There are three pillars of the Eonir: the Cityborn, the Forestborn, and the Grey Lords.
Theoretically there should be a fourth pillar consisting of the Forest spirits, but it seems that Laurelorn's forest spirits are either subservient to the Grey Lords or intertwined with the Forestborn, at least for the Ward of Frost. Cadaeth is most likely a combination of the two, so it's fair to say that we have that demographic covered as well though.

It's not that we have no magical buy-in from Laurelorn, we have no magical buy-in from Tor Lithanel. There are three pillars of the Eonir: the Cityborn, the Forestborn, and the Grey Lords. We've got Grey Lords and Forestborn (Ward of Frost) on-side, but we've got nothing from the city. I think it's worth it for political peace of mind to not snub any of our hosts' major demographics (plus the practical value of having diverse outlooks on a complicated project: what the different groups of Eonir think about waystones is not necessarily monolithic, pun absolutely 100% intended).

This seems making a problem where it's likely none exists to me. Mathilde at this point has a decent grasp of Eonir society and this was never a concern she raised. So I doubt it will be taken as a snub.

Practically speaking, I don't think they'll add much to the theory portion, and almost certainly nothing that would require a redo of the lay the foundations action. They might be useful when we have some practical applications that need more bodies but that can be something to recruit for in the future.

We are occupying, with this project, one of the largest and most valuable assets in the city with the real estate. So i do think the idea of bringing in nothing but outsiders is going to alienate the city houses.

And I don't think Mathilde is going to explicitly signpost every risk for us. Some things we just need to be sensitive to.

Adding my two cents to the writing discussion...

Improving your writing can be really hard (or maybe I am just not very talented, idk) even with feedback, because of the absolute freedom of a blank paper/screen. At any given time, you must keep a lot of things in your mind, even if you have a solid plan about what you write, and remember to constantly apply everything on the page to achieve several different purposes in tandem. I learned to appreciate the authors I admire a lot more since I started writing a quest and understanding that, even after about 200k-230k words (the thread says 250k, but with votes and mechanics included it should be significantly less) and some improvement, I am not even one tenth as good as the authors I strive to emulate.

So Mathilde just writing well is not a skill that should just be attained without AP imho.

You have a point, but I'm not sure it's that clear cut. If a given City House was isolationist, then they probably didn't care to work with us by default. And if they voted to open up to the outside world, then most of them probably had reasons to do so beyond the Waystone Project, whether it was through hopes of trade or currying favour with the queen or settling matters of security. Whether or not we invite one of them into the Project wouldn't change those original concerns/objectives.

Edit: fixed last sentence.

All true, but since the vote to not be isolationist has gone through, some of the isolationist houses might very well be thinking about how to take advantage. Also, just because they were isolationist doesn't mean they can't be brought on board. Similarly, just because a house backed becoming non-isolationist it doesn't mean they like or support the Waystone Project, and they could still believe the space in the city is best used for other purposes. It's worth remembering that the Project was not even on the radar for "reasons to open up". That occurred so they could solve their eventual need to clear the human villages from the forest and occurred because a major house was wiped out, not because of the Waystones,

House Tindomiel were one of the Houses that voted for contact with the outside world, and they're a magical House, the only one to greet Thorek when he arrived. Mathilde theorised they were most likely one of the houses most looking forward to the Waystone Project.

Echtelion and Thyriolan are both iffy because one of them is isolationist and the other is racist against humans, but Tindomiel is neither and they chose to greet Thorek. That, combined with Boney's constant assurances that they are not in fact, Dark Mages like I first suspected simply because they worship Hekarti, makes them highly attractive as an option.

I don't see that the Grey Lords are outsiders. They're not part of the everyday political fray. But I don't think they're viewed as outsider in a sense that it would register in the way you suggest of the city having no stake. Them saving the city is part of the national mythos. If anything their aloofness might be helpful, as they're part of things in a sense, but with less of the rivalries that would mean inviting one house would alienate someone competing with them.

Boney isn't going to signpost every risk, but Mathilde spent a good amount of effort on getting a decent handle on how they work, and the queen is invested in this being a success. So in this case if it was a blatant misstep I think there would be some signs.

Here's an idea for a plan based on the "Disregard WEB-MAT, Acquire AP" plan, inspired by the fact that its apparently confirmed we can do AV enchanting with Egrimm.

