Then she spent about an hour or so searching for Bito. She tried to do the stealthy thing but couldn't really succeed at it to well. So after calling in to confirm that she was alive she decided to be more direct. Roxy told the men under her command to follow her from a distance and to stay hidden. Then she borrowed a megaphone and began to repeatedly shout inquiries as to where Bito was. Roxy figured that having some info was better than nothing and she was perfectly happy to be bait.
Classic Roxy.

We tell her to find a guerilla leader, she wanders into guerilla-infested areas with a megaphone yelling into the hills that she wants to talk to him.

I can SO picture this as a DCAU scene.

"Would it not have benefitted you to have hidden from me then?" Bito enquired doubting her words "After all if you were attempting to steal from or sabotage the revolution then this would be ideal"

"Well that's the thing my boss probably doesn't care about your revolution. Unless you are a communist then he might have problems with you. As such I could be as stealthy as I like" Roxy answered. She hoped that Bito was not a commie. If that was the case then she was probably in a massive mess.
Yeah pretty much. We don't really care if Bito succeeds or fails. Even if he was a communist, Lex would probably be willing to cut a deal. Cutting deals with commies is kind of a tradition for American capitalism; I bet great-grandpa Louis did.

Bito smirked. He pulled out a gun that looked like it had a tuning fork array in the front in place of a barrel. He pointed it at a boulder.

"This is the technology that will allow me to topple corrupt regimes the world over and will remake it into a glorious new era!" Bito proclaimed. Bito squeezed the trigger of the gun. A second later Roxy heard a massive boom and she was stunned as the boulder that Bito had aimed at had completely shattered into tiny pieces. She was stunned. Bito laughed

"Don't look so surprised." Bito pronounced "I invented this weapon myself. This is merely the latest in a long line of sonic weaponry. Feel free to ask as many questions as you like, I doubt you can replicate it and if your boss has funding then the revolution would be amenable to making a deal with him."
Hm. Nice gun. I'm mildly impressed.

Of course we can almost certainly replicate that sonic obliterator if we put our mind to it. Wladon may not realize Roxy works for Lex Luthor.

"I won't get into the technical jargon as I doubt you could understand it but essentially the gun produces a tone that causes a specific material to have its molecules resonate and vibrate until they break apart releasing a large amount of energy in the process thus causing the explosion. It currently can only affect one material in an object at a time" Bito bragged.
Hmm, something of a limitation, but it has potential.

"Not about the weapons specifically but a man recently came and after a similar demonstration has paid quiet handsomely for me to attack either the corrupt Baron DeLamb or his stooge General Karnz. They claimed that my weapons would be quite useful in taking on the advanced technology their enemy has and that they would be willing to bolster my forces in the fight provided that the weaponry wouldn't take them out in the crossfire. I'll be giving them my response in two hours time." Bito elaborated.
Mm-HM. Innnteresting.

This suggests that DeLamb (Baron Bedlam) is indeed the third party who's hosting Whisper A'Daire in the country. Wladon invented his tech himself, as I suspected. And if Whisper was working against Baron Bedlam, she wouldn't need a guy like Wladon- she'd have her own alien tech that's as good or better than anything he has, and would probably have armed him with that instead of a gimmick sonic ray gun that only works on one material type at a time.

Meanwhile, we know the king was yelling at Bedlam over what he naively believed was a secure phone line. He was yelling at Bedlam for having worked with "that woman" and brought down NATO on them... and we know NATO is here looking for Whisper.

Conclusion: Baron Bedlam is probably hosting Whisper A'Daire. General Karnz (whose troops and base Lex is personally spying on) is working for Bedlam.

This is fine as a vote even if I will say that some of these offers are very one sided in their ambitions and Bito would likely not go for a good number of them (most obviously Bito has no interest in coming to the US now without an incentive as he is specifically anti-royalist and the US has no royalty to depose. As such the proposition benefits you greatly but gives next to nothing to Bito making him unlikely to take it).

The vote is acceptable even if you might want to rethink some of your propositions

How would this go?
There are still some flaws with this plan (but all plans are flawed) and it is high risk high reward. However no flaw is too glaring and you don't have any options where you are outright commiting a worthless action like before. I cannot elaborate much more than that as I'd be a little to close to telling you what is the best way to make a deal with Bito.
 
