[X] Gorilla Grodd: The simian psychic who seeks to subjugate society to his cerebral oversight. Gorilla Grodd hails from Gorilla City and seeks to dominate the entirety of the world. This killer gorilla regularly mind controls others to make up his army and wants to prove that he is the top banana. Gorilla Grodd is quite capable of working well with others but often is enraged when he perceives others to be looking down on him. At the start of the game Gorilla Grodd must take a supervillain action every so often against Solivar, the leader of Gorilla city, who he seeks to overthrow. From there Grodd can go about his plans to take over the world however he wants to.
 
On Omakes, Write-Ins and Exp
On Omakes, Write-ins and Exp:
I am a fan of thread participation and as such I'd like to see people get involved in the quest beyond just voting for their favorite options. However I want to incentivize good quality omakes and write-ins and give a semi-tangeable reward. Completing either an omake or a write-in nets a set amount of exp (canon omakes give 500, non-canon omakes give 400 and write-ins give 100 if I choose to award them). Exp can be put towards any stat on any character. Once a character has gained 1000 exp in one stat then the stat is boosted by one and the exp is reset back to zero. There is a cap on how much a stat can be boosted by which is 25 for any hero unit other than Lex Luthor who is capped at being boosted to 35. I hope this encourages people to participate in the thread and gives a good solid reward for doing so.

Edit: As a modification to the rules, all write-ins by default earn 0 exp unless I feel otherwise and wish to award 100 exp for them. Arguing that you deserve exp (which is different from asking me if you get exp) automatically causes to be ineligible to receive exp from any write-ins that you proffer for the next three months. Arguing about what constitutes as arguing doubles the duration in which you cannot get exp for write-ins or causes me to drain exp you've already earned to the amount I feel satisfied with.

@King crimson: Do the omakes have to be immediately relevant to the MC, either directly or someone working for them? Or is general lore and whatnot fine? Don't know what I'll write, but I like the idea someone of setting up Galeta (DCAU Clone Supergirl).

It is easier to make canon omakes by writing about stuff that is relevant to the MC since that is easier for me to give a definitive yes/no answer on if that happened in this time frame. I might make somethings not related to the MC canon if the omake is really good and matches with the stuff I've got planned for the background. Canon omakes need to fit into the universe at large, be of a good quality and should add something to the story as a whole.

For non-canon omakes you can go as wild as you want so long as a level of quality is maintained. All that matters for non-canon omakes is a level of quality and some amount of creativity.

Galatea should be fine for a canon omake if Lex is the MC once a set amount of things happen. However regardless of who the MC is you can write a non-canon omake about her since it wouldn't trip over continuity (the issue with writing a canon omake for Galatea if Penguin is the MC for example is that her creation is dependent on a lot of background rolls that the player is unaware of due to distance such as the founding of CADMUS and the arrival of Supergirl on earth and where she arrives on earth).

So here is the first action phase. Please vote for the eight actions you want to take. When voting do not include the descriptions (the things next to the DC's). The eight highest votes in the tally will be selected as the actions taken. There is no restriction to what type of action can be taken but the type does affect how well heroes can boost your rolls. Without further ado here it is

The sun rises on Metropolis, the city of tomorrow. Your city. Others might have founded it or been elected to its public offices but it is you who rules the city. You provide a solid thirty percent of all jobs in Metropolis and LexCorp has a finger in every pie from military hardware to civilian infrastructure to food processing. It's good to be the king. Ever since triumphing over your father it has become clear to you that you are destined to do great things. A new golden age is coming and you will be the one to lead humanity into it.

Select up to eight actions:

Martial: Strength is always valuable. As a leading company in the field of weapons LexCorp can offer that sort of strength to anyone around the globe. If countries want to stay relevant they have to buy LexCorp weapons and armor. Of course you have to keep innovating to stay atop of the pile but for a mind like yours that's child's play. And if you decide to keep all the best things for yourself and form your own private army within LexCorp or hire mercenaries to destabilize a country so that you can make more of a profit? Well that's your prerogative as a businessman.

[ ] Hire more LExCorp security forces
DC 25 You can never go wrong with having more men. Increasing the amount of combat capable workers you have is always a good thing


[ ] Improve LexCorp forces equipment
DC 10 Training your forces to use the latest cutting edge weapons you have designed is rather easy but it will net you benefits in the long run


[ ] Fortify LexCorp tower
DC 5 Increasing security around your companies headquarters can only be a good thing. A man's life is only as secure as the house in which he sleeps after all.