[-] Plan Regard WEBMAT, Acquire Apparition
-[-] One Overwork Action
-[-] COIN: The Father
-[-] WEB-MAT: Hire someone as a full-time Gyrocopter pilot (Adela)
-[-] EGRIMM: Experiment with integrating the Vitae into enchantments.
-[-] WEB-MAT: Hunt an apparition(Wisdom's Asp) with a member of WEB-MAT(Johann)
-[-] Lay the foundations: work with the current members of WEB-MAT and the Waystone Project to build a single unified framework for understanding the Waystones.
-[-] Attempt to bring a non-Order magical tradition into the Waystone Project (Nordlander Haléthan Hedgewise)
-[-] Attempt to bring a Major House or Ward into the Waystone Project (Tindomiel)
-[-] Branulhune's ability to disappear and reappear at a thought allows entirely new forms of combat. Continue to work on them.
-[-] EIC: Investigate what trade goods the Eonir might be willing to import from the Empire.
-[-] KAU: Decide who your library staff will consist of, and go about recruiting them.
-[-] SERENITY: Write a book: Windsoak Mushrooms (1/2)

I picked Wisdom's Asp for apparition because it's literally the only apparition I know anything about, also it feels nice thematically with our history with the things. Plus we have experience trapping it. Plus we might be able cite our previous experiences with the Wisdom's Asp as an excuse for how we came up with the idea to bind one, totally no Gold College involved.

I'm guessing there's probably a better apparition choice, or there might be some key problem about picking the Asp I've missed, but I wouldn't know about it so you guys will have to pick up the slack there.

You can probably make a version of this plan that has Max dictate the Windsoak mushrooms book instead of hunting an apparition with Johann, or a Fatherless version that uses the Gamber on lay the foundations and does something other than recruit the Hedgewise.

I'm not doing that now though, and I'm gonna resist the urge to join in on the current discussion, because Iiii am off to bed! Good luck with the vote everyone.

Mathilde spent a good amount of effort on getting a decent handle on how they work, and the queen is invested in this being a success.

And I'll remind you that we had almost as many elven houses we could recruit as we did wizard orders, but we've spent all our time and effort on humans and dwarves. The grey lords were handed to us, and the ward of frost initiated the whole thing to begin with.

I want us to at least *try* to reach out to the city elves in terms of seats at the table.

we were told that it doesn't work with apparitions that eat your type of magic... because it will eat the spell that's holding it.

so asp cant be used because it eats grey magic.

Asp eats Ulgu. So we would be relying on Johann to achieve containment. This isn't really strongly in Johann's skillset, on top of the direct risk to us beyond merely adapting another wind's techniques on the fly, and then having to coach someone else into using them. Plus it doesn't actually provide significantly useful new knowledge, since the Golds already know how to do it. And it involves handing another Order a hand crafted weapon against our own.

If we're gonna do it, do it with Egrimm, might as well maximize the damage the not so inevitable betrayal can cause.

The Grey Lords were "handed" to us because we chose the place to be the center of the entire thing. That is already a massive carrot the city got, not a debt that needs to be balanced.

So what do we think House Timdomiel can do for laying the foundation that the grey wizards can not?
Vote for continued diplomacy with the outside world.

For the action itself, don't know. I don't know what any group we brought on can do that the Grey Lords can't, apart from Thorek.

Frankly, finding out is the whole point of Laying the Foundations.

