It's mostly good, but I don't like the hairy distribution of infra dice. Kudos for getting to Commuter Rail, but I'd rather choose one other project e.g. roads to push rather than doing a single die on three separate projects.

And I'm not opposed to Mercury in principle, but why that probe in particular? Does it somehow synergize with the big reorganization?
 
Despite being independently created, my plan is quite similar to Redshirt's just above with identical HI and LI.

Infra is rather different, still getting the Commuter Rail but also focusing on completing the roads.
CI is similar, but with the Engineering Plastics moved to Plastic Industries to better take advantage of the Focus this turn.
Agri had to drop the Seed Programs for cost reasons, replacing it with Farmers Markets.
Services is completely different with a focus on stores and markets.

Not 100% sure on the Nuclear Drives in Rocketry, but having a good low-thrust engine is very valuable for the probes we'll be launching.

Cannon Omake: Western HSR Map
Did some cleaning up of the HSR map based on @Blackstar 's feedback. Is this worth a threadmark? Hope the immersion-breaking latin caption on Cyrillic map isn't too bad, didn't want to risk bungling translations.


The basemap is cluttered, sometimes it's hard to tell which dot a city name attaches to. But I couldn't find anything better with both text and resolution at reasonable size, so I'm sticking to it.

Room for expansion in that network no? I'll make an updated version of this map at the start of the 9th plan, accounting for what project y'all chose to start plus whatever extensions we do this plan. And I very much think we should put the two dice into []Western Passenger Rail Expansion some point this plan. If nothing else, it will ensure our HSR skills are not too rusty when we start the actually big projects.
 
We must run careful analyses of how the proliferation of gayness may affect steel production efficiency.
There turns out to be some bizarre convoluted mathematical relationship after all, but it's caused entirely by just how goddamn many socialist realist posters we published portraying heroic buff shirtless cartoon steelworkers back in the '30s, '40s, and '50s...

I've come across to postponing ESA. Given we can't effectively engage all our current free dice this turn with any reasonable dice prioritization, I argue that building ESA next turn instead of this one is not a waste. Instead, a proposal:

By investing two dice into each of Kansk and Donets, this plan has a less than 5% chance of failing to complete any coal mines, a reasonable chance of two that will give us breathing room, and does not risk massive wasted overflow on Donets. It's accompanied by Mangyshlak, which despite the likely overflow I think is better because of High Profitability, and both cost reduction heavy industry actions. This plan gives us a solid economic foundation for starting Atomash, ESA, and the car factories next turn.

I've tentatively put a free dice on Nuclear Drives because both I and Fasquadron really want that, but given we're reorganizing it I am in no hurry to start any more new programs by shoveling the remaining free dice into it.

EDIT: Moved one die from modern snack food to home supplies, for more efficiency.
Why in your plan do you prefer to favor the production of plastics over oil extraction with the deposit in Siberia ?
Doesn't this risk putting oil prices under pressure again ?
 
Hrm I like the gist of most of the proposed plans, but I think that trying to go for computers without a domestic lanthanide supply is going to be unnecessarily expensive. There's got to be some way to get 2 dice into lanthanide refining, maybe 1 from oil and 1 from plastics? I'll kick the numbers a bit, just gotta find 40R somewhere...
 
Ok tweaked things around a bit, the biggest feature is of course the lanthanide refining I just mentioned wanting to fit into the plan. Ended up taking the dice out of plastics, a 96% chance on oil if I took a die from there instead is probably fine but that's also what we said 1967-68 so I'm feeling pretty risk averse with the fuel supply tonight. Plastics will still lock down phase 1 and has a 5-10% chance at phase 2, or in most other cases at least putting phase 2 in easy reach next turn. We lose a little bit of theoretical efficiency by not taking maximum advantage of Balakirev's focus, but I think it's still an acceptable amount of funding for the brand new deputy's pet project and will achieve the goal of knocking the petrochemicals price down by a decent amount as well as setting us up to easily continue that trend in 1971. Missing out on 30 points of progress is ultimately not the end of the world.

Other changes made with the freed up cash include refocusing LI from furniture to air conditioning, we really shouldn't slack on that since it's required for the housing program. Actually building the houses with proper HVAC comes first, I'll worry about furnishing them from state enterprises after that's more secured. Also played with Services a little bit to try and squeeze some more dice efficiency out of the sector, childcare at 3 dice is still acceptable progress and without the need to pinch pennies quite so hard we can spread the dice out into taking a shot at something that actually contributes to the target. Services dice are going to be really scarce this FYP so every little bit of efficiency matters, hopefully we get lucky on at least one project.