[ ] Patrol Metropolis with security forces
DC 5 You already rule Metropolis in spirit, why not make that fact a little more literal? Send some of your Lexcorp security forces to patrol your city to keep the peace and make sure everything is going your way


[ ] Crush all criminals
DC 35 Metropolis is your city and you refuse to let it be infested by rats. Purge the city of all crime and crack down on groups like Intergang. There is no room in your perfect world for parasites


[ ] Overthrow Qurac
DC 75 Qurac is an unstable middle eastern country with numerous violent insurgent groups attempting to overthrow the government. Sounds like the perfect place to test your weapons and get your forces combat experience. Who knows you may even succeed in taking over the place


[ ] Overthrow Santa Prisca
DC 80 Santa Prisca is a Central American country ruled by a dictatorship. It is ideally situated for smuggling various goods through the Americas. Furthermore, there are rumors of a secret supermax state prison that is conducting human experimentation. There has been no confirmation of these rumors but who knows maybe you'll be pleasantly surprised by what you find. Either way the dictatorship needs to fall before you can take what you want


[ ] Overthrow Markovia
DC 95 Markovia is a small european country that is absolutely rich in resources. However it is ruled by a benevolent monarch who is beloved by the people. This monarch is extremely restrictive of outsiders ability to enter the country. Thus if you want access to all of their resources the monarchy must be toppled


[ ] Train your body
DC 50 Your body is a temple so it should be perfect. True there often is less of a need for direct physical confrontation when you have all the resources of LexCorp at your disposal and you've only got so much time in the day but who knows maybe a hobby will do you some good (If this option is selected a hero must be assigned to it)


Diplomacy: The pen is mightier than the sword or so that rather trite saying goes. Still there's some element of truth to that. As one of the most powerful men in the United States there is always a need for you to have friends in both high and low places. However even a complete buffoon should be able to see the benefit of being your ally. And if someone refuses to play ball you can always coerce them through less elegant means.

[ ] Donate to the public
DC 15 Everyone loves a good charity event and you've got the resources to spare to donate to the cause of your choice. When the public adores you the masses will be easy to lead in whichever direction you want them to go. An empire lives and dies by its people and your empire will be the greatest of all time


[ ] Donate to the police
DC 10 You've got weapons and armor to spare and the police would be glad to have some. Sure there isn't much for them to do with those things but having the police in your pocket is never a bad thing


[ ] Bribe politicians
DC 5 There is a joke that states that the word politics is derived from the latin prefix poly meaning many and ticks a type of bloodsucking insect. Most politicians can be swayed by generous "campaign donations" to write policy favoring you. However there is no guarantee that the motion would pass and it wouldn't be a long term investment since politicians are often facing reelection and so shift their stances to match what they think will keep them in office. They'd need constant reminders that you not the people are what determines their policy making


[ ] Subsume all crime
DC 50 Crime is an inevitability and no man can truly stop it on his own. However by taking control of all crime you can regulate it and make sure it doesn't negatively impact your city.


[ ] Recruit skilled criminals
DC 20 The vast majority of criminals are useless to a man such as yourself. However every so often you need people eliminated or companies sabotaged. Recruiting skilled criminals criminals could help fill this need and give you someone to delegate less savory activities and a scapegoat if worst comes to worst


[ ] Recruit talented scientists
DC 35 Science waits for no man. True you are one of the greatest minds in all of human history but there is no reason you can't stack the deck even further in your favor.


[ ] Recruit competent assistants
DC 55 It's so hard to find good help. Mercy is a blessing in her competence but she cannot do everything. Finding someone to help fill in the gaps and take care of things you can't personally oversee would help everything run a lot smoother


[ ] Recruit unusual individuals
DC 75 The world is filled with strange and unfathomable things. As such one must always be on the lookout for a rare opportunity. Unique abilities under your leadership could lead humanity into a new golden age.


[ ] Sell close to home
DC 35 The United States government likes having shiny new toys and LexCorp sells only the best. Sell some of your newest stock to make some money and earn some friends in the military.


[ ] Sell to foreign governments
DC 45 On the other hand we live in a global world. LexCorp can try and make some foreign friends by selling to non-american countries. You'll still make a profit and it will set you up for more relations later on down the line.


