The problem is we would not have any relevant projects (because Raven and Cass interest would not intersect) and for any magic related projects Cass can choose Mina and Jinx who has better coops with her.
"Relevant projects" literally just means anything that Raven would provide a good bonus for (primarily Martial or Learning actions) and/or they would both benefit from or be interested in. For example, actions like having Cassandra experiment with the Sword of Beowulf or practise meditation, the latter of which would almost certainly help her with her chi trait.

And if you genuinely believe that no such actions exist then you surely shouldn't care if for whatever reason we couldn't have Cassandra and Raven interact.

As for just using Mina or Jinx instead, they may not be available, be poorly suited or we could just want multiple people. It's never bad to have multiple people available to fill a slot.
And there is no much point in working on Raven coops with Cass if they would work together only once in blue moon.It makes sense only if they are expected to fight together relatively often or Raven is expected to assist Cass with her studies on more or less official basis, or there is some kind of long term project they are working together on.
Even putting aside one of the primary benefits of them being closer that has constantly been brought up, it tying Raven significantly closer to LexCorp, it's just flat out always beneficial for Cassandra in particular to have stronger coop scores with pretty much anyone.

Worst case scenario it's just good to have a better coop score between the two of them so that every so often we can say "Hey, we don't really have anything for Raven to do this turn. Let's have her take a useful, action with Cassandra."
I think that just being on the superhero roster with Ultraviolet would be a nice boost to Cass superhero reputation,
Which again, is only beneficial if we dedicate so much time to Cassandra's superhero identity that eh civilian one falls to the wayside which is a total waste.
let alone all the accomplishments she would be able to gain during various alien invasions and so on even if she only focuses on organizing coordination between heroes.
I'll reiterate for what feels like the hundredth time, Cassandra doesn't need to be a superhero to occasionally take an action helping them out especially if it's just behind the scenes stuff.

I also highly doubt that in the midst of another emergency that anyone is going to complain about Cassandra saving their lives or fighting people despite not being a registered superhero, after all we have an entir security department that does that regularly. And if they do, so what? We have ludicrous amounts of money and power, the means to ruin their life and a direct phone line to the woman responsible for enforcing those laws.
And if it does not allow her to gain another five or even ten stat points in stewardship, then not a big deal. To me it seems like you are pursuing some nebulous goal of Cass having 30+ points in every stat or something along those lines instead of meaningful character development, and I sit and ask myself what the fuck for.
So that she is the best possible version of herself when she's out of development actions rather than just throwing her out half baked. The goal of Cassandra is the goal of any heir, to create a successor that will not only carry on the family legacy but push it further.

Waving our hands and just saying, enough now. Time for her to fight crime and have that be all she does is the height of impatience and would be giving up on her.
Luthor is not aristocracy and is this limit of your vision for future Cassandra? Female version of Lex Luthor? I am not impressed.
He's the closest thing the modern world has and no, my vision is for Cassandra to surpass Lex. But that takes a lot of investment.
Not only it wastes her impressive martial, but also simply makes her extension of the company.
No the company is an extension of her and making her into just a beatstick would waste all her other stats, not to mention that she herself wouldn't enjoy it.
Stupid masses would not even notice if she becomes 50% or 100 % more impressive with further grinding of stewardship and diplomacy. Only ones for whom higher stats are relevant are other heroes and positive reputation with them will go a long way with making heroes trust LexCorp. Regular people would follow up then.
This feels like you intentionally misrepresenting things to try and you point sound more convincing than it is. Sure, the average citizen won't care or necessarily even notice how high Cassandra's stats are but you know what they will notice? The effects of those stats, when she continuously demonstrates her capabilities and competence at pretty much any field she tries her hand at because of those stats.

Also your argument about people liking Cassandra because the heroes they look up to like he makes no sense because they would be associating that with her superhero identity, not her civilian one.
And if we are speaking of the end game staff instead of running company it would be better IMHO to automate the hell out of it up to entire planned economy and have Lex and Cass work together on ascension or some other mystery of universe, instead of Lex leaving Cass to run company by herself. Cause I prefer her being Lex daughter over her being LexCorp heir.
They're one and the same, you cannot be Lex's daughter without also being Lex's heir. He wouldn't accept anything less when demanding someone be worthy of his legacy.

And sure, ideally we strive for some massive universe altering accomplishment but in the meantime LexCorp is how we go about accomplishing that and we can only plan for what we can foresee and what we can foresee requires that Cassandra be ready to step up as heir at some point rather than just be good at hitting things.
Not to mention that since the goal is to deal with Superman then focusing on taking over and subverting superhero community is of more importance than boosting LexCorp ratings.
Firstly, highly debatable. As we just saw this turn the more people hold Lex and LexCorp in high esteem the harder it is for them to investigate us and the more backlash there is when they do so.

Secondly, we have done a bang up job at doing exactly that without Cassandra. After all, Ultraviolet has arguably eclipsed Superman as the most popular hero and we're just getting started. Why would Cassandra's direct involvement change any of that?
*Shrugs* You know what, at the risk of sounding silly, I'll be frank: I think canon Cassandra Cain is cool. She kicks ass.

