Honestly my advice is just stop worrying about something we can't fix and roll with the punches instead. Oh well, NOD's going to shoot a nerd or two every decade, such is life in the grimdark future that's been at perpetual world war for generations. Have a funeral and move on, hire a replacement, continue to make the numbers go up.

You are likely correct that putting SMARVs in Africa won't remove Mehretu from power.

What it will do is remove the resources he needs to train his troops to the Sam Fischer level operatives that they are, as well as his ability to gain assistance from other warlords (like he used in his previous assassination).

That should translate into fewer attacks, and a debuff on NOD assassination rolls.

Ultimatly, we want warlords like Stahl (who leaves ambulances alone) to be powerful relative to the other warlords, and warlords like Mehretu and Reynaldo (who prioritize killing ambulances) to be as weakened as possible. We want to put evolutionary pressure on NOD as a whole to grow in a direction that is more favorable to us.

I'd rather we have some security against assassinations instead of leaving out our people that gives us dice bonuses high and dry.
We already have security, and from what Ithillid tells us it's already quite high. This is an addition to whatever the bonus already is.

To be fair, Ithillid clarified that this is a significantly more effective than a simple +5 on opposed d100s, depending on circumstances:
Not quite. So that d100 roll has a couple of features hidden inside it. For one thing, it is not Security rolls higher than Assassins Security wins, Assassins roll higher than Security Assassins win. The Assassins have to beat a multiple of the defense roll in order to produce killed characters, and not either disruptions to their work, or wounded characters. So a +5, can be as much as a +20 to a +25 against dying.
 
Karachi Planned City requires at least a Tiberium dice each turn but infra dice are optional so can be build with just Tiberium dice that have a higher bonus then our infra dice. So i would always take a Tiberium dice over a infra dice if committing to Karachi Planned City and that option has a lead that it is almost sure it will win.

My opinion
Sarang Mikoyans lucky bonus to crits is possibly the best bonus on offer. The potential payoff's are massive given how earlier crits have helped us. Also giving her a effective 12 year apprenticeship means maybe we can get hear a learning bonus to running the treasury along with Seo so that by the end of 3 plans she may already have a bonus instead of needing to develop one. Also her political flexibility can be a good trait if nudged in the right direction and may make it easier to open diplomatic opportunities with nod similar to what we did with the qatarites

Enhanced security is a must in my opinion. The last thing we need is another assassination which will impact our bonuses and morale and given that we are most probably heading into tib war 4 in the near future I can guarantee NOD will try to eliminate any GDI high ranking personnel they can target.

Tali Jackson for her Military bonuses to replace Takeda. Also helps improve our relationship with the steel talons. And as for her demands that are fairly cheap in the long run and stuff like the havoc and plasma weaponry are stuff we were planning to do anyway

There's literally nothing left in Rome and Jerusalem besides some GPS coordinates, if we somehow eliminated the deepest Red Zones on Earth and scraped all the Tib off those GPS coordinates all we'd have is a bunch of bare rock. Tiberium's probably even eaten away at geographical features at this point, I'd guess there's not even a Temple Mount (like, the hill made of rock that has probably been swiss-cheesed by Tib) left much less any of the historical buildings etc. that everyone actually cares about.

Judaism has 1) always been small and 2) always been good at rolling with the punches, I'm sure "next year in Jersulaem" is said even more ironically every Passover and otherwise they're just getting on with life. Christianity has likely shattered into a zillion different sects by now and the Catholic/Protestant-descended sects that I'd expect to mostly dominate the GDI at least never really put that much weight on Rome/Jerusalem anyways. Certainly nowhere near the same weight that Islam puts on Mecca/Medina where it's a core pillar of most sects that you HAVE to visit Mecca at some point in your life if at all possible.

I don't think there's much value to be had in another major project tied to a specific geographical area for an Abrahamic religion if we've already ticked Islam's boxes, the other two big ones can deal with it they're much less geographically focused anyways.

The Temple Mount is a geographical location for which we also have some geology about. It is a place that can be built up if cleared of Tiberium unlike Rome for which our Logistics networks will decide if we rebuild.

On the one hand, this offers a significant boost to our defense against assassinations, and those really suck. On the other hand, we already have large defensive bonuses, and with the current votes only hiring two more named personnel to the Treasury, we're only going to have five total targets for them to protect. Last time assassination targets came up, Ithillid rolled a 3d47 on the Discord to determine NOD's targets. Ithillid had a list of 47 names, and only some of them were from the Treasury. Only then were dice rolled in-thread to determine how successful those assassination attempts were. (And of those three targets, only Dr. Takeda was from the Treasury.) So for the bonus from this choice to even kick into effect, we'd have to have the misfortune of one of our five Treasury characters picked out of 45 to 50-ish names.

It was rotten luck that saw Dr. Takeda assassinated, and it'll be rotten luck if it happens again. But given how unlikely it is for an assassination attempt to even target the Treasury for thse Security Services to defend against, I don't think this option is as useful or necessary as the thread thinks it is.

So how often does that assassination roll happen and how often on average can we expect to lose people. I'd like to know and you are this thread's main probability calculator.

I may be overly paranoid though.
Her whole schtick is a profound optimism in the inherent goodness of people, and trying to give people the opportunities to prove themselves. That's why we can see her appointing her primary political opponent (who has a radically different idea of the future of the GDI, and is far more cynical) as her VP.

The question is whether that is naivety (very unlikely in a post-tiberium world), versus a principle that she is willing to fight and sacrifice for when that trust is inevitably abused. These principles are definitely going to hurt a lot in the short term, but I'm hopeful that it will lead to a much brighter future.

More dice in one category or another won't much effect our plans this quarter, I think. We're still very R limited.

I'm guessing Infrastructure, out of pessimism. The extra die doesn't really make up for the -2 malus yet--it would be better to have the full +10 bonus since it saves us dice and thus resources.

This is basically the Punch Sir, Punch with Care plan with no Orbital Cleanup(not profitable) and with +8 in Infrastructure so we can take a die off Apartments and Railroads and still have acceptable chances of completion. That +55 R, in total, gets reinvested into the Military, Tiberium Infusion, and Railgun Harvesters.

That's why we can see her appointing her primary political opponent (who has a radically different idea of the future of the GDI, and is far more cynical) as her VP.

The question is whether that is naivety (very unlikely in a post-tiberium world), versus a principle that she is willing to fight and sacrifice for when that trust is inevitably abused. These principles are definitely going to hurt a lot in the short term, but I'm hopeful that it will lead to a much brighter future.

With us looking to pick up 4 more dice I feel trying for double glaciers again is going to be vital for the income we need to use them. More so if we are looking to pushy Philly stage 4 and 5 as that will eat up a lot of resources and we have the NOD and SCRIN research to do, not to mention being able to rollout the more expensive mil projects.

I have an alternate answer that is doing another round of Security Reviews while distributing the Resources gained from Orbital Cleanup and a single round of Red Zone Harvesting and Tib Glacier Mining to get enough resources to activate all our Dice in Q3 and the activate them more expensively in Q4.

Hence it being really weird to appoint Hackett, the former Secretary of Intelligence, as VP.

From a meta-game perspective, I really, really doubt that the GM is going to make someone named after Maxim Litvinov into an arch-traitor, who uses the promises of a better and more just society to lull the nation into a false sense of security, and uses those promises to render the nation vulnerable to enemies without. Making her so would basically be fascist propaganda. And @Ithillid has been making a big point in this thread to dunk on fascist ideas and ideals whenever possible.

So at most I can see her being naieve. But I very highly doubt that she's a traitor.