[ ] Sell to criminals
DC 15 Selling to criminals is playing the long game. The criminals will be indebted to you for allowing them to compete with the actual authorities and the authorities will need to buy from you in order to keep up and remain able to compete.


[ ] Run for president
DC 97 Being President would give you an incredible amount of power in the United States. However it is a very long term investment and would require your personal attention for at least two years (selecting this option locks Lex into choosing run for President as his action for eight turns.


Stewardship: At the end of the day LexCorp is a company and that means that profit must be made. True you aren't beholden to anyone but yourself but unintentionally running your company into the ground is a failure and Lex Luthor doesn't fail. As such it is important for your company to keep growing. Capitalism is a needy mistress but you are sure you can overcome any challenge you might have.

[ ] Build a new LexCorp building
DC ??? (dependent on the location the building is being built in. For example Central City has a DC of 45, Boston has a DC of 65 and Gotham has a DC of 83) Expansion is always a good thing as it opens up even more opportunities. Building a building in a new city will let you get your foot in the door for affecting that location.


[ ] Build a new public transportation system
DC 45 Creating a new public transportation will not only generate you some goodwill but it will also give you control over how the city moves.


[ ] Buy the Daily Planet
DC 68 Control of the media allows you to spin the narrative in your favor. The Daily Planet is a reputable newspaper that is a fixture of Metropolis. If you can control it your image can be effortlessly maintained. Now if only the owners were more willing to sell


[ ] Build a dedicated lab space
DC 3 As the world's premier supergenius you should have your own lab for your various experiments. While LexCorp has plenty of facilities for testing having access to your own private lab allows you to come up with things off the books


[ ] Build a panic room
DC 26 A panic room would give you a place to hide if worst comes to worst and someone breaches LexCorp tower. You run into all sorts of unsavory people in this business and you can never be too prepared


[ ] Build mining operations
DC 35 A chance for you to seize the means of production. By buying up all of the materials you need to make your tech projects you can mess with their pricing and the business synergy is sure to drive up profits


[ ] Build production facilities
DC 40 By making more production facilities you can make more products and thus make more profit. It's a safe way to improve your company


[ ] Purchase real estate
DC 0 (I'm going to roll a d100 and how good the land you bought is dependent on how high the roll is) Land is always something that is useful to have. When you own the land you can set the rules on what goes down their


[ ] Invest in a startup company
DC 0 (I'm going to roll a d100 and how good the tech company is and how much it benefits from the investment is dependent on how high the roll is) Sometimes startups can surprise you. By buying up interesting startups early you can expand LexCorp and begin to break into new markets


[ ] Create shell companies
DC 50 A rather expensive investment and one that is slightly illegal but if successful will allow you to secretly funnel money and materials without anyone else being the wiser.



Intrigue: A secret is more valuable the less people know about it. Your work with patents has given you insight into the value of secrets and information. As such any ability to sniff out secrets or gather information is highly valuable for an entity like LexCorp. LexCorp is a rather large company in the United States but isn't really too large outside of the nation. LexCorp has close ties to the military industrial complex but isn't let in on top secret information. Obviously this needs to change.

[ ] Investigate inside the company
DC 40 You can never be too paranoid. Investigating inside the company would let you root out spies and figure out if anyone is siphoning money away from where it is supposed to go


[ ] Sabotage a rival company
DC 5 for Stagg Enterprises, DC 27 for S.T.A.R. Labs DC 45 for Wayne Enterprises. Everything is fair play in the corporate world and making sure your rivals can't compete with you through unsavory means is fair play. You're sure everyone else would like to do the same to you. You're just so much better at it than them.


[ ] Create a surveillance system in LexCorp
DC 13 This maybe rather paranoid of you but being able to spy on everyone in your company will ensure they cannot betray you. This hidden system also would allow you to pick up any chatter from your workers about events going on in the city.


[ ] Infiltrate the government
DC 46 The government is one of LexCorp's biggest business partners but they refuse to share much of their intel with you as it is "need to know". Plant spies in their organizations and bugs in their products. That way you'll know exactly what the US government wants to keep in the dark.


