Attempting to Fulfill the Plan MNKh Edition

Heck yeah, more wins in Africa. Uganda is relieved to no longer be an island of socialism surrounding by post colonial chaos but the road ahead for them and Kenya will be difficult I'm sure.

Wow, were almost done with metros. At least for this plan, I'm sure more will show up after 65. The new water projects look nice but I'd rather hold that off until we're done with roads and put dice on telecoms.

We should do nuclear earthmovers at some point. Maybe not this turn as infra hell springs eternal, but we do have some legit uses for it. Also because it'll leave the welcome mat out for the good ideas fairy and that's always great content

I would want to implement "Streamline Financial Organs" and "Restructure Enterprise Tax Structures" because know that we have finally implemented our quarterly financial reports i want to begin using them cybernetically to improve the bureaucracies efficiency

This Plan most of our Infra Dice will likely remain tied up with the whole rail/road/water/phones stuff, so I'm not sure if doing Nuclear Earthmoving is really worth it if we're not gonna be able to spare the dice to actually do whatever projects it unlocks. Maybe save it as a "next 5YP" thing. I assume we'll be Infra-focused next Plan since Infra Hell is eternal.

What is the situation in Vietnam, exactly? Is it still technically part of France or is it de jure independent now? Anyways, will read the political stuff in more detail later.

A few interesting new things, but aside from maybe []Professional Service Development none seem pressing. Operation Plowshare is cool, but I would much rather FINALLY get those telecoms set up. I'll probably make a very slightly modified version of Plan I-Haven't-Had-Time-To-Think-of-a-Good-Name @Chimeraguard made a while back.

(I do think we should do the earthmoving project soon though, in case there's something like a few years's worth of testing as lead time before we can actually start digging legit infra.)

2430 resources.
In large part finishes what didn't complete last turn. And does the medical modernization with a focus, while we still have the reserves for a 300 RpD project.

IIRC our reforms last turn were meant partially as a 'set up' for the financial structure and tax stuff. Not sure what we should take to deal with the corruption fallout yet. Any ideas?

Resources Available: 2570
Resources Used: 2415

Note: Electricity Used really only includes the most likely projects to complete. It could theoretically be higher if we get really lucky on specific rolls.

Starting Electricity: 89 + 76(Autopower) = 165
Electricity Used:
-Metros: 3
-Tanganrog: 12
-ZIL Automotive Plant: 6
-Stalingrad: 12
-Pre-Caspian: 4
-Oil Cracking: 41
-Plastics: 31
-Medical Sector: 16
-Civilian Sector: 24
-Military: 7

Total Electricity Used: 156

Electricity Remaining: ~9 + 65(Coal Plants) = 74
Revised plan to slowroll Metros (relatively, it's a very low progress project) to keep 2 dice on Telecomms.

We theoretically don't need the Coal Plants if the CIs are kind to us, but I think it's important to do the 2nd phase anyway. After all, we've got chemicalization of Agriculture impatiently waiting to be done, and a bunch of other projects to gobble up electricity. And in the best-case scenario where we have more power than needed, we can start shutting down the old, crappier coal plants we built early on.

Bureaucracy does the financial stuff, and Ministry Reorganizations because I believe that's the Investigation Reaction that's most close to what we planned on Voz doing?

I like a lot of Chimeraguards plan but i personally think that telecoms is of the utmost important so i would like to get those out now and as many as possible because we are about to run out of stored RPT so in the next few turns we are likely going to be cutting a lot projects that isn't vital to meeting our targets. This is why i took 1 dice from busses, metroes, and medical because while important i don't see them as essentiel as the other dice in those categories

Vietnam is formally a french protectorate/part of the broader french customs union. In practice, it has near total local autonomy to do near anything that's not directly squashing French industries.

An alternate version of my plan that I thought up, this one trading our AgriChem work for extra Oil. The hope of this plan would be that Volga-Ural Finishes its Stage 2 and that Pre-Caspian pushes all the way from Stage 1 to Stage 2, while the 2nd Stage of Samara is basically an auto-complete. And a die from Cars to Coal Plants to make up for the extra power used.

This would give us a bunch more income from oil exports, and also provide us with enough Gas to do the rest of Gas Heating as well (and should basically guarantee that we don't come up short on required gas projects to keep Auto-Gas running.) But for me it's the extra income that's enticing, because we're about to hit our Resource Crunch moment.

However, this plan would mean an even further delay on starting Agri-Chem, and we're currently behind on our Agricultural Plan Goal that's supposed to be fulfilled with Fertilizer + Pesticides.