Finally, nuclear drives in rocketry by popular demand. I'm still not personally sold on them being a great idea but enough people have been vocally in support of them for enough time that I don't really feel like dying on that hill either. If we're gonna be thinking about the outer planets or a potential Mars sample return, this is the time to roll the dice on a nuclear engine and see if anything vaguely feasible falls out. I still suspect we're just gonna cancel it after it's clear the program will take too long/too much political cost to do anything, but who knows maybe we get some RLA luck again.

One final thought I had is that maybe taking a free die out of Infra to put it into Services would be a good idea? Not sure if I'd cut drinking water or the Volga development, both are still pretty important and it's a very minor optimization at the end of the day. If anybody feels strongly about that though, please speak up. It would let us do something like build a bunch of gas stations to support our planned bus routes that hopefully get funded next turn, idk.

Not really 2 dice has a chance of 60 percent to actually complete one phase which i think is the maximum we should aim for as oil prices is only at 23 which means to me at least we should not go any lower than we already are and since most plan has only the plastics as a fuels cost then you aren't really in danger of going over the 40 line personally i have moderated to go to three dice which risks going under 20 which i would still want to avoid but this plan i think going over 40 is something we should fear like the plague

Final draft of my plan where HI has more dice on coal as the growth needed there is extreme and we should get ahead of it. Switched over 1 dice to Siberian fields and killed rubber (sad) to get Lanthanide Refining as that seems important and then added a last die to childcare.

We're looking at +7 from background consumption before any additional price raises from plastics etc., with CMEA prices at 34. So just the +7 would put them over 40 if they feel the full brunt of it, or even if it doesn't hit the wider market quite as hard it still puts them dangerously close. After almost having to send in tanks because of CMEA fuel price spikes I'd rather keep them nice and insulated for a few more years - at least until their regimes recover some stability and we get the Euro going.

From my understanding i don't think the CMEA prices matter for more than how easy their growth. The way i understood it is the problem wasn't their oil got to expensive as that already happened a turn earlier the problem was that the massive amounts of oil they imported from us got to expensive which lead to a massive shock as they could no longer afford to have the industry running.

Edit: also the reason for all the dice in childcare is because the current phase is expanding it into all the poorer republics AKA all the places that need it the most and would benefit the most from it which i find very important

Hrm I just noticed that if I put the steel mill dice towards Kursk instead of Mangyshlak that frees up enough money to switch one of the overkill oil dice to synthetic rubber. We lose the high profitability of Mangyshlak and stretch our coal thinner (net +1 from 55 to 56), but maybe the rubber is worth it? I don't know, what do folks think?

I think we go for the extra resources from (very profitable) over the rubber for now.

I think this is plan is the better opening move. In the rush to modernize street infrastructure, coal has been neglected, with us barely avoiding another coal crisis. As people decided to put 3 auto-dice into building coal power plants, our hunger for coal will only increase. In my opinion, investing 4 dice this turn is a necessity, as the Kans-Achinsk only allows us to tread water (11-1 = 10/turn, -12 from Kansk-Achinsk). We need to invest into coal extraction in order to actually build up a reserve against the ever-increasing demand, which is more vital than rail systems and the developing the volga. If we need to finish a coal mining phase each turn by failing to start multiple coal projects, we are putting ourselves at the mercy of the dice.
 
I really don't like Heavy Metals and its variants because of its unnecessarily wide spread of dice in LCI and Infra. In the former case I want to make maximum use of Balakirev's focus: I don't think Engineered Plastics needs to be done right this moment, and if there were serious consequences from not having it right this turn they would be more explicit. In the latter, I've said my piece about why I prefer to work on a few projects at a time. Better to have one project done this year, one in the 2nd, and another the third, rather than slow-rolling them to they all finish in the third year while giving Blackstar a lot more text to write for no reason. And I wonder how many of you will hiss like frightened cats next turn when someone proposes a plan that doesn't keep all three of those going at the same time as we start the very costly ESA.

Also, why the heck does the first variant put a single die on the Pechora fields that probably won't complete it, instead of putting it also on West Siberia to maximize the impact there?
