We do not need undead legions, but it could be useful, when we stumble upon strong undead, we can convince to work for us, provided we can figure out how to apply it not just to undead we make, but to already existing undead.
No. We are simultaneously researching how to Raise long-dead people like Laenor. We don't need a second method.

Why? I'm being very serious here. Why are we even doing this? Why do we need undead legions? We can ake plant legions out of corpses, which is clearly better than undead legions.
1) We promised him to finish his research.
2) It is needed to find a way to mitigate NE's destructive influence. Without this research we can't have Necromancers "safely", nor any sentient Undead that won't be making world worse by their very existence.
3) His research further leads into anti-Other stuff, as per Azel's ruling on it.
4) Also takes this to find a way to make constructs like Undead but powered by other energies.

TLDR, even without "undead armies"-aspect it is plenty important to finish, and finish soon - Essarian Undead are worrying me more with every day.

Not sure why this is needed, beyond the rule of cool. Is it worth the effort?
DP (or Azel, can't remember), said that that would, essentialy, be the first step to us un-fucking whatever happened to Axis' forge of Inevitables ,and that's certainly one of major goals to achieve now, if very long-term.
That aside, it's also "cheap"-ish Elite Forces, specifically designed... what a fortune, against Long Night.

Vee really has been doing quite enough Research... Can't this wait a month? I'd love for her help in the East !
DP is going to give out XP for RAs now, and we can take her on momentary missions.
Please C&D, we need that RA done more than her levelling - without moving Heart Trees we can't get Storm God, can't save Ancient H!Trees Beyond the Wall, etc.

Why? I wish that we didn't have to do this now. It isn't urgent at all ! Our weapons are decent already!
It's a very powerful weapon, that merits research for being nearly impossible to defend from.
It's not guaranteed to be a replacement to our exisitng weaponry, but it is shiny enough to try.
Can Teana do this while teaching ? Teleport is great, I guess.
No real need, actually.
Azel ruled that Inquisition alone (i.e. several Inquisitors and Tyroshi branch) would be enough to deal with this when asked (and QM'ing yet), but additional forces just ensure we get it done this month.

Oh and about this:
I want to use Velen for this

I don't have anyone else in mind whom we can set on freeing Barghests.
And like them or hate them, this step is necessary for us opening a "one-fits-all"-ritual for breaking Devils off Hell.

So, it should be done this month, Imo.

The fact that them interacting would be... interesting to say the least, is just a bonus.

No. We are simultaneously researching how to Raise long-dead people like Laenor. We don't need a second method.
That's for those who want to be raised, and for those whose power don't come from being undead, if we ever diplomance a Lich, then they would be a good deal less useful if returned to life, but changing them to not release death radiation, would not cost them the powers of a lich.
I'm inclined to do a vote when the action finishes.
That seem the best option to me as well.

No. Just... No. This is absolutely terrible threat prioritization. Inevitables are a very long-term threat, and meanwhile we're struggling against immediate ones! Same thing about our promise : it can wait a few months, if not years.

Same thing about the Barghest research : we don't need a one-size-fits-all ritual this month, or next month, or the next. We can just hold back on recruiting the less manageable devils (like the Faxlugon, or Imps).
Meanwhile summoning phoenixes to help with gem-harvesting will have an immediate, positive impact on our finances (and it's a nice thigns to do for best whale). We can do that research later.

Oh, and WTF are you thinking about when you say "cheap-ish elite forces designed against the Long Night"?
We specifically promised not to create them just to make them fight. We said we'd give them a real choice in the matter. This inevitably means that there will be "wastage", money spent on a bunch of robots who would prefer to do other things.

This isn't even about her levelling, it's about her being more useful in the lab than out of it.
Can we at least establish that she's on call for any big fights in the East? The group we're sending there feels too weak.

@TalonofAnathrax, I've moved the Scholarium to assist Vee. The research Vee is doing is important enough I would leave her on it. I've currently got her on the team returning to Essaria to check in on the Sleepers. We're not gonna neglect her XP needs. Also, I really don't think she has the temperament for doing anything close to an Intrigue Action in Yi-Ti. She can still drop her research to show up for a fight, if necessary.

I've moved Mercy to breaking the Barghest's connection to Hell. Breaking the Barghest's connection to Hell is really cheap, Progress-wise, and a necessary step to creating a method to reliably break any Devil's link to Hell.

Velen is now on Phoenix Summoning duty for the Fire Whales.