We all knew however she developed, she was gonna be a tykebomb. Her ability to kick ass and be cool is a large part of why I wanted Luthor to adopt her as opposed to make her a ward, and I expect that was so for many others.

Sure, it's great she is developing many other talents, but it does not evade the reason we wanted her in the first place.

So the idea that we should have her AVOID fights as long as possible sounds to me like "I want to win this role-playing game which has no victory condition so I'm going to avoid the parts of it that make it fun as long as possible."

So yes, I want to see Cassandra as a 'superhero' and have her get into fights. We can justify it however, but that's what I want.

If I wanted her to be some kind of Diplomatic or Stewardship focused kid, I'd just have pushed for us to adopt a random genius orphan.
And that's a totally valid opinion, if one I vehemently disagree with.

To me, we adopted Cassandra specifically to try and mould her into the ideal heir for Alex and we have so far succeeded beyond our wildest expectations. To just stop trying now and have her dress in spandex and punch people would be doing her and ourselves a disservice and IMO be far less fun or interesting than seeing just how much we can build her up.
I don't think she'd be that petty publicly. I'm not saying that she won't get mad over stupid shit at some point (everyone does) but she's probably not going to go that bad.
I imagine if Cassandra ever got that mad she would be infinitely more subtle about it. She'd probably ruin the persons life over it but it would never trace back to her.

Why all of a sudden are we arguing over Cass not been our heir?

That's been the plan forever, we've been having her learn all sorts of stuff for it, and if you didn't want it to happen, well, tough.

This is a quest, you've been outvoted, and we've been preparing Cass to take over Lexcorp for years both IRL and insetting.

Obviously. But in the end it all comes down to time management. If Raven and Cass have common interests then it is much easier to tie them together and Raven would look up and trust effective team leader Cass more than she trust Cass now. The same with Raven and Jinx, if there is established hierarchy where Jinx is vice captain and Raven is her subordinate then I imagine she will be less jealous of Raven. If you state that we can achieve the same thing without Cass joining the team, you are likely will be correct, but amount of effort dedicated to it would be different.

So that she is the best possible version of herself when she's out of development actions rather than just throwing her out half baked. The goal of Cassandra is the goal of any heir, to create a successor that will not only carry on the family legacy but push it further.
Not having her meet real challenges early on and just cramming her stats while losing valuable opportunities like having her own team offered her on the silver platter is not a good preparation.

High stats don't make for awesome hero, good teamwork, leadership ability and real achievements under the belt do. Hell, under the 30 points you can just build up her stats with exp alone, why waste valuable time on it. If Cass was at the forefront and took more important actions more people would have thrown their exp on her.

Not to mention that we were directly told that being constantly cooped up in the tower negatively affects her. Or you think that "ever so slightly hoped she could push the self-righteous overgrown farm boy into killing someone" is totally normal behavior?

She needs to go out, make mistakes and learn from them, not only train.

In Barbara Heir omake QM had her build up her own company to prove herself separate from LexCorp so running her own enterprise is the bare minimum for Cass and the earlier she starts the better it is, and whole secret identity thing helps dealing with age restrictions.

We can have Cass join Bastion, improve teamwork through Raven social next turn, and spend Cass personal actions on recruiting Wonder Girl and Argent after, and you want to tell me that Cass being on superhero team would not affect their view of her? I would not be surprised if it gave us a boost to initial coops that would spare us at least a few actions on improving relationship.

Then we can keep training as you undoubtfully want, and have all of them training too because it is what normal junior team is supposed to do, and Cass can go back to her personal actions.

Waving our hands and just saying, enough now. Time for her to fight crime and have that be all she does is the height of impatience and would be giving up on her.
Stating that it is all that she would be is gross misinterpretation. I do not propose her to become next Batman. There is percentage of how much we dedicate to one role and to another. Spending 90% of her time on superhero business if frankly unnecessary.

Also your argument about people liking Cassandra because the heroes they look up to like he makes no sense because they would be associating that with her superhero identity, not her civilian one.

Superhero identity that tied to LexCorp, that too would work to improve heroes image of LexCorp.

And yes having high public option helps against heroes investigating us, but them not investigating us at all is even better.

Secondly, we have done a bang up job at doing exactly that without Cassandra. After all, Ultraviolet has arguably eclipsed Superman as the most popular hero and we're just getting started. Why would Cassandra's direct involvement change any of that?
Because there are other roles in Superhero community that can be filled? Cass does not need major public approval in her superhero persona, or at least we don't need to spend actions on building it. If it occurs naturally then nice, but it is not necessary.

But battlefield command, or tech support and consultation, or investigation –it all are roles that Cassandra can fill during crises or in her spare time. She just need secret identity to operate while she is minor and for more sensitive investigations.

I promise to also support plans that don't bring Raven and Starfire into hero team without Cass, but as example of what I have in mind for Cass team this here is what I mean:

  • Core Members ( Pillars of Bastion): Ultraviolet (Bastion leader), Roxy, Fire, Ice, Nightshade, maybe Mina, Silver Banshee
  • Reserve and Associate Members: Zatanna, Centurion, Coldcast
  • Trainees, support members (Young Pillars or whatever you want to name them):, Cass (Junior team leader, Bastion tech support), Jinx (Cass second in command), Starfire, Raven.
We can even make Cass (or Jinx in her stead) Bastion base manager if you are desperate to grind her stewardship. It would be like giving Cass her own LexCorp subdivision except under superhero alter ego to not disclose her being minor to rank and file.

