There are a good amount of subvotes here and dear god were some of them a pain to get through. Between having to completely scrap and redesign the costume creation system (the original system was way to clunky and obtuse and would have needlessly flooded the thread with options. The new system is a lot more freeform and is a bit reliant on write-ins for players to get maximum impact from it but I do believe it allows for more freedom of expression and is a lot better overall), having to write the computer creations subvote when I don't really understand computers all that well (I'm worried my own lack of understanding might cause some wonkiness) and the sheer size of this portion of the results and even without the IRL complications this would have been a doozy to get done. This is the biggest plan subvote portion of the results ever and I'm still worried that it's honestly not enough.

Battle for the Bill subvote
As always legislation remains a quagmire mired in bureaucracy through which you must wade in order to get the results you want. It's frustrating having to go through such tedium but the inevitable final result may be well worth it in the end. Eiling has noted that his support will likely be flagging in the next few months as he wishes to use his political capital elsewhere whilst Diana Prince's support is contingent on having the DOMA screen if people can be sponsored as legal superheroes under this law and that the government gets to tax any of the income an individual receives as a sponsored superhero. Lana and Mari's designs for a costume for Pamela is all in all fairly simplistic and likely won't be something that she can use whilst she is still in public office. Still it is a potentially useful tool to have if you wish to have Pamela transition to more combat oriented operations later on down the line and might help you in making use of Pamela's powers in a public setting.

This costume is one which sacrifices all of Pamela's more personable appearance in exchange for making her as intimidating and defended as possible. From the full helmet with a crown of spikes that covers every part of her face, to the glowing red lenses with infrared options to the inbuilt speakers to the gnarled appearance of the armor covering every inch of Pamela's exterior, this is a costume that is meant to intimidate. The costume is focused primarily on protecting Pamela and has no gaps in which her body is exposed, greatly weakening her pheromone capabilities but not in any way hampering her chlorokinetic capabilities. The costume is a touch bulky and difficult to move freely in but at the same time it also is capable of taking the most hits.

This costume is one which isn't focused around combat so much as it is around imagery. The green leg cut gown is bullet proof but the fact that it is shoulderless, and paired with heels and fingerless opera gloves quickly cut away any conception that the costume is optimal in combat. Instead the costume is meant to play on femme fatale and noir imagery in order to enable Pamela's pheromone based powers maximum efficiency while her plants do the fighting for her. The costume does have a utility belt armed with knives, gas capsules, bolas and lockpicks but it isn't really all that combat oriented. The masquerade mask does give it a bit of a unique look and it would set Pamela apart from other costumed superheroes but it isn't the safest option possible.

There's no need to needlessly complicate things all the time. A green plantlike leotard, some leggings, boots and gloves are all that that are needed for a costume for Pamela. Including collapsible wrist-mounted crossbows does give this costume a unique angle of attack but sometimes it's best to stick to the simple options.

Cassandra's not about to become a vigilante any time soon but you could create a costume to allow her to begin acting as a proxy of yours. It is risky but it could serve as a productive outlet for Cassandra, keeping her skills sharp whilst still accomplishing your goals. Whatever designs Mari and Lana come up with must focus on hiding her identity and remain easy enough to maneuver in or else you may end up suffering from diminishing returns.

This costume is essentially designed to play on Cassandra's training in combat by mixing in the old and the new to create something wholly unique and terrifying. Between the many heavily armored sections made of metal, the full helm complete with a gas mask and infrared googles, multiple swords including kryptonite blades and detachable cape, this costume focuses on maximizing terror and defense whilst also complimenting Cassandra's talent in swordplay. Whilst the costume is maneuverable it is on the weightier side so her mobility would be somewhat restricted. Still with some hidden augments this suit can be surprisingly fast in linear directions and enables Cassandra to potentially fight other foes head on. The full utility belt, internal signaling system and attached flamethrower make it a potent suit with excellent combat applications even if it is likely to potentially cause some unease at her appearance.

The martial-artists garb is designed to make Cassandra seem more human whilst enabling her to freely move and attack. The domino mask included does hide her identity but the lack of any head or face wear beyond that makes it immediately clear that Cassandra is human. The traditional kung-fu inspired jacket and pants are bullet proof, as well as the shoes, but the protection they provide is relatively minimal. It does allow for complete freedom of movement which would allow Cassandra to fight with the fullest extent of her skills but it offers little beyond that and instead focuses on achieving PR points.

