21 20x20 foot cubes of effect are created by the spell, then the ground down to a depth of 210 feet under each cube is converted. Each 20x20x210 column contains 84,000 cubic feet of soil. 21 of them equals 1,764,000 cubic feet.
We can probably do with less than 1 foot of volcanic soil, it's not like it need to be pure volcanic soil, even 25% volcanic soil mixed in with the normal soil, would result in good soil, and there's other spells to improve soil quality it can be combined with, that are lower level and we can teach to our underlings.

Cause Drow assassins are the best in the business, at least the ones that survive to adulthood.

These two have probably killed more people than Viserys has ever met.

If there's one thing these boys will understand and trust (in so much as anyone of their kind is capable of the emotion) it's a job offer.

They're not the last, there are more in the Underdark.

These just happen to be ones that are well-disposed to us since we de-cursed them.

Now is the time to rehabilitate then and fully get their loyalty.
 
Should we call Snowfire? They need to deal with trauma, even if they are Drow and are used to the shithole that was Drow society.

More seriously: @DragonParadox, what do we know of their builds/levels? I'm wondering what we can have them do. Drow have some great racial PrCs (a good Yathrishnee-dip build is amazing for necromancer Clerics, for example).

Calling it now: they're HiPS killers (using the Drow Blend into Shadows feat and maybe a level of Warlock for Darkness at-will), possibly with a cool rogue PrC like Hellbreaker (demon-killing and amazing HiPS, yay!) or access to shadow-pouncing. And of course they have poison use.

I would like to add that Terrace Farming plan to our actions, perhaps starting this turn while we're still mostly stationary in the Stepstones?

If we're planning multiple immigration actions next turn, we can immediately just direct the flow of thousands into that farmland and dramatically cut down on food importation.

This analogy is not valid for Drow. For them it sounds like "jumping into a pull of itching powder instead of being in the safety of my home", with them not liking light and actually blending in the darkness that gives them security.

You aren't wrong, but it's logistically easier for us to just use pure volcanic soil. It's not like the stuff is hard to come by, so we might as well create farmland that will be abundant for centuries to come.
 
@DragonParadox, has Svitran contacted Riz'Neth about his recent success with getting the non-sentient serpentfolk to full sentiency?

Can we use that as a tool to bargain with him to get some of his Deep-Dweller Serpentfolk to come live in Sorcerer's Deep?