[ ] Create a worldwide spy network
DC 72 LexCorp is rather in the dark about the internal affairs of countries outside of the US. While you do get the big news you still are unaware of what lies in the dark. This will not stand. Establishing an international spy network will help fill you in on details you otherwise wouldn't have been aware of


[ ] Dirty Deeds Done Dirt Cheap
DC 55 Hiring a skilled mercenary team will allow you to carry out covert operations more easily. However they will charge more money the harder the job is and you don't expect mercenaries to stick around to get the job done. Hiring mercenaries does give you a level of plausible deniability when conducting these covert operations


[ ] Steal 40 cakes
DC 0 LexCorp plans on breaking into the food production market as they already have several patents on genetically modified food. However you want to make sure your entrance into this market is perfect. Thus you plan to steal forty cakes from Metropolis' most successful bakery. That's as many as four tens. And that's terrible.


Learning: You are quite arguably the most brilliant mind on earth. As such it falls to you to lead humanity into its glorious future through scientific advancement. No concept is beyond you, no problem too difficult. Your mind will construct wonders the likes of which the human race can barely even conceive of. And with your scientific advancements LexCorp and by extension you shall take your rightful place at the apex.

[ ] Learn about biology
DC 40 Learning about biology would give you a greater understanding of how life works the secrets of our genome and so much more. You will be able to build a better human cure diseases and improve the frailties of flesh.


[ ] Learn about cybernetics
DC 25 On the other hand if you want to improve humanity an easier solution would be to replace the hardware altogether. Cybernetics is the field of integrating machinery into living creatures. The avenues this opens up is incredible and you can't wait to see what lies down that road


[ ] Learn about chemistry
DC 36 Chemistry is a practical field. The science of substances will allow you to create new polymers and metals to build your products with. You can also develop chemical weapons with this knowledge although you would have to do so in secret


[ ] Learn about Kryptonite
DC 28 Kryptonite is a strange semi-stable material that gives off a unique form of radiation not found in any other material on earth. You believe that by analyzing Kryptonite you could possibly find the next great power source. Who knows maybe you could even weaponize it the same way people weaponized nuclear power


[ ] Learn about robotics
DC 35 Robotics is the field of constructing automatons to help make tasks easier for humanity. There is a great deal of potential in this field especially in military fields


[ ] Learn about psychology
DC 56 While not a hard science like what you normally prefer psychology is still very useful for you to learn. Learning psychology will allow you to pick apart how others think and thus twist them to your own ends.


[ ] Learn about sociology
DC 42 Gives a lot of the same advantages as psychology but instead allows you better understanding of the masses. An individual can be smart but people as a collective are easily lead by someone who knows what they are doing


[ ] Learn about engineering
DC 5 A general all purpose field of study that can yield results in a variety of different fields. It's always nice to go back to what you know


[ ] Internal education reform
DC 20 Begin teaching LexCorp employees how to think and give them a background in the sciences. This won't bring your employees up to your level but it will make them more useful and will help cement their loyalty.


[ ] External education reform
DC 45 Begin teaching the youth of Metropolis by building schools and instituting a new educational program. By cultivating the next generation you will be able to begin cultivating more resources for yourself to use later on. Plus it never hurts to slip in a little more propaganda


[ ] Write-in
All write-ins are subject to QM approval. Upon being approved the option will be sorted into a category and given a DC. It will then be inserted into the options for this vote and the next few votes going forward. On top of that successful write-ins will give 100 exp which can be donated to any stat.

ladies and gentlemen...we must be supreme in all things human and insure humanities dominance one day...of course making a buck or two wouldn't hurt!

Now we must decided what to do, and what to start with...

Any suggestions from our resident veterans who have seen this kind of quest before? We must insure our best continued health, and to slowly escalate against superman one day...not enough to damage our precious city and humanity as a whole...but some...incidents could be used as a way of third party way of gathering data until we can figure out a good weakness to utilize.
 
This is my idea for a "Security Plan" that will give us the bare bones safety to go in whatever direction we think want in the future. Doing nothing illegal, improving security and finding any moles, and doing the safe option to improve our company with production facilities.

Hmmm, I'm thinking that we should start off by improving our standing and hold on Metropolis, and do at least one action to have Lex learn about a new field of science.
 
@King crimson have you considered making votes during these turns by plan only? It would make determining the winner much easier.
I have considered doing plan voting. I ultimately decided against making it plan only as I want individuals to have more power to shift the options (you can't really overtake first place if it has got a big enough lead but you can overtake eighth place). That said there is nothing stopping you from doing plan voting which should keep you relatively safe but I do want a bit of a chaos factor in your decision making so that voting requires some amount of discussion to keep things on plan.

If there are issues with doing it this way I may switch to plan only but right now I want to experiment with this format.