Except Bastion does not have any base I am aware of, but we probably can build one, or just take over part of LexCorp tower. Personally I think making separate Bastion HQ can be useful, especially if it looks impressive.

Being heir does not mean being a copy or even a better version of the same. She can be her own persona with her own achievements too.

This is a quest, you've been outvoted, and we've been preparing Cass to take over Lexcorp for years both IRL and insetting.
Given that Combat Team Leader trait for Cass just won I would not be so sure who outvote whom here. Plus it is not like anyone actually proposes having Cass stop being a heir. I just don't think that it should be sum total of her and the only thing she work towards.

Currently got insomnia and wanted to address something

Please do not use the non-canon omake I wrote for fun as proof of something that needs to be done. The omake is non-canon and while it is based in the general setting of the quest, it is not constrained by canon and is generally written to be what I think is the most interesting story as opposed to something meant to give you actual realistic information on stuff.

I'll occasionally explore characters in non-canon omakes and you can sometimes get some understanding of characters from them or see a hypothetical possibility you can try and work towards but by and large they are not meant to be informing you of things for the main quest.

I mean if it was someone's else Omake I would have still pointed at it, as example of what an actually good heir should try to do in my opinion. I did not intend to insinuate that you consider it as something Cass must do, sorry if it came across as such.

Slight update on things folks. The update should be dropping in about 3 hours at most. That being said the Twins Trait subvote will be cut to give me a little more time to test the balancing on them. Expect to see said subvote in the next update following this one. Thank you all for your understanding.

Turn 32 Results Part 5
So the winning vote from last time consisted of:
[ ] [Secrets] Learn the identity of every hero unit involved with the Church of Blood
[ ] [Secrets] Learn the current goals and plans of the Church of Blood
[ ] [Clown] Ignore the Joker's offer
[ ] [ICR] Improve Combat Robots autonomous tactical decision making capabilities
[ ] [ICR] Improve Combat Robots mobility
[ ] [Assist] Hire Leonard Fiasco and cash in your favors with Selina
[ ] [Lab] Wards
[ ] [Lab] Demonology
[ ] [Name] Bastion
[ ] [Occult] Mina Chaytan
[ ] [Trait] Combat Team Leader
[ ] [Tower] Make non-impactful renovations to LexCorp tower
-[ ] [Renovate] Install snack bars in certain areas of the tower
-[ ] [Renovate] Let Cassandra get a collection of animal skulls for her room
-[ ] [Renovate] Have the screaming plants line the outside of the greenhouse area people are not supposed to enter
-[ ] [Renovate] Create an official LexCorp "arcade room"

It's an interesting selection thus far and I'm excited to see things continue to develop. This was a pretty competitive vote but it never descended into hostility so I felt it was pretty good even if people were potentially exhausted by it.

On an unrelated note you'll get to see the second part of the specialized lab subvote. Looking at it I could probably refine and simplify it further but for now I'm content to leave it as is to try and see how things go. I do think it's a lot cleaner to look at and it should hopefully alleviate the worst of what came before while not losing anything of value.

Also this is last minute but I did end up cutting the Twins Trait subvote from this update. I wanted a little more time to try and balance the options. That being said expect it to show up next update, hopefully more balanced though it's always tricky for me with this sort of stuff. I'll give a potential minor spoiler and state that I'm trying to design in a little more divergent use cases for the two of them and potentially give an incentive to separate the twins as opposed to putting them on the same action every single time (which currently seems to be by far the best option).

Lastly I do want to mention that there are a lot of write-in options for these subvotes. They're big and you guys have a good amount of freedom to go about doing things as you wish. I'm not going to ramble on too much and instead I'm going to let the update do the talking for me. If something looks wrong or you have any questions, please feel free to ask me and I'll do my best to respond as soon as I reasonably can. Without further ado here's the update.

Please keep all votes in plan format. Any vote not in plan format will be discarded. There is a 1 hour moratorium on voting.

Captured Crooks subvote
With Ultraviolet's recent incredible success in rounding up criminals you've been able to make quite an impact rounding up a massive amount of supercriminals and lesser crooks as well. With your control over the police and the relative quiet of things you can fairly easily make use of the wide variety of individuals you captured, whether that be the Voodoo crew, the survivalists, Earthquake or Rain-Maker or the smaller crooks you have quite a few things you can do with them. Please pick as many options as you would like to from the list below, though you should be aware that some options are mutually exclusive. Additionally write-ins are strongly encouraged for this subvote, though as ever all write-ins are subject to QM approval. As always there is a 1 hour moratorium on voting.

