I don't think there'd be much point in pulling a T-800. Tarkin isn't a front line fighter. He's a desk warrior.
We'd just need to fake-up some holos of him making public statements about ho his 'Human Liberation Front' were doing good work. While the 'conspiracies of the inferior aliens have robbed him of his command, he's still fighting the good fight.'
Once we've questioned him extensively, he just becomes a liability to keep alive. Best to just dispose of him. After that, we just need to keep his image and name alive, so we can credit attacks to him and his New Order.

Eventually they'd catch on. If you wanted the ruse to last longer than a few months, you'd need either a clone, a droid made to look like him or someone who actually does look like him.
Unless you actually have him put in appearances and do what they think he is doing, there'll be inconsistencies. Places he was apparently at that nobody can remember seeing him or the kind of unrest that would follow a human-supremacist rally in the area.
That's not counting potential minor consistencies like people in the holos who have records of being on other planets at the time the holo was made, clocks, watches and general time things not matching the supposed time and things like that. Maybe food or drinks that wouldn't be available at the location they are supposed to be at.

Well, I was thinking we'd kill Trakin and have the double be out in the Galaxy to draw in the racist foot soldiers to use as disposable attackers and fodder for targets we want taken out whilst discrediting the movement.
Have them be an offensive asset we really don't care if it gets wiped out or not.

Just a question, but why is the GAR trait for Silencer a flat buff, rather than only triggering when applicable to the operation at hand?
I have a thought what would be everyone's reaction if Jymeen the one that kill Palpatine in the Final Battle?
I hope Grievous drag Jar Jar into the Final Battle for the Ultimate Hunt of Palpatine, would be great if Jar Jar do funny to severely wound Palpatine however unlikely it is.

Her stats currently match Grievous, leaving her tied with him for third place in the Abyss Watchers (Asajj doesn't count, she can only match them because of her rivalry trait), though she might move up to tied with Thrawn for first if she's getting a stat boost from @Skywalker_T-65 there.

39 Martial + 44 Lore makes for a lethal character. She is tied with Grevious for martial and only 1 behind HK and 2 behind Thrawn (and he can't use his full martial for combat)
Asajj as 37/45 Martial/Lore is likewise a very lethal foe.
Edit- missed the rival boost to martial so Asajj is 39 now, nice! (+4 boost currently)
