[X] State Influence: While you don't really like the idea of the government having direct control over religious institutions, it's clear that there needs to be some kind of authority to prevent sectarian conflict between the different faiths that exist within your Empire. As such, while you shan't have full control over the various religious institutions, you will exert some influence and control whenever it becomes necessary to do so, using your authority as Emperor.

[X] Discourage the Imperial Cult: You find the idea of being worshipped as a god...unsettling. Whether you object on moral or practical grounds, you just aren't comfortable with the idea of an entire religion revolving solely around you. That being said, you don't really have it in you to just outlaw this new faith, and not just

[x] Do Nothing about the Imperial Cult: Maybe you're of two minds about your most fanatically loyal subjects. Perhaps you don't want to risk being misunderstood or accused of manipulating such vulnerable people. Or maybe you just want to see how things play out without your influence. Regardless of your motives, you'll leave the Cult to its own devices for now, neither encouraging nor discouraging it.

Mediating between religions will quickly become a mess. We might choose against a religion for reasons that are good at the time, but even people following stupid religions deserve to be treated equally.

Or maybe you just find the whole thing unbelievably hilarious and want to see what they do next. Whatever the reason, you'll quietly encourage the growth of this small band of fanatics that see your words and deeds as divine acts.

[X] Total Religious Freedom
-[X] The exception to this is any Faith that persecutes, harms or advocates harm to any citizen, guest or institution in or of the Empire for reasons or in a manner out of line with Imperial Law. To do so will be considered a criminal offence.

I also Want Piety because of all the other Religions in this world, And because just having it be a thing seems right, people care about religion it's a major thing and it feels weird not to have it in our options to do anything about, But I don't want to make a "State Church" or anything like that and be all overbearing.

Huh. This is a tough one.

So with the question of political influence with religion, I am of two minds. On one hand, the State having power over and influencing religious politics and beliefs has a very spotty track record. The most extreme case would be North Korea, whose leadership is basically worshiped, and King Henry VIII, who basically used his power to Mary, divorce, and annul any marriage as he wished. Politics in Religion gets very messy and usually leads to corruption, fanatics in positions of power abusing their authority, and generally doesn't end well.

On the other hand, a complete separation of church and state with no oversight is... ill advised. A State that has no control over a religion or organization can't exac make them play nice. So, in conclusion for first option:

Right, that wasn't so bad, what's nex-

"Reads choices"

Ah shit.

Um. Well. I guess I knew that this would happen eventually.

'30 minutes of self-debate later'

[X] Do nothing about the Imperial Cult

I'll give my reasons if asked for it, but otherwise... Yeah.

Council Clarification
Ok, I was originally going to call the vote right now, but after getting off work and reading some of the discussion that's been going on regarding the feared consequences of Total Religious Freedom, I feel like I should make a few things clear first.

Religious Freedom does not mean "people can do anything so long as it can be considered religious in nature". It does not mean you'll be powerless to stop Sombra Worshipping Cults or Griffon Sacrifices or Religions of Doom. It is the thing people vote for if they don't want Piety/Religion Actions to be a core part of this Quest.

That's It.
