That would explain why veterans of the WSE wore armor, why their direct students wore some armor (influence from the WSE vets), and why modern day ninja (who have never seen a real samurai before) wear almost none.

It should be noted that in the 4th ninja war a vast majority of the combatants wore the Flak jackets, which seem to prize protecting the main body along with pockets for common ninja tools. Chōji, a heavy combatant, in part 2 wore a light segmented plate armor under his flak jacket. Many kunichi also tend to wear close fitting chain mesh instead of heavier armor, this is also likely to protect themselves.

It should not be uncommon for clans with Dojutsu's to have goggles to protect the eyes in combat.

It would not be hard to find or get customized armor but one thing to remember is that using armor other then the common issued items is like any other skill, it needs to be trained so you can move in it normally.

It also probably requires a certain level of physical strength also.

So, armor aside, I'm sort of tempted to see if we can get our skills up to Jonin level before we leave the Academy.

Given @Tekomandor seems to be using this technique scale (from Narutopedia):
Article:
Depending on the difficulty or skill necessary to perform a technique, they are ranked differently. There are six different ranks in techniques:

E-rank - Learned by Academy students. Are the basic and most fundamental techniques for all ninja.
D-rank - Genin-level techniques. Can be achieved by all genin, though many ninja only learn their "type" of technique.
C-rank - Chūnin-level techniques. Sometimes learned by genin who have trained extensively.
B-rank - Jōnin-level techniques. Require high levels of chakra to use.
A-rank - Kage or jōnin-level techniques. Require great control over one's chakra and may be forbidden.
S-rank - Secret, extreme level techniques. Are typically unique to a single user.

Kekkei Genkai and unique abilities normally do not have a rank.

The level of experience for a given rank is explained by the following table:
Stat Scale:

E-Rank: 0-10
D-Rank: 10-30
C-Rank: 30-70
B-Rank: 70-150
A-Rank: 150-310
S-Rank: 310+

Given our current stats in Ninjutsu/Kenjutsu are 30 (factoring in the XP I put into them) we would require 40 points in each in order to reach Jonin rank skill in those two areas, for a total cost of 80 XP. If we also factor in physical conditioning (Speed and Strength) we will need an additional 48 and 50 points respectively, for a total cost of 98 XP. This, of course, would put the total cost of reaching Jonin rank in both skill and conditioning at 178 XP.

This sounds like a lot, but if my math is right, we can probably get most or possibly even all of the way there if we stick to a dedicated training plan.

I believe each Training action we've taken so far has pushed the discipline trained up by 10 XP, though I didn't pay that close attention, unfortunately- I just remember all of our stats starting at 5, except for Intelligence, and having put in 2 training actions for Ninjutsu and Kenjutsu each. Assuming I'm right about that, with two years left and 4 training slots either year, we could hypothetically get the 80 XP to raise Ninjutsu and Kenjutsu to B Rank using nothing but regular training actions if we were to focus on them and them alone.

Obviously, that's easier said than done. For one thing, this year we had only one Ninjutsu training option, and it's possible we won't get any new ones next year. Given we're likely to be unable to put all of our effort into training these areas, we would need to use Bonus XP to make up the difference.

On the other hand, we've got our physical conditioning, which... I'll be honest, I'm not sure how or when it got ranked up. I assume it was through training as well, though. I'll try to keep a closer eye on that in the future. We can probably bet on it improving to some extent as we train, but we seem to have gained less experience there when compared to skills, and we have a larger XP gap to cover in those areas as well. As such, while we only 'might' need to put Bonus XP into Ninjutsu and Kenjutsu in order to reach low Jonin rank in those areas, we will almost certainly need to use Bonus XP if we want to reach Jonin rank physical conditioning.

Of course, it could also be argued that our conditioning will be more important, overall, than our skill. We certainly saw evidence of this in canon during the Lee vs Sasuke fight before the Chunin exams.

That said, it's not strictly speaking necessary for us to hit Jonin level in anything before we graduate. I just think it would be neat, since we're approaching Chunin level overall.

Well, here's an attempt at Hisana...

Not wildly happy about it, I just can't work out how best to portray her...
I like it! In fact, unless something amazing comes along Hisana's outfit for part one will probably look like this. I definitely feel the one without the corset looking thing works better, though. 10xp for you to allocate as you wish.

