What sort of tone should I shoot for with this Quest?

T.O. Morrow would be fine but you would be set in the sixties and be under the Aegis of STAR labs. Also you might be less than happy with the stats since I'd be coming up with them from scratch in a tight time period. The end goal for T.O. Morrow would be to replace humanity with Androids

Actually, would General Zod or the Superman from the Injustice series be acceptable write-ins?

Basically, Kryptonians bent on conquering the Earth. Though the Superman from Injustice has the quirk of wanting to do it for humanity's own benefit and everyone and everything seems ready and willing to charge straight into his eye lasers just to see if they can take him down when he stops holding back.

Thanks to a lot of great Lex Luthor portrayals in a lot of DC animated shows like JLU, he is my favorite magnificent b**.

Plus, he is the guy that got a lot of stuff done in the DCU.

I wonder if this will be a "What do you mean I'm the bad guy" Lex, rather than a shamelessly evil Lex. He's much more interesting when he actually has a point. I like the Supergirl show for the most part, but their Lex is just shamelessly unreasonable.
 
[X] Oswald Cobblepot: An up and comer in the newly expanding world of super crime. Oswald can be both a semi-legitimate businessman and an out and out supervillain with a wacky umbrella gimmick. Oswald starts off with a lot of resources but lacks personal combat prowess making him reliant on others to get the job done. He is regarded neutrally by most of the players in the underworld and can work with virtually anyone provided they don't push him too far. Penguin's end goal is to make as much money as possible by any means necessary to set up a nice little nest egg and an umbrella for when it inevitably starts raining blood in Gotham

Because trying to make Penguin a big player sounds fun, and I like the idea of a CKII quest where the Mc isn't a combat god. We'll see how long that lasts of course, but it'll be fun nevertheless.

He has an understandable goal. Get rich. He's not crazy, obsessed or super powerful he's a guy who wants to be able to retire super rich.

Sorry gonna have to say no to General Zod and the Kryptonians. Too easy to roll everything over through sheer martial prowess and I struggle to find a point in time where they could be proactive instead of reactive. They are cool but I don't think they would work too well for the format of quest I am doing

A brief update on cooperation mechanics
In my initial post I commented that cooperation scores ranged between -1 and 1 and had part of the formula for calculating bonuses divide by the number of heroes involved in the action and only got successively worse with each hero added. However upon looking at the math this lead to it always being worse to put two heroes on one action. As such I have updated the mechanics. Cooperation scores now instead range from -2 to 2 and the equation for calculating the amount added no longer is divided by the number of heroes doing the action. Thanks for everything and I hope the updated mechanic will work a bit more smoothly by having their be a bonus to having multiple heroes but still maintaining an element of risk to assigning too many heroes to one thing.