The faceless shadow costume is a costume that focuses entirely on stealth and offensive capabilities. The entire outfit is meant to camouflage in darkness and while there is no visible face on the outside of the costume, inside there are a suit of tools to see in the dark and fight effectively. The suit is bullet proof but is only lightly armored in order to keep it as light as possible. Instead the suit is equipped with grappling hooks, claws that double as climbing gear, a hidden gun, a utility belt with sharp and explosive projectiles as well as a first aid kit, smoke and flash bombs and rope, taser gauntlets and an internal air supply. The suit is meant to be highly lethal and is most useful if you intend to let Cassandra take on the identity of a more unscrupulous figure in the world of costumed characters.

Mari's power is useful enough that any costumed designed for her can afford to loosen its restriction on armor or weaponry. For Mari a bold and interesting look is something she'd prefer and prioritize over immediate combat applications. Whatever costume she does end up coming up with would require her to be able to move flexibly in them to make full use of her powers but beyond that the costume concepts can run wild.

The armored tiger costume is meant to be stylish and sleek whilst not compromising on fashion or appearance at all. The sentai-esque suit is a bit different from traditional superhero costumes but the orange and black skintight suit is armored in discreet locations and its tiger helm is stylized enough to look sleek and elegant as opposed to menacing. The suit does contain razor sharp claws and the armoring does make it more defensible so it can be used in combat fairly effectively despite its focus on fasion. The utility belt containing bolas, caltrops, first aid kits, a communicator, a flashlight and lockpicks only adds to the utility of this option.

This costume is certainly a bold option and is more fashion piece than combat gear. The bold fur lined is capable of standing up to combat, but the fact that it's deliberately left open and with no armor beneath it doesn't really act all that incredibly as armor. The pants and boots are sturdy and well made but the bold look is clearly primarily going to make a fashion statement as opposed to a combat one.

This costume is incredibly simple. An orange unitard with a stylized belt and long clawed gloves are all Mari feels she needs to pull off a stylish superhero look. The unitard obviously must stand up to some wear and tear but there are no additional features beyond that.

Jinx's magic is interesting to design around as it doesn't often require any physical exertion on her part. As such the design has a lot more room to go for form over function. Obviously her costume ought to imply magic use in some part as it not only serves as a clue for people to latch on to the identity with but it also might cause Jinx to focus on magic more which will help her combat ability. Jinx's own sense of taste will naturally make somethings more complicated as she is a bit picky about clothes, but Lana and Mari could most likely come up with something that would work for her.

Sometimes it's best to stick to the simple things. A modernization of the traditional witch aesthetic, through the use of a simple black and purple dress, leggings, and arm warmers topped off with a wide brimmed black wool boater hat could work as something both functional and appealing enough to both Jinx and the public to get it to work. The hat is weighted to act as an emergency projectile and a bag of holding filled with numerous gadgets would aid Jinx in ensuring she has whatever she needs. It's simple but it gets the job done.

This costume on the other hand is a little more complicated. The tailcoat suit gives an immediately more steampunk aesthetic and the armor worn beneath the outer layers of the ensemble ensure that Jinx is well defended. Its appearance is fairly distinctive and makes Jinx stand out but doesn't do much to connote what her powers are or what role she's playing. It's still to Jinx's taste though so it might be worth acquiring regardless.

Edward has always been sartorially selective and searches for styles to suit his self-centered slants and so he'd be more than willing to have a custom costume made provided it meets his own personal tastes. Edward insists on the costume being green and refuses to wear anything that would leave him more exposed than a formal suit.
- [ ] [Design] Riddler Regalia (39 points)
This costume works by playing on Edward's own tastes and moving within them. This costume is little more than a green suit with purple gloves, a domino mask and a long golden cane with a question mark handle. The costume is bullet proof and there are lock picks sequestered within the gloves and knife blades that can be distended from the shoes but the real stand out piece of this costume is the can. The cane can double as a bludgeoning tool, a grappling hook, a taser and can release gas making it an incredibly useful multipurpose tool. It does look very similar to what Nygma wore during his brief tenure as the Riddler making it potentially problematic but this would be the costume Nygma would make the most use out of and potentially be most effective in.