Does Canon Knowledge being C rank relate to how we only see a portion of the setting's going-ons in canon, an incomplete knowledge/memory of canon material, or what?

I'm curious, what does a by line tally look like?
It took some fiddling because of the mixture of plan and non-plan votes but here you go:

So by simple vote count this would be the winning training plan:
[x] - Iryojutsu
-[x] - Begin to learn the Mystical Palm Jutsu.
[x] - Genjutsu
-[x] - Get the basics of Genjutsu down.
[x] - Ninjutsu
-[x] - Work on finding and training Hisana's elemental affinity.
[x] - Kenjutsu
With a coinflip between the two Kenjutsu subvotes.

Meanwhile thanks to plan voting the actual winning result was:
[X] PLAN CLERICAL SWORD MAGIC
[X] Ninjutsu
-[x] Work on finding and training Hisana's elemental affinity.
[X] Genjutsu
-[x] Get the basics of Genjutsu down.
[X] Kenjutsu
-[x] Learn to integrate basic ninjutsu into your kenjutsu.
[X] Iryojutsu
-[x] Begin to learn the Mystical Palm Jutsu
So no real difference between the two aside from removing the need to flip a coin on which Kenjutsu subvote gets used.

Land of Iron Samurai
Thank you for the citation.
I'm going to point out that it seems to be entirely close quarters combat use, which is something ninja do not have to engage in against their will.
And not all ninja techniques require handseals; see Hien.

I mean to be fair to the samurai, we barely see them fight, so we don't have conclusive assessments of their combat performance.
And their armor pretty strongly suggests they themselves are undergoing training and research to keep developing their skills and combat performance.
But circumstantial evidence suggests that they can't keep up outside specific use cases.

Also going to note samurai chakra use seems really similar to Asuma's Hien, which does not require handseals either.
Now, it could still be that they were rendered obsolete, or other reasons, like the Shinobi being less idealistic and far more mercenary. In addition, the Land of Iron itself is stated to be highly isolationist, so it could be they were never hired because they don't want to act as mercenaries.
Chapter 531 specifically has Hanzo state, and Mifune fail to refute, that , and I quote:
A lot of samurais changed jobs to ninjas. Samurai schools also changed to teach the ninja arts.Without any convictions towards peace, financed and grown out of money, they use strong ninjutsu. Ninjas have taken and changed your role.
He links it to them losing faith in peace, but the fact that ninja seem to be better at fighting seems undisputed.

As for not wanting to act as mercs, remember Gato's guards back in chapter 23?
The guys sent to kidnap Tazuna's family? That was samurai training; iaijutsu, even.
There is a third option you haven't considered:
3) Armor is a relic of the Warring States Era.
Do remember that during the Warring Clans Era, clan logistics would by any reasonable measure be worse than what the full villages of later years could provide. There were no economies of scale for producing or researching equipment and gear. They wouldn't have the manpower to protect their suppliers while taking war to the enemy either.

Consider what it says that Mifune's battle armor bears much more resemblance to what Madara/Hashirama and others of their generation wear than what his own troops pack.
it could be reasonable to say that it's useful against weapons.
Counterpoint:
There remains extensive weapon use in Cloud.
As in, of the named Cloud nin, at least 50% are proficient sword users.
Yet none of their foes wear old-style armor, and even they use flak jackets.

The only modern people who wear Warring Clans era armor we see are the Akimichi, who coincidentally spend much of their combat time rolling around on rough terrain. Probably accounts for it.

Thank you for the citation.

We see Samurai using ranged attacks when Sasuke crashes the Summit. Their techniques do seem similar to Hien, but more advanced, considering they can throw chakra blades from their weapons.

Team Sasuke didn't seem to even be aware that Samurai could use chakra when they initially confronted them, and besides Gato's Guards the only other actual practicing Samurai we see outside the Land of Iron is Tatewaki who only appears in filler, and he's specifically stated to be a ronin. In addition, the Land of Iron was neutral in every World War, and were strong enough to have all the Great Villages make a pact to not interfere with them. So from, I'd conclude that them being employed as mercs is definitely not the norm.

