Well, IIRC she actually loved Baelon and grieved deeply both for him and Aemma... So there may not be that much of a problem...There is the possibility he becomes a decent king. But that won't stop people from being ambitious. For example Rhaenyra could feel like she should have the throne even if her younger brother is Decent.