[ ] [Crooks] Send the captured crooks to the usual holding facilities
[ ] [Crooks] Attempt to recruit the unnamed criminals
[ ] [Crooks] Attempt to recruit the Voodoo Crew
[ ] [Crooks] Attempt to recruit Earthquake
[ ] [Crooks] Attempt to recruit Rain-Maker
[ ] [Crooks] Mind control the Survivalists and use them to launch an attack against a rival
[ ] [Crooks] Ensure that the criminals escape from prison and arm them to better take on Superman
[ ] [Crooks] Attempt to covertly move the superpowered criminals to a US government secret holding facility
[ ] [Crooks] Attempt to covertly move Earthquake to Alaska for dissection
[ ] [Crooks] Insert Leslie in disguise into the criminals and have her take charge in leading a breakout in order to form a gang under your control as a deniable asset to attack Superman with

Promotion subvote
With your latest campaign to promote the superheroes under your employ fairly successful, what's left is to determine how you want to promote them. There's a myriad of ways you can shape the perception of your superheroes and how you choose to play things out will have a large effect on how the general populace perceives them. Please feel free to pick as many options as you would like to from the list below. Write-ins are both allowed and encouraged for this subvote. Picking multiple options or writing in a subvote that does more than one thing will result in each individual element being weaker then if it had been done alone. As always all write-ins are subject to QM approval. As always there is a 1 hour moratorium on voting.

[ ] [Promote] Promote Ice and Fire as international heroines willing to work to stop the big world ending threat and move superheroics into a more global direction
[ ] [Promote] Promote Nightshade as a stealth specialist
[ ] [Promote] Promote all of your superheroes as the new defenders of Metropolis
[ ] [Promote] Promote Ice and Fire as partners with complementary capabilities
[ ] [Promote] Promote Ice as a compassionate superheroine who cares about the little people
[ ] [Promote] Promote Fire and Ice by revealing their identities and attempting to make them into a model
[ ] [Promote] Promote Fire by emphasizing her control and diligence in training
[ ] [Promote] Promote all of your heroes as greater than the sum of their parts and more effective as a team
[ ] [Promote] Promote Ice as a young up and comer
[ ] [Promote] Promote Nightshade as a hero willing to get her hands dirty to get the job done
[ ] [Promote] Write-in

Superteam Structure subvote
With your superteam, Bastion, to a rather successful debut you now have the opportunity to put a good number of individuals on said superteam. It is up to you to determine which group of individuals will form the best group to compose the core superheroes of this new team. Be aware that any hero units you assign to this team may occasionally end up being forced into actions dealing with superheroics but on the flipside will also be able to access mini-events that would otherwise be locked off to them. Please pick as many of the options below as you would like. Write-ins are available for this subvote but as always all write-ins are subject to QM approval. As always there is a 1 hour moratorium on voting.

[ ] [Team] Ultraviolet
Ultraviolet is the most recognized superhero in your employ and as such she'd make a fairly effective figure to join this team. She's got power to spare and a fair bit of experience in leading multiple superheroes in combat.

[ ] [Team] Fire
Fire is capable of playing the crowd and the media, has an effective powerset for combat and is eager to act as a superhero. Providing her a big stage by letting her be a founding member of this new team might prove well worth it.

[ ] [Team] Ice
Ice is decently powerful and is also very adept at working and getting along with others. She's eager to work as a superhero and making her a founding member of this team might prove well worth it in the end.

[ ] [Team] Nightshade
Nightshade is quite capable of stealth and transportation. While she's not the greatest at public relations, her powers are impressive and she'd fill a niche few others would.

[ ] [Team] Mina Chaytan
Mina has consented to using the name "Shaman" if she were to be a superhero with a secret identity. She does want control of her own image to an extent but she's quite willing to play ball. Mina is an incredibly well read magic user and her capabilities both in and out of combat would make her a huge powerhouse to bring aboard.

[ ] [Team] Silver Banshee
Siobhan is young but she's already proven herself to be a decently popular hero. Giving her a big limelight while also providing her with a team to potentially train her and take some of the media focus away from her could prove useful. Siobhan isn't too huge on the concept but her power is certainly quite capable of being leveraged effectively

[ ] [Team] Vixen
Mari is not especially interested in joining Bastion on a full time basis but she does have the powerset to be able to contribute, an eye for costuming and aesthetics and a willingness to assist if the mission is big enough.

[ ] [Team] Leslie Willis
Leslie is an abrasive figure and would almost certainly let her strong opinions be heard. She could easily develop a superhero persona and bring power to the table. All that would be left would be to figure out exactly what kind of persona she'd end up adopting

[ ] [Team] Caitlin Snow
Caitlin admittedly is not immensely interested in superheroics, but she is willing to contribute and put in some effort to the role. Her choice of superhero moniker "Dr. Snow" is not exactly original, but having her as a reserve member could result in you having more power to bring to a battle.

[ ] [Team] Edward Nygma
Edward Nygma is a notably arrogant individual but he has shown some interest in picking up his old identity as the "Riddler" and proving his intellectual superiority over others via acting as a superhero detective. Giving Nygma this position would likely result in tension in the team and hostility and suspicion from Batman, but at the same time he'd also be very good at his job.

[ ] [Team] Sam Scudder
Sam's got some magic powers and he's certainly willing to put on a costume and fight as "Mirror Master". Sam's a potential PR disaster waiting to happen and he's not a powerhouse as of now, but he's more than willing to take up the position.

[ ] [Team] Starfire
Starfire would likely need to be designated as a sidekick of some sort but she's got powers and a cheerful and optimistic personality as well as a good amount of experience in combat. She's quite capable of being a superhero if given the opportunity.