Leaving Qyburn and Elaheh researching the Undead thing for now. It keeps them busy until we have something better for them, and it could prove mildly useful in the future.

The Creation Forge is potentially useful for a lot of reasons, though cheaply and quickly producing Warforged will be nice all on its own. It's one step out of however many might be needed to possibly fix the Inevitable Forge in Axis, too, if that ever becomes an issue (though I doubt it will ever come to that). Mostly, though, it's for the sake of Anu. He wants more of his own kind to interact with and this can make that happen while also aiding us. Worth the time investment, though I'm moving Svitran to assist Lya instead.

Beryl is assigned to researching the Force/Sonic cannons because weapons/military research is the only kind she can do. It's by far the best turn action we can assign to her.

Removed Teana from the Goblin Market action entirely. She can participate in an Event without it affecting her teaching, but not an Action, so that's for the best.

[] The Secret of Life and Death: Analyze the lore obtained from Lord Bolton and Qyburn and see to bring the efforts made by the ex-maester to their conclusion, creating undead creatures that neither spread decay, nor need the constant attention of a skilled mage.(Progress 25, Cost 30,000 IM)
-[] Qyburn

[] Dagger-Wyrms: Find a way to create more Dragon-daggers like Feeder (Pre-requisite for other living weapons and armor) (Progress: 6)
-[] Elaheh Marita (Kyton Fleshsmith)

[] The Godhunter: The fortress-ruin that held the Orb of Dragonkind still holds leashed power unlike anything you've ever sensed, but it remains dormant for now. With time, it might be possible to reconstruct the controls of that power, and with proper preparation use it as a weapon to slice away part of a god. (Progress: 16)
-[] Valeria
--[] Lady Saenna – Assisting

[] Forge of Creation: With Anu having finally restored the ritual necessary for creation of his kin, much may change... But for now, that is but a single ritual. To truly bring his people to life, something yet grander Is needed.
-[] Organise a magi-industrial complex capable of producing Warforged en-mass.(Progress: 30)
-[] Anu

[] Weaving Deepest Veils: Research the lore promised by Fey of Orphne court, wards capable of evading even a god's eye... even if not a perfect defense all by themselves. (Progress: 18 Cost: 11,000 IM)
-[] Lya
--[] Svitran – Assisting

[] The Broken Pact: With many an Outsider now being a part of your Empire, developing ways of breaking them off the influence of their home planes may be a good idea.
-[] Break off Barghests from Hells (Progress: 5; Cost: ??)
--[] Mercy of the Soul

[] The Tree Connection: While the Old Gods gave you what they remember about their beginning, the knowledge retained within the first dreams is still vague and hard to grasp for mortal minds. However, by examining the magic imbued in a Heart Tree both in the physical and other planes, you might be able to deepen your understanding of their true nature. It will be slow work though, as you can hardly take a tree apart for dissection.(Progress: 30, Cost: 50,000 IM)
-[] Vee –
--[] Naria – Assisting
--[] Stepstones - Research (Scholarum) - Assisiting

[] Ancestor's Return: Develop a ritual to return Laenor Targaryen back to life, using rituals used for Amrelath, Wyla and leftover lore from Garin/Selyse's ritual (Progress: 8 Cost: 9,500)
-[] Dany

[] Blood Maiden Plaques: Much as they were creatures undeserving of existence, they weren't always like that… or at least their ancestors weren't. It would do you good to understand where they came from to those shores. (Likely information on Drow history and society) (Progress: 6)
-[] Drow Assassins

[] TO BE DETERMINED - Force/Sonic Cannon Research
-[] Beryl

[] Sway Ruler: The hero gathers support among the ruling elite of another realm to gain alliance, vassalage or some other favorable diplomatic position.
-[] Journey to Lorath to make contact with the ruling factions, with an eye toward peacefully bringing the city into the Imperium.
--[] Assigned: Windward Society (Aubert Flowers, Grazdan the Grim, Koron Redmane, Lohos Saan, Menel Goldtooth), Aradia, Erinyes (x1)

[] Gold and Shadow: The Fleet sailing to Yi Ti is your main counter to the Golden Company, but it is slow in coming, perhaps it would be best to send a set of eyes ahead, a set of hands too to tangle their plans
-[] Assigned: Tyene, Garin, Waymar, Nuri, Erinyes (x2)
--[] Special: Visit the Yi-Ti Expedition Fleet beforehand to pick up one the ancient Yi-Ti Scholars currently inhabiting a Construct.