Here, in spoiler tags to avoid wall-of-texting people, are my explanations for various things that go into this plan.
The main difference is whether we use the Father to recruit the Hedgewise or whether we put the Gambler on the Lay the foundations action and do something else. I prefer picking up the Hedgewise with the Father, because I don't think Gambler will be very helpful for Lay the foundations (when a ton of dice are being rolled, which is my expectation from having a dozen mages in a room, +20 to two of those die rolls is much weaker). But since this is a controversial point and I don't mind swinging back to pick up the Hedgewise later that much, I made two versions.
Our gyrocarriage is an extremely powerful tool for getting ourselves and multiple other people (like the Waystone crew) from place to place quickly. Unfortunately, we don't have a pilot for it. Adela is the best candidate by my reckoning: Boney has confirmed that she would be interested, she's a capable engineer and so would be able to understand it on more than just a "how to fly it" level, and she's not one of the research members of WEBMAT. Teaching Max, Egrimm, or Mathilde to fly it runs into the issue that while they're piloting it, they can't do other things, which makes things complicated if we want to go somewhere with them and have the gyrocarriage still be available to other members of the Waystone project. So a dedicated pilot is best.
Tindomiel is a magic-focused house that is actively in favor of interaction with the Empire, giving us another source of friendly multi-wind casters (with a sprinkling of divine via Hekarti, though obviously the way elves do things is different). Having one of the city-based Eonir factions on our side seems useful to gain an extra perspective on Eonir magic, and politically it will help avoid the appearance of playing favorites: Laurelorn's "thirds" are the Cityborn, the Forestborn, and the Grey Lords, and we already have Forestborn and Grey Lords on the team. Inviting some Cityborn as well keeps us from appearing to pick sides.
Lay the foundations counts towards the "timer" for all three of our WEBMAT wizards, meaning we can ignore them for a turn without actually ignoring them and making them sad. Consequently, this is an opportunity for Mathilde to use personal AP on things that only she can do, like Branarhune, AV, and artifact research with non-WEBMAT personnel. Sure, it's slightly inefficient, but at the moment we don't have sufficiently valuable WEBMAT actions for me to be willing to trade one personal AP for two WEBMAT AP.
Finishing Branarhune is our lowest-hanging fruit for improving Mathilde's combat prowess. Given our tendency to find ourselves in sticky situations, we can't afford to neglect that, and the last time we worked on Branarhune was T34. However, we did a lot of self-improvement and killiness-increasing actions in the run-up to Karag Dum, with the result that a lot of our personal research projects got sidelined, so with the other free AP (or two free AP, in the case of the Fatherless plan) we should work on research that we can't share with WEBMAT instead of Yet More Self-Improvement. The interaction of powerstones and AV is unknown but likely to be highly energetic, which could be very handy for finding some way for the Colleges to use AV. Meanwhile, the Ghyran nut, while technically something we can do with WEBMAT, feels like a waste to study with anyone but Panoramia, who actually can use Ghyran. And given the OOC suspicions about what this is (an acorn from a tree in Athel Loren), it makes for an interesting thing to do following our fight against Drycha.
While I'm grouping them together for ease of discussion, I have different levels of strength of opinion about the different categories. I am adamant that we hire staff for the library this turn, because by word of Boney that's the thing stopping us from opening to the public as an actual library and not just being a mountain full of Mathilde's private collection. Since that's why I wanted the Great Library boon in the first place, I am locked-in on that particular action. Serenity-wise, I think starting the Mushroom book is the best thing we can do -- our papers are all at Faded levels, so we should write a Timeless thing instead, and sharing the mushroom research with the Colleges will help Journeymen from six colleges survive their Journeying by giving them a "mana potion" they can use for their Winds. Sucks about Shyish and Chamon, but other folks can follow up on that research eventually; mycology isn't our skillset. Finally, the EIC action is the one I'm most undecided about and most willing to be swayed on/vote for variants for: we're low on useful things to do with it, and while I don't really like the idea of opening up the Sunken Palace to be spy bootcamp, it's not like we're using it for anything else, and it's sacred to two and a half faces of Ranald.
Thank you for coming to my TED Talk. I need to collapse now, so I will not be available for approval votes or making any modifications until my morning in like nine hours. Hopefully I actually manage to sleep.

Okay, here's a plan that I think has a little of everything. It works on Branulhune style. It works on Windherding. It experiments with Vitae. It moves forward on Apparition binding. It does a little recruiting. It lays the Foundations for both Waystones but also sets up the Library for reals nad moves the EIC towards being a real spy organization. No choices that are too weird.

EDIT:
This approval vote is painful for me to make, but it seems the only way to kill the Father.

-[X] WEB-MAT: Hire someone as a full-time Gyrocopter pilot (Adela)
-[X] Lay the foundations: work with the current members of WEB-MAT and the Waystone Project to build a single unified framework for understanding the Waystones.
-[X] Attempt to bring a non-Order magical tradition into the Waystone Project (Nordlander Haléthan Hedgewise)
-[X] Attempt to bring a Major House or Ward into the Waystone Project (Tindomiel)
-[X] Branulhune's ability to disappear and reappear at a thought allows entirely new forms of combat. Continue to work on them.
-[X] Investigate how the Vitae reacts to a power stone.
-[X] EIC: Have the Hochlander set up a shadow headquarters for the EIC in the Sunken Palace.
-[X] The many legends about the amount of books contained within and under Castle Drakenhof still haunt you. Organize an expedition to mine the ruins for books. (NEW)
-[X] SERENITY: Write a book: Windsoak Mushrooms (1/2)

[X] Plan Disregard WEBMAT, Acquire AP (Fatherless)

[X] Plan: Adventure