[ ] [Team] Raven
For all Raven's cynicism she does want to help people and she's at least somewhat interested in becoming a superhero. Giving her a position on this team means pressure and eyes will be on Raven and it could lead to her finding some other individual she thinks would be better at dealing with Trigon but that's a risk you might just have to take

[ ] [Team] Roxanne Sutton
Roxy is more than happy to work as a superhero. She has no real powers but she's more than willing to put on a costume and fling herself into danger. Roxy is a disruptive element and she's prone to unnecessary risk taking but she's quite skilled and she could serve as a symbol of how even sufficiently motivated normal humans could join Bastion.

[ ] [Team] Rose Wilson
Rose has no real interest in being a superhero, but she is interested in getting to pilot the Ravager armor once again. Giving her high tech armor and Rose's general more militarily focused background could let her fill a niche no one else on the team does as of now.

[ ] [Team] Zatanna Zatara
Zatanna has already expressed a willingness to be a reserve member and to act as a consultant to this team. This would just finalize this decision and bring Zatanna a little more into the group by having her help deal with PR every so often.

[ ] [Team] Write-in

Superteam Policy subvote
With the creation of your superhero team, Bastion, it has become increasingly important to set up the rules and guidelines of said team. The way you structure the rules and policies of Bastion will affect what kind of organization it'll be going forwards into the future. It'll also help determine exactly how much of a hand you'll have on the wheel of this organization going forward from here. Please pick as many options as you would like from the list below but be aware that some options are mutually exclusive. Write-ins are not only allowed but actively encouraged for this subvote, though as always all write-ins are subject to QM approval. As always there is a 1 hour moratorium on voting.

[ ] [Policy] Designate a team leader (please write-in team leader)
[ ] [Policy] Have the team's leadership be drawn from G7 government officials
[ ] [Policy] Personally hire on a dedicated team of workers just for this organization
[ ] [Policy] Allow various governments to assist in funding and hiring workers for the organization
[ ] [Policy] Require all major team decisions to require a majority vote
[ ] [Policy] Include a standard agreement that members of the team cannot interact or assist individuals who aren't approved of by the team
[ ] [Policy] Specifically ban superheroes on the team from talking to the press
[ ] [Policy] Enable superheroes on the team to take and negotiate their own promotion deals and public relations
[ ] [Policy] Write-in

Coldcast Conference subvote
Coldcast has agreed to meet with Rene and a few other people. While he is interested in working with LexCorp and being part of a larger team he also doesn't fully want to abandon the city of Chicago either. As such he's unlikely to move for any sort of offer that outright forces him to leave Chicago. Beyond that you don't have too much of an idea of what he wants. Please pick your favorite options from the list below. It is highly recommended that you draft a write-in vote for what you want your approach to negotiating to be. As always all write-ins are subject to QM approval. As always there is a 1 hour moratorium on voting.

[ ] [CC] Offer to give Coldcast whatever he wants in order to be able to have him be a LexCorp superhero
[ ] [CC] Attempt to threaten and intimidate Coldcast into complying
[ ] [CC] Attempt to explain to Coldcast that it's illegal for him to act as a superhero unless he gets sponsored
[ ] [CC] Attempt to convince Coldcast to fight Superman as a "tryout" to determine what you can give him
[ ] [CC] Write-in (This option is highly recommended)

Meeting with Count Vertigo subvote
Count Vertigo has agreed to a meeting with you and a suitable arrangement has been agreed upon. All that's left is to finalize the details and then get to work determining who should speak to Count Vertigo. Please pick your favorite option from the list below. Write-ins are allowed for this subvote but as always all write-ins are subject to QM approval. As always there is a 1 hour moratorium on voting

[ ] [Vertigo] Have Lex Luthor meet with Count Vertigo
[ ] [Vertigo] Have Mercy Graves meet with Count Vertigo
[ ] [Vertigo] Have Pamela Isley meet with Count Vertigo
[ ] [Vertigo] Have a disguised Leslie Willis meet with Count Vertigo
[ ] [Vertigo] Have Carl Draper meet with Count Vertigo

Specialized labs 2 subvote
With the type of specialized labs you've made already locked in and set in stone, it might be best to start seeing how best to further improve upon your already existing labs and to try and push things further. Your new labs might be cutting edge but they could always benefit from more space, more monitoring, better equipment and failsafes in order to ensure that there are no unexpected surprises. Please pick your favorite options from the list below. You have 109 points to spend as you wish. Any points not spent will roll over to the next specialized labs subvote. Write-ins are available for this subvote but as always all write-ins are subject to QM approval. As always there is a 1 hour moratorium on voting.

