There's literally nothing left in Rome and Jerusalem besides some GPS coordinates, if we somehow eliminated the deepest Red Zones on Earth and scraped all the Tib off those GPS coordinates all we'd have is a bunch of bare rock. Tiberium's probably even eaten away at geographical features at this point, I'd guess there's not even a Temple Mount (like, the hill made of rock that has probably been swiss-cheesed by Tib) left much less any of the historical buildings etc. that everyone actually cares about.
Judaism has 1) always been small and 2) always been good at rolling with the punches, I'm sure "next year in Jersulaem" is said even more ironically every Passover and otherwise they're just getting on with life. Christianity has likely shattered into a zillion different sects by now and the Catholic/Protestant-descended sects that I'd expect to mostly dominate the GDI at least never really put that much weight on Rome/Jerusalem anyways. Certainly nowhere near the same weight that Islam puts on Mecca/Medina where it's a core pillar of most sects that you HAVE to visit Mecca at some point in your life if at all possible.
I don't think there's much value to be had in another major project tied to a specific geographical area for an Abrahamic religion if we've already ticked Islam's boxes, the other two big ones can deal with it they're much less geographically focused anyways.
The Temple Mount is a geographical location for which we also have some geology about. It is a place that can be built up if cleared of Tiberium unlike Rome for which our Logistics networks will decide if we rebuild.
On the one hand, this offers a significant boost to our defense against assassinations, and those really suck. On the other hand, we already have large defensive bonuses, and with the current votes only hiring two more named personnel to the Treasury, we're only going to have five total targets for them to protect. Last time assassination targets came up, Ithillid rolled a 3d47 on the Discord to determine NOD's targets. Ithillid had a list of 47 names, and only some of them were from the Treasury. Only then were dice rolled in-thread to determine how successful those assassination attempts were. (And of those three targets, only Dr. Takeda was from the Treasury.) So for the bonus from this choice to even kick into effect, we'd have to have the misfortune of one of our five Treasury characters picked out of 45 to 50-ish names.
It was rotten luck that saw Dr. Takeda assassinated, and it'll be rotten luck if it happens again. But given how unlikely it is for an assassination attempt to even target the Treasury for thse Security Services to defend against, I don't think this option is as useful or necessary as the thread thinks it is.
So how often does that assassination roll happen and how often on average can we expect to lose people. I'd like to know and you are this thread's main probability calculator.
They still are. It got dropped by accident when I was going through and changing everything.
Alright then. The current winning plan as of me making this plan post is:
[ ] Brigadier General Tali Jackson +2 Military Dice
[ ] Arya Gulati +10 to Infrastructure Dice -5 PS
[ ] Enhanced Security Services - 10 PS
[ ] Graduates
-[ ] Orbital
-[ ] Infrastructure and TIberium tied with 23 votes each.

I'm just going to make a plan for both cases and not bother trying to guess which will be the winner.

So with this plan we get down to 3 Energy, 23 Labor, 8 Capital Goods and 2 Logistics without any more gain from our various actions completing. Here is what it does:
- Puts 4 Dice on Arcologies to get a Stage of them done and 1 Die on Rail Construction since we don't need 5 Dice on Arcologies anymore. On 4 Dice Arcologies are now 82.93% chance and an Average DC of 37 to complete a Stage of Arcologies.
- 1 Die on Tokyo Chip Fabricator with a 6% chance and a DC of 95. Not counting on it completing, but the progress will be useful the turn afterwards. 3 Dice on Automated Civilian Shipyards for a 23.33% chance and an Average DC of 64 for completing with this. I am counting on this completing, but if it doesn't it's likely a single Die will finish it.
- Light and Chemical Industry only does a Security Review.
- Perennial Aquaponics Bays get all 3 Dice for a 28.40% chance and an Average DC of 61 to complete a Stage of it.
- Red Zone Tiberium Harvesting gets 3 Dice on it because there is one more Stage we can complete with the Logistically cheap Glaciers after this one.
99.16% chance and an Average DC of 13 to complete this Stage and a 37.41% chance and an Average DC of 57 to complete the next Stage as well. So the final rolls for this plan on this Action will be in Q3 most likely.
Tiberium Glacier Mining gets 3 Dice also, but it is one Stage behind the Red Zone Harvesting and it costs 180 progress each stage so it's not got a chance to be done with for this plan Q2. 94.28% chance and an Average DC of 14 to complete this stage and a 2.08% chance and an Average DC of 74 to finish the next Stage. So we might get the next Stage of it, but I'm not counting on it and there will be a stage after it.
- Orbital Cleanup gets 4 Dice on it because we will need extra Resources next turn with all the various Dice we need to roll and some of them are expensive. 94.01% chance and an Average DC of 28 to get a minimum of 35 Resources from two Stages and a 6.21% chance and an Average DC of 76 to get a minimum of 60 Resources from four Stages.
- Tissue Replacement Therapy: 78% chance and a DC of 8
Slowrolling Emergency Tiberium Infusions: 18% chance with a DC of 68
NOD Research Initiatives: 78% chance and a DC of 8
- Stealth Disruptor gets a Die so we can start having fortifications that remove one of the main advantages of Shadow Teams: 93% chance and a DC 8
ZEMEV Sydney is a 97% chance and a DC 4, Hydrofoil Shipyards are a 43% chance and a DC 58 and Point Defense Refits are a 18.21% chance and an Average DC of 67. Yes I'm still low rolling the Point Defense Refit. It just now has a proper chance of being finished with this plan.
- Bureaucracy is still 4 Dice on two Security Reviews, 1 Die on Focus Reallocation with the Tiberium Die being moved to Orbital and 4 Dice on Yellow Zone Qualifications to get enough Labor so that Labor Heavy plans can be done again.

- Puts 4 Dice on Arcologies to get a Stage of them done, 1 Die on Rail Construction and 1 Die on Tidal Power Plants since I prefer to get Tokyo Chip Fabricator with the 25 Resources we gained by not spending 1 more Die on Red Zone Harvesting.
