sheer level of capability of next generation bioware and cyberware is too great to be ignored. Taking steps beyond the limitations of humanity represents a bold new frontier, both in terms of life extension, and more importantly, retention and restoration of quality of life for many in the Initiative.
(Progress 0/300: 30 resources per die) (+10 Health, +5 Labor, -5 Capital Goods)

[ ] Military Logistics Drone Network (Phase 1) (new)
Adapting drone control to the basics of self-driving trucks and other robotic assistants is not particularly difficult, and will substantially increase the tooth to tail ratio. While it will do little to reduce the need for skilled labor, many of the relatively simple driving tasks can be turned over to drone operators.
(Progress 0/200: 20 resources per die) (+5 Labor, -5 Capital Goods)
(Progress 0/200: 20 resources per die) (+5 Labor, -7 Capital Goods)
(Progress 0/200: 20 resources per die) (+5 Labor, -8 Capital Goods)

So many shiny choices though heavy on the cap goods we have +20 labor for 25 cap goods. Also the naquada ring, we need more STUs

Here's my current plan

I think the contentious parts of this one are going to be the military and tiberium parts.

[ ] Civilian Drone Systems (New)
While the public marketplace does not have much use for all up construction drones, or the high performance delivery drone systems in use by the Initiative, simpler, lightweight, civilian focused designs, capable of high torque at low speeds, will find many uses both in the civilian marketplace, and for more consumer oriented purposes.
(Progress 0/150: 15 resources per die) (+1 Labor, -1 Capital Goods, +4 Consumer Goods) (Market Benefits)
Hello sexy.

I quite like @Strunkriidiisk 's commitment to keep the Governor refits ticking along because it does need a bit more help and the ongoing deployment of inhibitors.

I'll carp a bit more about how nice ASAT capstone would be as a hedge but I understand Military is a total knife fight right now.
