It's still worse than steel, though a particularly inventive free rider or sellsword might try it.
Like mentioned would work great as padding.

Also I imagine it would be cheaper armor of choice for rogues of all kinds since not bulky, doesn't make lots of noise, lightweight, and can stop dead most subtler weapons like daggers.

Spider silk still better for armor naturally.

Could magic be written onto hardened paper armor to add even more protection/spells?

It could of course, there are even rules for making single use scrolls part of one's armor in Pathfinder.
 
We now have Tor's Human Skull and Tor's Serpentfolk Skull as part of our collection.

Also Yss will have eaten things blessed by both Lolth and Sseth, so that should have some effect though I don't quite know what yet.

Are we going to expand the SSE fleet at some point? It's barely over a dozen ships. Though I realize the ship is only part of the money that goes into the company, and that there are other costs that limit the capacity of vessels worth keeping for regular routes, still we should be able to add another few ships every other turn, right?
 
I was thinking about using most of the front page for the main caricature, with explanatory text on the side. The backside would then be used for the actual newspaper.
That works, too.

I would still prefer to make the first one more tasteful and less inflammatory.

Yeah, I just keep forgetting. Adding another ship costs 42,500 IM and that's about it. We just need to throw in some money.

The issue with that story is that to be on the run you need to be a step ahead of your adversary.
The hunter being a step behind makes for a good story, the hunted for a short one.

I wanted to throw some actions and one set of Titan Tools at immigration next month anyway, so, yeah, we could.

On that note, I wrangled some Boring Stuff with DP by PM earlier today and we got no less then 16,000 immigrants to the Stepstones this month, without spending an action on it.

So we went from 106,000 to 122,000 people. How many of that went to SD?

Which also means that the current number of people in and around the city is more like 70,000+

Wow, that is a lot.
