Ok, thanks for the reality check comrades. Still, trying to build the truck plant should cushion the fall since we are at least obviously trying to fix things instead of running off to build coal mines we don't urgently need.
I mean we will need them at least 2 turns from now right? I'm not sure if coal usage is going to end up growing next plan, but at least next turn it'll end up rising to 54 and after that 60. It's not URGENT, but keeping it down is good, and if we get it below 40 we might be able to benefit our steel industry by reducing coal costs.

Oh yeah. But with seven dice on the same project, the case I was talking about, that's an assured +35 Progress. Which can be enough to tip a project from "this will probably work" to "this will almost certainly work," for example.

I don't remember what our exact Infrastructure bonus will be next turn or I'd fire up Anydice and check it out myself.

This turn It's +25, 20 from the ministry and +5 from klim's bonus to infra, a +5 from focus would make it. +30
Next turn in the new plan it will be 34 from a +29 general and +5 Klim.

No, I mean that a flat +5 per die from focus on a seven-die project equals +35 to the project itself, collectively. Which is a significant difference since a lot of the possible failure modes of "but I rolled seven dice" will be something like "I came up 27 points short."

Seems like regardless of what plan wins, we will probably be kicking out Glushko, reorganizing ag, addressing topsoil, and staring on lithography. Which are all on my wishlist, nice. I would've liked to see us try and reorganize both HI and Ag, but I can understand why we are more concerned about Ag.
 
Even aside from other thing being higher priority, I see little need to reorganize HI since that department already had a huge shake-up from the general anti-corruption investigation and us personally assessing it at the start of the plan. Reorganizing it again has both limited further benefits and poor optics.
 
Update: thanks @agumentic for catching that I had accidentally double counted a die in LCI, meaning I actually had a free die left over. Put it into rocketry so we can do both Intercosmos and Increased Commercialization, so that dilemma is solved at least.

I mean this and anti-corruption are a bit different. One is a direct purge and airing of the laundry list of all the fucked up shit in agriculture, this one's not so direct an attack, and now that we've solidified our control over the ministry (and hit our target) we can start replacing some people.

As the man had been in lead of our space program since it became a thing, shouldn't our up or out scheme have him retiring soon anyway?

HI is lacking a deputy, and I doubt that will last past this election, this may be the last chance we have to put in a friendly face there before a HI focused plan, where a lot of money will flow there and create opportunities for whoever is put in there to accrue significant political influence. Also, this is not a anti-corruption campaign. I don't see why trying to fill a vacancy in our own ministry is poor optics. At most some people will complain we didn't wait for the elections but frankly that's not a very strong vector of attack since this is important for the functioning of the Ministry. Frankly, going after Agri is iffier in that sense if anything, though well, its not a sector that most politicians super care about like HI.

The mood was festive in the office, the long table of the cavernous conference room had been replaced by smaller tables, draped with linen cloth and fine cutlery. Plentiful spirits were poured into the glasses of those present, and the smooth Turkish cigarettes gave a smoky atmosphere to it. Within the room was assembled for the first time since those frantic meetings in 66, when the very fate of the Ministry seemed to be up in the air, all the notables of the Ministry. Of course, the atmosphere now was lighter, after all the crisis was receding and careers were no longer seemed to be in jeopardy, not to mention the momentous occasion all gathered hear to celebrate.

As all the guests settled in, the clinking of silverware against a cup brought everyone's attention to the podium installed before the wide glass windows overlooking the wide bustling avenue of New Arbat, and to the man about to speak. Klimenko, the Minister who lead all through those tumultuous times himself:

"It is with great joy that I gather all of us here for the 40th anniversary of this storied institution. Much progress has been made in the pursuit of the development for socialist development. 40 years ago the Union was but a industrial backwater, albeit a sleeping giant, since then however we have made great strides and can with strenght and confidence say that we are the world's greatest industrial power. The contributions of all gathered here and those before us have been critical for this success, and so I propose a toast to the ministry and its workers!"

Hooting and hollering could be heard, with many cheers as glasses full of Stolichnaya touched each other. As things calmed down, the Minister continued, "Furthermore, I would like to celebrate the strong recovery in the heavy industrial and construction sectors, I have it on good authority that growth is expected to surpass 7% in industrial indices. These have been troubled times, but with the hard work of the workers and administrators we have been able to decisively overcome them!".

"There is of course, also the matter of fullfilment of the goals set out for this plan in the agricultural sector. I am sure some of you already know of this, but for those that don't I am incredibly pleased to announce that preliminary reports in regards to the most recent harvest have shown we have managed to complete those objectives one year ahead of time. The modernization and massive improvement of yields have steadily brought the countryside into modernity and out of poverty, honoring the sector that served as the foundation to our modern economy. To that end, I would like to thank Minister Smolin for his relentless dedication in the fullfilment of this plan, and propose a toast to him! Let us drink to the success of our endeavors!"

At that, a raucuous cheer could be heard from the room, in particular on the table where a kindly looking bearded old man, Smolin, sat. And as the cheers subsided Klimenko continued "Other sectors of course, have performed excellently, and warrant much praise. Many enterprises have expanded in their production of consumer goods, and great progress has been made in the road situation. The finalization of hydrological projects has powered our great industry and watered our farms. This year has seen record growth in the provision of services under the able leadership of its new minister. And the rapid exploitation of oil fields due to the able work of our chemical workers and technicians in particular are worthy of praise. Oil is the lifeblood of this nation, and we are lucky to have those able to rise up to the task of ensuring this great Union is energy secure." He paused with a meanigful look to his new deputy, and moved on. "And with that said, I shall not bore you any longer, may we always have a reason to party! Cheers!"

The idea here is to ride politically on our major success in Agriculture, which was indeed our stated intention for this plan from the start. As such, since we no longer need to worry about financial targets, we can go ahead and give the SupSov representatives from those rural areas the red meat that they need for their base, and secure their support, while also going ahead and massively improving the quality of life of around 30% of our population.

Waste and Water Grants, plus expansion of Population Services, Store Systems, and the construction of Town-Markets should all greatly improve conditions in more remote areas, and expansion of social programs to rural people, plus a revamp of the tax code, should further help their development. The hope is that doing all of these things concurrently will lead to synergistic effects, and turn into a singular cohesive push towards modernization.

We want to revamp the tax code in general anyhow, so there's likely an extra synergy between doing it alongside the agricultural tax reform, and being the end of the plan, now is also naturally our chance to futher reshape our Agri ministry and remove the last influences of Voz's cartels.

Everything beyond that is pretty simple and basic - we complete the roads goal, get steel and trucks online, hit the congoods target with home supplies, put a dice on Sevastopol and Lithography, and get more of that sweet, sweet oil. Between the services projects, trucks, home supplies, and oil, we should have a pretty noticable income jump headed into the next plan, too.
 
Well, as my otherwise preferred plan is winning, I might as well give my wants a try. As it says on the tin, this plan drops Lithography to try and get both trucks and synthetic rubber, and also has a few other changes so that both of these have ~90% chance of completion. Personally, I think getting them this turn is worth more than ~10% chance of getting Lithography this turn, possible benefits from uncompleted project notwithstanding. Also, since it has 7 dice on Childcare, which gives about the same value as 6 dice+focus, it frees up a bureaucracy die which I spend on labour policy.