[] Sober Truth: Deal with the darker elements of the the Cult of Zargreus once and for all, whether it be merely perilous excess or something worse
-[] Assigned: Glyra and Roaming Chaos, Xor, Sandor, Herald (x1), Guardian Naga (x1), Anya the Inquisitor, Mia the Inquisitor, Azema, Argo, Erinyes (x5), additional military and Scholarium forces (including Minotaur Fighters)

[] Goblins in order: Bring the Goblin market into accordance with the law of the realm before any of your citizens can be harmed though malice or ignorance
-[] Assigned: Malarys, Richard, Rina, Harbinger, Guardian Nagas (x2), Erinyes (x5), Fey Guide(s) from the Orphne Court

[] Southern Journeys: Sothoryos holds many dangers and just as many opportunities for those who would dare to reap them. There as in no other place you have visited, monsters stride across the face of the earth and even the common beasts of the Jungle could put entire armies of men to flight.
-[] Delve deeper into the Necropolis which once sheltered the remnants of the "civilized" Serpent Folk.
--[] Assigned: Viserys, Dany, Lya, Richard, Malarys, Vee, Rizz'Neth

[] Singers upon the flaming sea: Train phoenixes to safely harvest Fire Whale Gems for the betterment of both the pods and your own treasury, as well as setting up a safe trade route for all the gems (Progress: 15, Cost: 10,000 IM)
-[] Assigned: Velen

[] Assigning the fresh troops
-[] The Barghests are placed with Khal Rhango
-[] Send the Fallen Shield Archon to Rhango
--[] Ask Yrael to send a trusted Archon (maybe a Shield or Preceptor) to Rhango to help him and keep an eye on the newcomers for a month or two
-[] The former Bandits (2 Fallen Hound Archons, 2 Yaenit Demons, 1 neutral Spyglass Archon) are now assets of the Inquisition, Garin should decide where to use them best
-[] The Legion Devils will, under the command of an Erinyes, help the Legion train against devils, while also mastering the Hellfire Crossbows we have left over
--[] They will only fight on an actual battlefield by special need, or once we have severed their ties to Hell

Of course she can go help with a fight, if necessary. Research can always be put on hold.

I don't think the proposed Yi-Ti group is all that weak, though. Tyene, Waymar, Garin, Nuri, and a pair of Erinyes is a nice group with a lot of combat power and espionage ability.
@Goldfish, we already tied up that loose end. The reason we never brought back those spellcasters is because they're all utterly xenophobic and/or clinically insane. They're powerful, difficult to manage, and potentially secret worshippers of Tiamat.
Not really. We still don't know who among them we really can or cannot work with, who might be an outright enemy, etc. Regardless, we are now capable of more thoroughly containing them. We can turn them to our cause or stick them in bottles and tuck them away in our cloak. When it's all said and done, it will be one less loose end for us to worry about.

@DragonParadox, is that fucking necessary?

With monthly summoning-HD no less than a thousand, do we really need to dedicate more than 20% I already set off for summoning Phoenixes and Archons next month?
20% off a thousand is 200 HD.
Which is a lot of phoenixes.
And that's a minimal number, too - with people being extremely busy throughout the month.

To be fair that was before you took on a kyton and Qyburn. By comparison the Esarians start to look reasonable.
Debatable, IMO. Extreme paranoïa, Valyrian supremacism? Those traits sound both difficult to manage and very disruptive to the daily functioning of our high-level mage operations.
Meanwhile the two examples you mentioned were pretty much bought with money, and should be settling in nicely. How convenient !

The action isn't just Summoning them, dude, it's also training them for the job and all the other minutiae involved.

You could assign someone else to do the summoning and just abstract it as part of normal operations, however someone still needs to do the teaching and administrative elements

Yeah, have to agree here, @Goldfish
I don't think Essarian Sleepers are worth investigating into, just yet - we have targets of bigger priority to deal with.

For one, Rizz'neth needs help in cleaning out his ancestral house (and us looting that sweeeet rod)

Thanks for all those changes Goldfish.

One last thing :
Leaving Qyburn and Elaheh researching the Undead thing for now. It keeps them busy until we have something better for them, and it could prove mildly useful in the future.
Except that we do have something better for them!
  • Project Praetorian !
  • Anti Deep-One sea organisms, or at least sentries. How about something like the glowing lights used to detect magic in Braavos, but in the ocean? We could make plankton that grows when Abberations are near!
  • @DragonParadox, could you write up an action to research Fungus Forge-ing living creatures that can combine into stronger ones, or serve as living equipment / aura dispensers?
