Nacelles configured for cruise rather than sprint, so we don't need to spend a pick on antimatter storage to have decent range.I'd aim for something in the 100kt to 150kt range, no or integrated secondary hull, spring configuration, 1 Type 3 engine, 1 rapid fire torpedo launcher, 1 forward 1 back phaser, covariant shields. Any bio science lab, hospital if on offer and 1 cargo bay.

Sprint isn't actually useful for responding to disasters that you aren't already right on top of. For that you want max cruise, which our current nacelle design is capping at warp 7 (plus or minus fiddling around with the configuration) until we get some sort of nacelle upgrade so it can actually handle the output of our warp drive. No one is forcing us to pick up extra antimatter, I just want this thing to be able to sprint in response to disasters. Like we can have decent range inherently, antimatter just let's us go at max cruise longer.