Repair and Reshape subvote
The city of Metropolis is slowly but surely being rebuilt and with your own constant contributions to the city's rebirth it is slowly but surely being reshaped into your own image. The effort you've put into this action has continued to pay dividends and you intend to make it clear to everyone that Metropolis is your city, not Superman's. The blue boy scout might pick up some rubble or stop some robots from wrecking a building but at the end of the day it is Lex Luthor who is the architect behind Metropolis and you will be the one to shape the city going forward from here on out. You have 123 points to spend as you wish. Points will not roll over for potential repeats of this subvote. Station Location subvote
The Zeta Beam Transport station is an absolutely massive breakthrough that will completely revolutionize the way that things are transported. With enough proliferation it may even change how humans travel from place to place. It's a massive break through and while the Zeta Beam stations are not yet small or simple enough for general public use, they are capable of being used to give yourself an edge on the competition. You've already gotten a station built in Metropolis and Alegab, now is the time to select the remaining locations for your Zeta Beam stations. Please pick your four favorite options from the list below. Write-ins are available for this subvote but as always all write-ins are subject to QM approval. Additionally it is highly recommended that you stick to locations LexCorp owns unless you want to arouse suspicion and potentially leak zeta beam technology early. As always there is a 1 hour moratorium on voting.

Now the bone growth formula has been made far more potent than any previous versions and the breakthrough attained is liable to make it capable of taking the world by storm. Caitlin's work on the lasers is not quite as impressive as her work on the Cold Engine but at the same time, her efforts are by no means insignificant. Second School subvote
Diana has continued to prove a beneficial ally as the head of the DOMA and her continued partnership has enabled you opportunities that you might not have been able to achieve on your own. Likewise with your backing and funding, Diana has managed to achieve quite a lot in her tenure as the head of this new department. Diana has grown interested in opening up a second school for training young metahumans and helping them integrate into society at large on the west coast of the United States of America. Diana has not quite fully secured approval for it, but considering your own ability to weigh in on things, and the fact that preliminary conversations are pushing the location of this second facility to being on the outskirts of Alexandria, Diana has seen fit to inform you and get you involved early. As such you've got some decisions to make. Please pick as many of the options as you would like from the list below, though be aware that some options are mutually exclusive. Write-ins are available for this subvote though as always, all write-ins are subject to QM approval. As always there is a 1 hour moratorium on voting.

[ ] [School] Offer to have an internal specialist work at this school part time in exchange for a favor from Diana later on down the line
[ ] [School] Request Diana move the second facility to Coast City

Magical Meeting subvote
Zatanna has decided to visit you and she's made it a point to do so quietly. That's not to say she's ashamed to meet with you, but rather that she doesn't want to advertise her presence. Zatanna has decided to personally seek you out and has brought gifts to you as well. Zatanna appears to have primarily come to check in on Jinx and to offer up some magical assistance during her downtime. As such it is up to you to decide what sort of assistance you'd like from Zatanna and how you want to steer the ensuing conversation during the meeting. Please feel free to pick as many options as you'd like to from the list below. Be aware that the more options you pick, the less likely they are to all succeed. Write-ins are available for this subvote though as always all write-ins are subject to QM approval. As always there is a 1 hour moratorium on voting.

Centurion Negotiation subvote
Centurion is a powerful hero and while he is a bit of a man out of time, and a show boat, he's powerful charismatic and capable of working with others. As such with the massive success in terms of publicity for Bastion, Centurion is interested in working with LexCorp going forward from here. Centurion has come with his own offer for LexCorp regarding potentially becoming a LexCorp sponsored superhero. Centurion's deal is that he'll work as a LexCorp superhero and take minimum wage pay, in exchange for LexCorp providing him with control over his own image and giving him a severance clause that allows him to refuse orders he finds unethical, without facing reprisals from LexCorp save for temporary withholding of pay for the duration of time he's refusing orders and/or firing him from his position. On the surface it seems a fairly solid deal, though that morality clause is problematic as it potentially gives Centurion a lot of weight to throw around and demonstrates that he's already thinking about potentially going against your orders. It's something for you to consider going forwards from here. Please pick your favorite option from the list below. Write-ins are available only for writing in counter-offers but as always all write-ins are subject to QM approval. As always there is a 1 hour moratorium on voting.

[ ] [CN] Accept Centurion's offer as is
[ ] [CN] Attempt to offer Centurion a counter-offer (please write-in your counter-offer)
[ ] [CN] Offer to give Centurion a place on Bastion but no LexCorp employment beyond his time on that team
[ ] [CN] Reject Centurion's offer outright

Austrian Offer subvote
In the wake of Brainiac's invasion, countless countries have been developing their own programs to deal with threats regular forces cannot. Germany and its power armor brigade have demonstrated that they were at least somewhat effective in defending the country. As such Austria has a desire to acquire something similar. While they lack the technological capabilities to make their own powered armor, they do have a solid enough LexCorp presence through the building in Vienna. As such the Austrian government is very interested in outsourcing the creation of these powered armors to you. Austria's current offer is that in exchange for constructing a powered armor brigade for the Austrian armed forces, Austria will pay you a massive amount of money and allow you to sell the designs to other countries without complaint or reservation, provided they get the right of first purchase on the models made specifically for them. All that's left is for you to determine if you would like to take this deal or not. Please pick your favorite option from the list below. Write-ins are available only for writing in counter-offers but as always all write-ins are subject to QM approval. As always there is a 1 hour moratorium on voting.

[ ] [Austria] Accept Austria's offered deal
[ ] [Austria] Attempt to offer Austria a counter-offer (please write-in your counter-offer)
[ ] [Austria] Reject Austria's offered deal outright

So did the remaining health problems caused by the bone formula get fixed automatically? I can't find heart reinforcement or Buoyant bones on here. Also how much calcium would be required right now? Are we talking a few tablets of calcium supplements a day or gobbling down pills and milk?

