Not every first matters equally, and trying to score "the first probe to Mars" isn't going to win us many cookie points even if it does succeed. Meanwhile, every time we rush for a short term goal, we hurt our long term space program's advancement. Rushing the launch here just doesn't pay off.

Presidium of the Council of Ministers ("the Presidium" for short), essentially the Soviet equivalent of the executive's cabinet. The heads of the big ministries, like us and Finance and Defense and Interior etc. that get their own paragraph in the status post, excluding all the littler ones like Culture and Education etc. who are on the Council of Ministers but not the Presidium of the Council of Ministers.
