I believe we need a politics action of some kind with US government. They just had one of their city caught in war between Lexcorp and terrorist, it would not do if for them to target the wrong organization for these events.
In theory, we can try to go Luthor+Mercy+Kate on this attack. But this is exactly what ??? wants us to do.

An attack on Nanda Parbat is out of the question. It will require too much preparation on our part to ensure that it goes perfectly, which only gives ??? and the Shadow League more chances to foil our plans once more and get Nemesis status. An unprepared attack on Nanda Parbat, on the other hand, runs the risk of either failing, or failing to fully destroy the Shadow League, leaving remnants that will dedicate themselves towards our destruction (and both of these outcomes are not good for us). The fastest way to end the war here is to find the person who framed us and then find a way to get the evidence to the leader of the Shadow League.
I am not going for 60DC martial action without all heroes who can contribute which makes investigation less impactful\reliable
If you want to take an offensive action - try to kill Ubu.

Won't be available just yet but it will be soon (the concept of superheroes hasn't been ingrained into the publics mind yet so establishing a superhero group now would be a little weird since nobody would get what you are attempting in universe and would just label it a PMC for people with unique abilities)
All of these options will be available next turn (Nystical beat you to the drone write in already, there is a space program option which will now have a severely reduced DC and making planes for an airforce is what Ferris does

Katherine Kane - Can be used for martial\intrigue actions. Mercy light except we can't use her for stuff like tortures or assasinations. Can be useful for Luthor in intrigue actions thanks to 0.6 coop.
Rebecca Carstairs - Decent martial, decent learling. Our door into the world of magic. Her 0.9 coop with Lex makes her very close to that 1.0 that gives an action. I am also interested in using her together with Pamela (0.5 coop) giving Pamela insights into magical side of things. Untraditional medicine may be a great project for them to work together
Roxanne Sutton - Decent martial\diplomacy\intrigue. I am actually considering pairing her to Ivo sometimes, but with !!1.3!! coop with Carol, she'll probably work together with her nearly always

Okay, so we have 8 hero units now, meaning that we can either assign more units to one action or assign a unite to eight of our actions. Ivo should always be by himself at the moment, since he hates everyone and would rather die than interact with the "idiots" surrounding Luthor.
We also need to increase the Cooperation between some units to 1.0 and above, as it could give us better bonuses on actions where both units are working together.

Like it for Ivo+Roxanne. With such low DC chances of Ivo screwing Roxanne. Yes I know that Roxanne's contribution in + to roll would be minimal and she can be used elsewhere but I see a benefit of having someone who doesn't hate Ivo as well as not letting Ivo to succumb deeper in madness working alone on A.M.A.Z.O.

Also, King Crimson, when will The Court of the Crimson King gather and reveal to us the butterfly effect that occured in this continuity? Also, which Earth would you consider this one? Earth 30, Earth 13, Earth 52, Earth 29? Earth 7? There are 52 universes and Earth 1 is regular Post-Crisis/Rebirth, while Earth 2 is Golden Age. That's how it always is.
Also, had Clark already created his Superman identity? Sure, he just finished college, but did he already start helping the innocents as Superman?

Also King Crimson, are drones plane related? Because we did want to work on drones, right? If that is the case, then we can use Carol's -15 to all plane DC to work on drones and then use the drones to attack Nando Parat and the League of Shadows.

What I would do next turn if this was a single-player game.
1> Learn about weapons (Ivo+Roxanne) | Yes, I don't mind using Roxanne as a lab rat in a low DC action|
2> Build custom vehicle for Lex. (Carol) | Very useful thing to have. Note that this is stewardship action making Roxanne useless as a test pilot for this
3> Research alternative medicine (Luthor+Pamela+Rebecca) | Pushing into the world of magic while trying to bupm Rebecca's coop to 1.0. Bumping Pamela's and Rebecca scores can be nice, too.
4> Investigate Sasha Glynul (Mercy) | We need to hunt down the ???
5> Investigate Elaine Marsh-Morton (heroless) | See above
6> Donate to the public (heroless)| With the intention to repair the damage done to Metropolis
7> Equip forces with improved armor (heroless) | Preparation for the future offensive
8> Hire more LexCorp security forces (Katherine)| She is qualified for this and has military contacts to pull from there
9> Create a construction company | Metropolis has some increased demand for construction company....
Some other actions\hero assignments I think are interesing

i think at this point we are pretty well loved by most.
sure there are some who do not like us or trust us but the general public they likely love us.
heroic saved ppl and got hurt doing it.
tried to protect the ppl of metropolis on his own (failed but still tried)
got lots of ppl new jobs all over the place.
i`m pretty sure joe everman love him for what he done.
might not like him for who he is but well not a lot of ppl know him that well.