I see the consensus is on Ministry Reorganization. I agree, Aggressive Politicking sounds tempting but I guess it's a bit too Malenkov-y an approach.

I'm in the "telecoms NOW please" camp. At the same time, putting five dice in it might be sorta pushing it since there's lots else we want to do. If we want to rush it, let's just complete the current stage first and see how much progress we'll need for next stage. And I do not want to delay agrichemistry, we can get the Green Revolution going now so let's get to it!

Also I don't think Rapid Food System is high priority, but popular demand seems to say otherwise so I've put it in.

Also @Chimeraguard your draft still has a focus on fertilizer plants, despite dropping that action from LCI.

Only example of peaceful nuclear bomb use off the top of my head is the closing of ruptured gas wells by the USSR. Here's a video.
Its incredibly fast and cheap compared to regular methods and radiation is a very small concern. They use high efficiency warheads especially for this in the middle of nowhere, so it should be fine. The Soviets did this more than 200 times OTL.
Did the Soviets nuke more than 200 gas wells? Or did they use nukes for other applications that Badger didn't know about?

So, with the upcoming budget crisis, we probably don't need another power plant past the one we're going to be working on now. Thus 3 dice is likely overkill and the excess progress would be wasted.

Oil also is fairly cheap RpD, so it should be easier to fit into plans with the limited budget. I also don't want to spend 2300+ R this turn, so that we can do a smooth ramp-down of our spending. I'm spending only 7/8 HI dice this turn, preparing the industries for the ramp down to ~4 HI dice we'll be able to do next turn (1 coal plant if it doesn't finish, 1 bus, 1 steel, 1 or 2 on a car plant)

My original plan, since yeah, we can save doing oil for next turn when we're in a resource crunch, since it's low RpD and good for getting more resources. Decided to take out Fruits in agriculture as another bit of money-saving work, since it's a very low-priority thing that I was only really doing because we did some work on it already.

I'll need someone else to post the actual X'd in Plan though, since when the Moratorium ends I'll be asleep.

Did the Soviets nuke more than 200 gas wells? Or did they use nukes for other applications that Badger didn't know about?
They used it to create canals and dams, create underground storage for natural gas and toxic waste, to intensify oil and gas production, geological exploration (finding oil and gas deposits through seismic waves), stopping natural gas fires, to crush ore in open pit mines and many other things. The reason they stopped it was because of a disarmament initiative in 1988.

-Venera Program (-10 RpT) (See T63R) (Launch H2 1960)
-Mars Program (-10 RpT) (See T63R) (Launch H2 1962)
@Blackstar are these new launch dates correct? The last update said we would be launching the Venus probe in early '61, and we voted to try to rush the Mars probe up in late '60 rather than delay to '62.

The January 1961 window for the launch of a Venus mission is perfectly placed for one of the first few flights of the R7U.
The October 1960 window is in theory, possible with a very light craft

[]Ballistic Capsule Program: Now that our lift mass is expected to be significantly improved through the use of the R7U, far larger capsules can be considered. Breaking away from the tiny Vostok capsule plans and constructing a proper vehicle with far greater staying capacity and space for four cosmonauts will provide a decisive edge. Using the full bulk of the R7U's lift capacity, it should be possible to provide even a limited degree of cargo transport to any of the proposed station designs, along with enabling far larger re-entry windows in a theoretical Lunar return trajectory. Long-duration testing can even occur with a theoretical extended module while simultaneously enabling a far greater number of experiments. (1 Dice) (Expected Project Cost 10RpT)
Worth pointing out that this is a pretty nice capsule capability that could support a reasonable space program all on its own while we wait for the RLA launcher to finish. With that in mind it might be worth getting this program off the ground instead of using 2 dice on the Stalingrad plant.

I thought "Restructure Enterprise Tax Structures" was double speak for deregulation.
Restructure Enterprise Tax Structures just means that instead of making us calculate a bunch of different taxes we just roll it into one VAT tax so while the result of what they get taxed doesn't change the process of taxing them will be far easier

Change from previous post of this plan: +1 on Pre-Caspian oil since we need the gas it provides to keep autogas running, +1 Film Studio (it's a nice workforce sink), -2 to State Retail Renovation. Ballistic Capsule Program -> RLA Expansion by popular demand.

Smoothing the ramp-down of our HI when there's no possible way to keep the HI sector running at full when we're losing almost half of our RpT available seems pretty important.

edit: Rocketry dice rolls are in-line now, updated dice count to accomodate.
