I appreciate the enthusiasm but WoG says that the plan won't work as written, so I'll just need to fiddle with it some.

[X] Plan: Clip Their Wings v2
-[X] Objectives: Neutralize newly introduced Draconic forces, maintain Siege
--[X] While it is hypothetically possible that these Armored Dragons could be potential Allies and reasoned with, they've already killed some of our men so we're not standing for that.
-[X] Magic users will be split into three groups, Weather Specialists, Illusionists/Protectors, Amplifiers
--[X] Weather Specialists will focus on manipulating air pressure and temperature to drag down the Dragons into range of our artillery. If the air below them is a much lower pressure than the air above them, the air will push very strongly downwards on the Dragons, making flying immensely difficult and hopefully drag them down towards us. If we can ice over their wings that should also create quite a few complications.
---[X] If the "Relief" Forces are caught up in the pull, then it really sucks to be them.
--[X] Illusionists/Shield Specialists/Fire Specialists will be on stand by to attempt to magically intercede in Draconic action to disrupt attacks and limit lives lost, through sense manipulation, shield blocking, or attempting to redirect or just plain limit fires.
--[X] Amplifiers will work with cannon crews to enhance cannon fire, through increased shot velocity or other means.
-[X] Cannons in area will load Scattershot while waiting for Dragons to enter range. General objective will be to injure their wings enough that the opposition force will not be able to fly until after healing has been received. If ineffective or if the Dragons have been clipped, switch to Solid Shot.
-[X] Knights will assume Dragon Slaying Taskforces and be on hand to intercept if the Dragons aggress towards our men. Godspeed you madmen.
-[X] Normal Troops will get out of the way of the giant flying fire breathing lizards and besides the usual detachments to protect Artillery and the like, will focus on maintaining the siege.
-[X] Assuming this all actually works, with the Magic attempts actually dragging the Dragons into range, the Cannons being effective against Dragons, and the Dragons being grounded and caught within a crossfire of artillery such that they are beat to the ground, one request for Surrender will be made. If not accepted, we tried.
-[X] In the event that we don't manage to drag the Dragons into cannon range and they go on to Mare-A-Thon instead of pivoting to attack us, commence with The Great Big Mare-a-thon Fireball.

This is a feasible plan, yes.
 
No it really is legitimately impossible, no people are going to 100 percent follow the law. Especially not at our size. You can monitor it, mitigate it, use it, but you can't eliminate it completely.
Even if you did, a new organization will always form in the vacuum of the first.
There is a difference between crime, and organised crime. Crime, in some capacity, will always profit criminals. Organised crime takes time, skill, money and incentive to bind non-law abiding people together. All of which can be curtailed.

5 people working together to rob a bank isn't organised crime in this sense, I'm talking mafias, crime families. Make legitimate work more profitable, fill that void with proper work, and come down hard on any attempt to organise so as to make it untenable.

"It will always be there in some capacity" is exactly the kind of thinking that let's towns fall under complete underworld control. Sure, some gangs will remain, but the bigger ones should still be destroyed with extreme prejudice. Its impossible to, say, live forever. That doesn't mean medicine doesn't give it its best shot anyway.

Regardless, we're clearing not going to agree, so I'm going to stop my side of this conversation here

If Pegicles let them. I wouldn't put it past that Psychopath to keep his Civilians just locked up in his city, declaring them trying to leave to be 'treason' or something like that.
Which would be inviting a riot on the eve of war, and I don't think any of our scouts saw any.
Plus, we certainly didn't care about the cities' occupants when we started fire bombing randomly.
 
House Storm drew its support from the military, the landlords and the slaveowners. This may influence the amount of civilians present inside the city (and potentially the level of innocence of said civilians... after all, they could be willing conscripts and\or slaveowners\slave users and not actually innocent civilians, calous as this statement may sound)

Second is House Storm, a noble house built upon a foundation of martial prowess and military service. House Storm has the support of numerous rural landholders and slaveowners, making up for its comparative lack of wealth and influence with brute strength and intimidation.