However, I'll concede the point, though I should point out that contemporary opinion seems to be, even if Samurai was individually weaker, the Land of Iron is still considered to be a strong military force (the Tsuchikage's comments in Chapter 456 when he's asked about it).

Well, here's an attempt at Hisana...
Not wildly happy about it, I just can't work out how best to portray her...
I like the vest.

My general consideration being that someone with memories of RL is likely to feel more psychologically comfortable with a little more protection than most people bother with, even if it's unnecessary/serves no real purpose.
Maybe that mesh shirt they all seem to wear underneath their tops.

If I had to comment, I would suggest that her top clings a little much, especially around the legs.
I can't speak for how well an orphan can maintain a braid on her own, unless she has Sasuke or Naruto helping her with it.
I'd probably give her wristbands as well as a place to seal her sword into, but as her wrists aren't visible, it's no biggie.

The rest seems just fine for a ten year old.
We see Samurai using ranged attacks when Sasuke crashes the Summit. Their techniques do seem similar to Hien, but more advanced, considering they can throw chakra blades from their weapons.
I think Baki does something similar seallessly, but his is an A-rank Wind technique.

Team Sasuke didn't seem to even be aware that Samurai could use chakra when they initially confronted them,
I am going to point out that most of them were basically longterm prisoners and research subjects until a couple weeks before they invaded the place.
Before that they were children. Their ignorance is kinda expected.

Though I would expect Sasuke to know this.
Maybe all those drugs Orochi was hitting him with did a number on his brains; would explain some of his behavior.
However, I'll concede the point, though I should point out that contemporary opinion seems to be, even if Samurai was individually weaker, the Land of Iron is still considered to be a strong military force (the Tsuchikage's comments in Chapter 456 when he's asked about it).
Oh sure.

Acquisition 2.3
Acquisition 2.3

Hisana held the piece of paper in her hands almost gingerly. The simple square of thick white paper cost nearly a thousand ryo, although despite the costs she felt that she should've done this sooner. She'd learnt plenty of elemental ninjutsu already, running from the Grand Fireball to the Great Breakthrough and so on, but she hadn't actually tested her affinity. She had a pair for Sasuke and Naruto, who were currently watching her hands with rapt interest. She channeled a little chakra, a brief crimson glow visible for only a moment as the chakra flowed from the tenketsu in her hands to the paper.

That was another thing she hadn't been expecting - unlike in the anime, chakra colour varied on an individual basis like the manga. Naruto's was yellow, and Sasuke's was unsurprisingly purple. Chakra flowed into the paper, and it split in two. Wind, then. She'd been expecting fire, and dreading Earth or Water. She knew that there were ninja out there who used them well, but they seemed a bit shit to her. Although given how many water ninjutsu she knew, maybe that was hypocritical.

"Wind it is, then." Hisana said, and offered the chakra paper to the two boys. They took it eagerly, though trying not to show it in Sasuke's case.

"Is Wind a powerful element, sis?" Naruto asked.

"Well, that depends on what you mean. It's got a lot of potential for offence, and a little defence on the side. It's also pretty rare. Go on, try yours." Hisana said. Naruto nodded, and channeled his chakra into the paper. As Hisana expected, it was cut in two.

"Woah, I got wind too! You have to teach me all your cool jutsu now sis!" Naruto shouted, literally jumping up and down. Hisana almost missed Sasuke's crumpled paper.

"Sure. Stick around and I'll teach you a wind ninjutsu to try. So, Sasuke, you got lightning?" Hisana said.

"It's... not what I expected. I almost wish one of us had fire." Sasuke replied.

"It's highly likely we're both at least partially inclined to it. We both already know the Grand Fireball, so we should be able to keep the tradition alive." Hisana said, and Sasuke smiled. "Now, Naruto, let me tell you about this wind jutsu called 'Great Breakthrough'. The handsigns are..."

+++++
Naruto ended up learning the Great Breakthrough jutsu, which made spars against him utterly annoying. The kid just didn't tire, and Hisana faintly dreaded facing shadow clones that also a library of ninjutsu to choose from in the future. He just fired off one jutsu after another, and it was all Hisana could to occasionally get in close and win the match.