It's more that you succeeded by such a large degree that I threw them in as part of literally every option you pick. Buoyant bones admittedly are not folded in every option (they're just folded under lighter bones), but pretty much every option has a bunch of "improve the health of the person who takes this" options under the hood in order to simplify it and to get you guys working with a reasonable number of points.

Its somewhat dependent on the options you pick (for example gigantism and better regeneration increase the required calcium intake) but generally speaking it's about double what normal healthy human consumption would be.

So how many options of lighter bones will we need for them to be able to swim? It doesn't need to be Olympic level just a "I'm not automatically going to drown in the pool "level.

Generally speaking just 2 would cover you. Taking it once would allow for some swimming (though it's still somewhat hard to swim) and twice basically allows for swimming.
Unable to even take it and yet it's still listed. You tease. What would this even entail anyway?
That's the result of a mistake on my end, let me fix that.

This would basically constitute making spikes out of bones, being able to somewhat shape and direct them and being able to shoot them out. Its nothing two crazy but it is useful and would potentially lead to some more advanced stuff later on down the line.

I was going to respond to this properly but the updated just dropped and clearly neither of us are going to change our positions on this so let's just shelve this topic for no okay?

Now as for the update itself…

I can't think of any particular reason we'd want to keep the survivalists or other mooks for ourselves besides maybe as test subjects but that's not worth the risk IMO, same for trying to make use of them in other ways.

As for the named villains, to refresh people's memories:

Voodoo Crew - A gang consisting of Hardcore who has super strength due to a "psycho-love aura" whatever the fuck that means, Drive By who seems to have some sort of kinetic absorption and redistribution and Gang Bang who can create two clones of herself who she shares all the senses, memories and thoughts of.

Earthquake - I couldn't find much about him other than just being a geokinetic and a minor Superman villain. Based on the dissection option for him I'm assuming we're going with the giant rock monster version that was able to beat both Superman and Steel and afaik was never actually defeated.

Rainmaker - Even less to be found, best I can tell he's a mad scientist that invented some sort of weather machine.

As it stands I would be interested in studying Gang Bang Kane maybe Drive By's powers but don't really care what happens with the rest. It might be worth doing something with Earthquake but I'm not sure what. @King crimson would we have to recruit Rainmaker or make a write in to get access to his machine or did we get it when we captured him?
My gut instinct is try and push the global idea of superheroics since we want to represent all of the G7 and to position Nightshade as a stealth hero.
Superteam Structure subvote
I don't love the fact heroes on the team can just randomly be made unavailable, it feels somewhat arbitrary, but it's not a major concern.

For now I'm happy to just go for Ultraviolet, Fire, Ice, Nightshade, Silver Banshee, Roxy and Zatanna. If we theoretically do decide to have Starfire and/or Raven become heroes later they can have their own teen team or join as second generation heroes.
Superteam Policy subvote
This will likely require some lengthy discussions to decide everything but I'm in favour of making Ultraviolet the team leader.
Coldcast Conference subvote
Getting Coldcast as a full in hero would be amazing, I suggest that we offer to build a tower in Chicago, promise to invest in the city and hint at building a zeta tube there at some point.
Meeting with Count Vertigo subvote
I kinda want to have Lex and Cassandra meet with him. Lex to build up his reputation as a foreign diplomat/to have maximum control and Cassandra to serve as protection, show her we're taking her request to be more involved seriously and ideally so she can befriend Princess Perdita.
Specialized labs 2 subvote
As discussed, split our focus between Kryptonite, wards and demonology.
Repair and Reshape subvote
Hmm, there's some tempting options here I'll have to think over.
Station Location subvote
The plan as last discussed was Alexandria, Tokyo, Rome and Mexico City but I'm actually thinking we replace that last one with Coast City to make Carol getting from place to place easier.
Tower Renovations 2 subvote
Gut instinct, it would be nice to give Jade a new room. Not sure about what else quite yet.
Dealing with Thieves subvote
I'm thinking we go with capture and hand over to the police.
Improve Bone Growth formula subvote
Obvious choice is obvious.
Improve Lasers subvote
I'm thinking we focus o firepower, aim and range. Also @King crimson how big are our current lasers and what does "cost' mean in this context?
Second School subvote
Obviously we're in favour of the school but I'm unsure how much we want to be directly involved.
Magical Meeting subvote
My gut feeling is we tell Zatanna about Trigon, ask for her help with the Rebecca thing and then give her the rest of the day with Jinx.
Centurion Negotiation subvote
It may be a problem but I think it's worth just agreeing to this. Centurion is a big get and we were never going to ask him to do anything particularly immoral anyway. Though it may be worth negotiating for at least some control over his image, in relation to Bastion at minimum.
Austrian Offer subvote
I see no reason to say no.