Guys, he is in the middle of a revolution. It is extremely unlikely he would sell us any of his weapons never mind all. Maybe we could ask for samples instead? Plus he probably won't consider joining us until he is finished with his business. So we need to cut a deal with to stay in contact and sound him out on his future plans.

I just feel otherwise we would not make a good impression if he is really invested in his rebellion.

Yes you could attempt to but remember Bito really hates royalty.

Secondly if it is the League of Shadows you can attempt to team up but it would let the League know you are in the country and let them work around you.

Let's breakdown their motive for using Wladon. We know their goal is to save the planet and don't really care about the status quo or people, that means protecting it against pollution and aliens. Since Markovia isn't a den of crime like Gotham or an ecological disaster waiting to happen, their only goal here is to get Whisper and his alien suppliers. Wladon will be the obvious suspect and will take the blame for whatever the League will do behind the scenes, since he is a known revolutionary who hates royals, they have a motive to do it. The question is, how can we benefit from it?

The obvious option would be to help Wladon overthrow the monarchy, which is really dangerous with NATO in the country, unless we found some human rights violations like weapon experiments on civilians. I am not knowledgeable with how politics worked but the chances of Wladon getting recognition and the monarchy get discredited would benefit Wladon getting the monarchy abolished and when he is probably elected president, we can open a branch in Markovia.

We have a solid working relationship with them, but in this specific case we're racing to get the doomsday bomb.

We don't actually know that Wladon is working for the League of Shadows, and he himself may not know either. It's a reasonable suspicion, but we don't know.

The obvious option would be to help Wladon overthrow the monarchy, which is really dangerous with NATO in the country, unless we found some human rights violations like weapon experiments on civilians.
Helping Wladon right now, after Intergang is defeated and NATO no longer has a reason to stay, would probably be impractical. Slipping the aid into the country later would probably be easier. Besides, we have only a tiny fraction of our resources available right now- we might have a spare briefcase full of cash or something that we could slip him, but not truckloads of weaponry or other support.

So here's my plan. Buying one of the weapons is probably a good idea, and if Wladon says 'no' it's not the end of the world. We want his tech but we don't need his specific tech..

We want to convince Wladon to ally with us. Hostile space aliens being the reason NATO (and we) are here, and him being a catspaw in the conflict

I like that plan, but we are not getting enough out of it. At the minimum we want Bito to come work for us I reckon.
Remember things from Bito's point of view. Why would he abandon a project that means a lot to him (overthrowing the monarchy) to work for us?

And for destabilisation, we probably shouldn't get too involved beyond common tech and donations. At the rate Lois is going, she WILL find something. I'm guessing that will just be a matter of time.

Arming anti-monarchy rebels is probably outright sympathetic to some people, and is at least "business as usual" for a weapons manufacturer, not "ohmygod you are crazy" territory.

If we found that Bedlam is doing human experiments on Markovian citizens (which he probably will to test out the alien weapons) we could get an excuse. I'm also changing my vote to your plan.

Oh I completely agree. That's why I posted earlier saying it's just not feasible for him to give us all his weapons etc.

I meant that after we have destabilised his regime sufficiently that we hire him. Or even before and he can still run his rebels through proxies (cautiously ofc).

And concerning Lois, again yeah I agree but shouldn't stop us trying to hide things. Plus I suggested that we keep only to supplying resources and no more. Atleast to something that can kinda spin to at least not be negative.

I am aware. However others have expressed that they do not want the League to gain access to the doomsday device. Furthermore it invites suspicion onto you as you were told the League would handle it and yet here you are interfering in the affair without coordinating with the League. It could potentially cause fractures in your alliance.

We can trust him to fight the monarchy. Think of him as Pamela and the royal family as pollution. Like, for the buying a gun thing, buying all the guns cripples his ability to fight and is likely to be rejected, buying one gun is less bad but still needs to weigh the immediate utility of a gun against the eventual utility of money, and just asking for his notes in exchange for first dibs on any weapons we develop from them would, if anything, be seen as too good to be true.