She sat atop the lake behind the Uchiha compound, practicing her water walking in preparation for learning the basics of the Mystical Palm jutsu. She'd gotten to the point now where she could meditate whilst water walking, and even then her Mystical Palm was likely to be inefficient and wasteful. It demanded a whole other level of chakra control, and Hisana was deeply impressed at Sakura for mastering the way she did with only three years training. Still, at least she'd have some capacity for healing then, which was never a bad thing.

"Hisana? It is time to begin our practice again." Ebisu said, throwing Hisana's practice sword to her. She caught the wooden blade and stood up. Ebisu rushed at her, swinging for her head and it took all of Hisana's skill to evade the attack. Her eyes became red and black; and she swung at Ebisu's chest. He made the mistake of looking into her eyes, and she debuted her newest skill. For a moment, before it was dispelled, Hisana managed to cut the connection between Ebisu's eyes and his brain, rendering him blind.

Her wooden blade slashed across his chest and up; then she reversed it to slam into his neck for a classic killing blow. He reversed the genjutsu and nodded at her; acknowledging the point to her. They closed again, only for Hisana to seallessly replace herself to a position just behind Ebisu. It seemed she'd have this round as well, but he whirled around with suprsing speed and blocked her blow. Furthermore, he landed a kick to her chest that sent her flying backwards and skidding atop the water.

Point to Ebisu.
+++++
It was only a year til canon started, Hisana realised one day. Only a year. She'd grown strong, but strong enough? No, she'd need to keep training and hope that with the advent of Kakashi as her sensei she'd be able to speed up the pace of her learning.

She and Sasuke had moved back into the compound this year. Most of it was available for rent, after putting every last personal effect into secure storage in the vault. The Uchiha vault was locked with a seal that only opened upon a transfusion of chakra with the signature of a Sharingan-delivered genjutsu. When Hisana opened it, she found some very interesting accounts. The one that interested her the most was the one that listed the various powerful weapons, jutsu scrolls and summoning scrolls the clan owned with a location. The summoning scrolls especially intrigued her, with four different animal clans represented. She was pretty sure they were actually Uchiha vassals, technically.

The Cats were traditional physical summons, with a variety of extremely large animals and the occasional ninjutsu user. The Hawks were also suited towards battle, though somewhat obviously they flew. The Crows and the Ravens were masters of genjutsu and ninjutsu respectively. Hisana remembered something about ninja cats from the anime, and Sasuke's hawk summon. All of them sounded good, though flight was such a big advantage she was leaning towards a bird of some kind.

She'd have to hire a team of ninja to help her retrieve one however, so there was no use in fretting over which to pick just yet. With the money from the rents coming in, Hisana could easily afford even an A-Rank mission. She wondered if she should request Kakashi.

No, she'd need to keep training and hope that with the advent of Kakashi as her sensei she'd be able to speed up the pace of her learning.

She keeps on expecting to get Kakashi, however I would expect her to get someone else just to shake things up. I would also prefer to not to be stuck closely to cannon. However Hisana is arguable a genius or prodigy, she has the sharrigan already and several abilities at low chunin level including a multitude of elemental jutsu for a fresh genin.

The other problem is that Sasuke may be the one receiving protection from Itachi so she may be the spare that is less protected then he is. After all, they could expect Naruto and Sasuke to easily pass Kakashi's exam by working together and Hisana has shown leadership qualities already, it may be a chance to get a 4th quality team out of the current group of graduates, her abilities and drive means she does not need as much training during the initial bunch of D ranks to get to better then Academy fresh genin level, so the teacher can concentrate on the other 2.

I think it would be better to wait on the summonings. If we have to pay for a mission to retrieve the scrolls, then we are not strong enough to use the summoning scrolls in the first place.

Don't be blinded by the shiny.

Ok, logic here goes like this:
1) Chakra storage seals + Naruto = chakra battery for everyone involved, meaning more training possible, meaning more growth, meaning more seals made
2) Shadow Clone + Chakra storage seals + Naruto = shadow clone training for everyone. Even if only one or two clones at a time, it's still a giant boost.
3) Retrieving summoning scrolls. Great bargaining position if we want to get a favor from someone, training from summons, maybe help / counseling (if they were friends of the family for generations, I'm betting they'll be very helpful to the last surviving kids of said family) + great general utility
4) Kenjutsu - sword part of the sword wizard, and something we can continue to train in
5) Ityojutsu - let's look what those techniques are.