A different approach would be to move away from the identity of the Riddler. A full body cloak with a hood that obscures his face and a blank white mask that has a built in voice changer and recording function is a simplistic costume but it's one that meets Nygma's design criteria and would be very different from the Riddler's appearance as Batman knows it. Still it's not easy to maneuver or fight in so this might not be the ideal costume to take.

Leonard is not a man who cares overmuch for appearances. He's willing to wear a costume for a paycheck but his preference is almost always towards the practical above all else. Still there are a few different looks Mari and Lana could develop for him if you did decide to cause him to act as a costumed individual of some stripe.
- [ ] [Design] Arctic Assault (27 points)
This costume is simple but utilitarian. A blue fur lined parka over white body armor and a visor that hides Leonard's eyes make this ensemble recognizable but not overly different from a soldiers appearance. A bandolier of freeze grenades as well as gun tie the look together and would give Leonard Snart a distinct visual appearance whilst not compromising his identity or combat effectiveness.

This costume however is a lot more complex. Bright white heavy armor, a full face covering helmet equipped with sonar, infrared vision and a gas mask, and spiked boots as well as an armored full body covering beneath the armor make this costume both durable and intimidating. However the real catch to this suit and its piece de resistance is the fact that it can control multiple drones all at once, each of which is armed either with the blizzard blanket technology, freeze grenades or a more simplistic conventional weapon. Furthermore each drone provides the helmet with video and audio feeds that can be cycled through so even though the costume isn't particularly maneuverable it maintains a massive amount of offensive capabilities and is very good at denying people access to an entire area.

Samuel Scudder is an idiot but one that's more than happy to play hero. As such getting him a flashy costume is something you ought to do if you want to make use of his talents as it'll hopefully draw attention away from his personality. Mari and Lana could come up with a few different looks for Sam even if none of them are particularly subtle.

The full-mirror suit is a suit designed to look like it's entirely made up of mirrors. With Sam's magical capabilities the suit is actually fairly defensively useful against bullets and beams as any mirror shard can be made into a portal to a pocket dimension and then released back out at a later point in a different direction. The suit is clunky and it can't deal with projectiles the size of cars effectively but it is a useful suit that has surprising combat capability even if it is something of a nightmare designwise.

Caitlin's powers necessitate that any costume designed for her use must be built around interacting with her powers. This means that the costume must hold up under extreme cold and that there must be at least one place for her to vent and draw heat from. However with this complication also comes an opportunity to design a costume that Caitlin can make use of and would be easier for her to wear in her day to day life than what she currently has.

This costume is designed to provide Caitlin with as much armor as possible. It is made of a mesh body stocking which is then covered by a layer of heavy armor. Located between her shoulder blades is a kryptonite battery which generates heat and powers the rest of the costume's function. The palms, facemask, shoulders and soles of the feet on this costume are all capable of retracting in order to allow Caitlin to unleash her powers and properly drain heat from the environment to ensure that the suit doesn't get overloaded with cold one way or another. This suit would be a touch uncomfortable for Caitlin as she'd be almost comparable to a scuba diver who constantly needs to fill up their air tank except for her that would be draining heat from the environment and it wouldn't be comfortable or particularly useful for interacting with others but this costume is pretty much the ideal defensive option for Caitlin that wouldn't result in nasty side effects from her powers.

The cold kryptonite suit is a compromise between power and comfort. Gauntlets, boots and a chest piece each with a kryptonite based heating system installed in them make up the bulk of costume and provide it with most of its weight. However Caitlin's head, shoulders and fingers are all exposed so that she may freely use her power and draw heat from the environment around her. This suit is essentially equivalent to walking around with multiple bombs strapped to her but one advantage it does have is that Caitlin can modify the energy being put into the kryptonite in her suit enabling her to ratchet up her power to be even more devastating for short periods of time. This costume is one Caitlin would be comfortable wearing and would let her effectively interact with others

While Siobhan's transformation directly affects her appearance there is nothing stopping her from wearing clothes over this banshee state. As such she could put on a costume when engaging in serious combat. Siobhan's powers require that her mouth be unobstructed in order to fight at peak efficiency and her regenerative capabilities mean she can forgo armor without sacrificing much defensive utility. Siobhan is willing to wear the costume if it means earning her keep but she'd very much prefer not to be given anything too bright and cheery.
