@BoneyM I have a few questions about the world-building about Perpetuals in this quest, and what you exactly mean by a Freshly minted Perpetual:
1. In the fluff, there seems to be indications that Freedom of movement for Perpetuals is not a right automatically granted to Perpetuals upon being made Perpetuals, but rather something earned through years of service that demonstrates they can be entrusted with freedom of movement. Is this still the case in Divided Loyalties, where the right for a Perpetual to move freely is a privilege earned through service, rather than freedom automatically granted? Or are all Perpetuals granted the same travel freedoms of a Journeyman or Magister, else they'd never make Perpetual, to begin with?
1a. As a corollary, is it safe to say that the pool of qualified Perpetuals that Mathilde can hire therefore limited because only a trusted portion of Perpetuals are given the kinds of freedoms Mathilde's position would probably require (and almost everyone in those few already have long term positions), but the upside is that they really have been thoroughly vetted by the Grey order just to even qualify for Mathilde's job, which almost certainly presumes that applicants are permitted freedom of movement by the Grey College? Is it correct to say that one of the things 1CF per turn buys us, is someone whose integrity passes muster under the lens of the Grey Order?
2. When you mean "Freshly minted Perpetual", do you mean a Perpetual who is effectively a fresh graduate with zero prior job experience, and hence Mathilde can mold him completely from scratch? Or do you mean a Perpetual who has had some years working for the Grey Order in some sensitive capacity that gives the Grey Order confidence that he is reliable/loyal (Translator, Junior Auditor at the Bursar office, junior Secretary to a handler in some other Magister's network, Messenger/Herald etc, etc), but what Mathilde is offering is basically his first managerial gig and he has no managerial level experience, rather than zero working experience? Or is the first and second scenarios dependant on a set of Dice rolls, and both green as grass fresh graduate and one of Algard's promising young personal agents to go with a promising young Magister are on the "loot table so to speak".
3. Statistically, some of Mathilde's fellow peers must have never made Magister, and could only reach Perpetual. Are they within the age range of Perpetuals Mathilde is likely to get, and if so, is there a possibility that on the right dice rolls, we might finally meet one of those fellow apprentices that Mathilde wrote to so many years ago?
The last two questions are about mechanics:

Considering most of our tasks are either magic or secret yeah I do not see them helping us too much. Plus the whole fortify the Karak before we get attacked Seems to be a priority.Considering how often we "help" with other council members tasks I wonder if any of them will ever unexpectedly help with one of ours? Than again lately Belegar has been keeping our tasks secret.

Is this really sonething that is that worthwhile? Dwarves don't really like people talking about chaos dwarves, so it might cause friction or unplesant discussions imo.
I advocate that people argue over changing this to sonething else and trying to get people to change their votes to the alternative