So the vote is open now.
@King crimson would we have to recruit Rainmaker or make a write in to get access to his machine or did we get it when we captured him?
So the answer is that Rain-Maker in this quest does not have a machine and is just a metahuman. As such his machine doesn't really enter into the question cause that's not a thing here. That's potentially on me since I changed the character but hopefully that clears things up.
I don't love the fact heroes on the team can just randomly be made unavailable, it feels somewhat arbitrary, but it's not a major concern.
I'll potentially clarify that I don't expect the heroes on the team to be made unavailable often, just covering my bases to make sure people know it is a potential downside.
Also @King crimson how big are our current lasers and what does "cost' mean in this context?
IIRC your current lasers are generally the size of a large rifle and they fire a beam about 14 inches in diameter . "Cost" in the context of "improve laser cost" means "make the lasers cheaper to produce without compromising quality".

Edit: The information presented here is incorrect, the beam fired is about 2.5 inches in diameter

For lasers, I am tempted more towards cost, size, firepower.

The smaller they are and the cheaper they are, the more likely Superman will get hit by them. The more firepower, the more likely it is they will hurt when he gets hit. Range would be nice as well... But it's not like any of those will disappoint our customers.

Plus it synergizes well with our plan to make a standard rifle for the military next turn.

For the Captured Crooks... I'd kind of like to offload them on the government as much as possible. Selling captured criminals to the government is great. It means that regardless of what happens next, our hands are basically clean. It improves our rep with the governmental types. It tempts the government into being involved with more shady stuff, which increases the chances that Superman, Lois Lane, and the various other white hat vigilante types get into conflict with the government, and every bit of that conflict is solid gold for PR purposes as far as we're concerned. It also strengthens the government so they don't need those vigilantes as much. (Technically, it means that they also don't need LexCorp as much, but dealing with LexCorp is just so much less of a hassle.)

[ ] [Thief] Allow Talia to do as she pleases
I kind of want to do this with a twist. Like, "Allow Talia to handle him as she pleases. Indicate that you wish him to have sufficient reason to regret his previous life choices (being dead counts), and that you want him to serve as a cautionary tale to those criminals who might think to follow his example." @King crimson - would that be okay?

Improve Bone Growth formula subvote
I feel like this is the point where we should at least be finishing up Karl's version of the formula... and we are left with an interesting choice. We can spend the 30 for No Visible Deformities, pony up a few more points for quality of life stuff, and have an absolutely fantastic osteoporosis cure that will put Karl in the history books. We can give the think Osteokinesis and make thema weirdo kind of super that can do terrible, terrible things to people. We can go full monster and make the result a powerful combatant. Of the three...?

I feel like of the three, the No Visible Deformities version is the one we can legit just finalize. It'll turn it into an entirely reasonable osteoporosis cure that comes with a free side order of mild super-strength and super-durability. We can put it on the market, bludgeon Wayne Enterprises int eh court of public opinion, make our pharmaceuticals company a *lot* of money, get Karl a version of the serum that he can live with fairly happily, and earn the guy his Nobel prize. That seems like a solid win. Then we can come back later and go for another round or two to build out the bonehead walking tank types in order to get started on our "mass-produces superheroes" plan.

As for the lasers...?
[ ] [IL] Create viable non-kryptonite focused lasers (7 points)
Not This.

I'm also not a huge fan of the freeze ray, because as far as I'm concerned, the main objective here is to make kryptonite lasers as worthwhile an option as we can, so that people will proliferate the things more, and I don't feel liek cold lasers are going to help us do that. Dropping costs, though? I'd definitely be in favor of dropping costs.

Getting Coldcast as a full in hero would be amazing, I suggest that we offer to build a tower in Chicago, promise to invest in the city and hint at building a zeta tube there at some point.
I support this, mostly. I'm not sure that I'd want to straight-up promise to invest in the city over and above the degree to which we invest in all of our cities, as that's the sort of thing that seems likely to lead to him expecting us to keep investing more over time. Still, "You can stay and work in Chicago, and we'll come to you" certainly seems like a solid opening offer, and putting a LexCorp tower in Chicago is going to do some pretty nice things for the local economy even just by itself. Also, once we put int eh zeta tubes, suddenly the entire superteam can come back him up if something large-scale and unfortunate starts happening.

Obvious choice is obvious.
It's really not. Like, I'm not even sure which one you mean.

Obviously we're in favour of the school but I'm unsure how much we want to be directly involved.
I'd think political support at minimum, but I don't see a reason why we wouldn't want to fund it. Being "the generous benefactor who enabled us to afford all these nice things for you" to a new generation of moderately oppressed people with superpowers jsut seems like pure win to me. It's not like we don't have the money.

I see no reason to say no.

Well, it's a committed action or two. That's a reason.

I'm not saying that it's enough reason to ditch the deal, but it is a reason.

Plus it synergizes well with our plan to make a standard rifle for the military next turn.
Yes. This... though "lower laser energy cost" is also a big deal for that one, because it has a significant impact on logistics. If you're talking about he military, logistics matters.

Given that it's already down at rifle size, I'd honestly prefer "lower energy cost" to "smaller" for military applications. There's value to shrinking it down smaller for criminal use, but Toyman is already filling out that market pretty well and presumably making his own refinements.

...and now I'm going to turn around and come back on the questions about our superteam. I feel like that one deserves its own whole thing.

@King crimson is this fine for a write-in? I wrote this in advance.

For Centurion let's try and get more control of his image. For Coldcast, we need to make sure that he is willing to at least work internationally.
