Personally my main reason for preferring Gan Guangli is because I don't want Ling Qi to be saddled with ever more obligations for social actions. Ling Qi has plenty of friends already and the Ma sisters aren't going to be in the Inner Sect. I'm also getting impatient about breaking through and I strongly prefer actions that help Ling Qi get ahead instead of socializing with new characters. Doing the Gan raid has some chance of earning Ling Qi some loot, solidifies Gan as an ally and he at least has some chance of making it into the Inner Sect, earns Cai merit points that could be used to call in all kinds of favors, and of course real combat helps train skills.
I do want to get the Ma sisters to actively participate in whatever Ling Qi is doing, including sect missions if there are any appropriate ones. If they do a good job it would also be cool to reward them with some of Ling Qi's stuff. How do you guys feel, for example, about granting them Argent Current?

Hang on... Doesn't tutoring take up a minor? I'm counting 5 minors for the Emerald Sea plans. Shouldn't we only have 4?

The benefit I see here is that the Ma sisters are definite subordinates placed under Qi's authority from the start of their interactions together. Ling Qi is going to be expected to delegate and lead from her own self given her potential power, and she will be best at this if she has some experience to learn what works and what doesn't in a relatively low-stakes environment. Notice how Cai thinks that that practice is worth forsaking so much of her cultivation time? It may be prudent to take a hint from her actions in this respect. I'm not saying that we spend all time managing every little detail, but Ling Qi from this update really does not know how to carry herself and appropriately encourage/challenge her subordinates and that's something that will need working on. These were assigned to us by Cai; I think that we should expect her to be watching over our interactions with them with a careful eye for a prediction of future behavior. Neglect will tarnish her opinion of our abilities to oversee others justly; cultivating our lessers' talents, on the other hand, will improve that estimation. Just some food for thought, I also much enjoy their company to many of our more angsty peers.
I wouldn't be against giving them Argent Current but are they even interested in that with their focus? They're mostly about Earth arts, but our only one of those is Abyssal Exhalation and that only seems to match their sort of delaying tactics and the like insofar as it replenishes qi over time when an opponent is damaged. I guess we could float ideas past them and see what they care for, they should have some idea of what would fit in well with their family arts. (I assume they're family arts anyway, what with the pottery and all.)

Of course she won't. But if we stay away from her, she'll have to track us down and risk another humiliation if we get away from her again.
Showing up to a fight though? Seems like waving a red flag in front of a bull. If Liling hears about a fight, goes to rumble and finds Ling Qi there? We'll be hospitalised again for sure.

You are miscounting, there are only four minors that are in Plan Emerald Sea
-Li Suyin and fun formations
-Cai and legendary legal studies
-Ma Twins and Su with spontaneous spars
-Extreme Escape contingencies
Although
@Katreus You might want to switch the Escape contingency minor with the Cai minor, as it makes a lot more sense to work on escape contingencies while moving through the forest and getting the supplies to appease the spirits then working with Cai on legal studies, while moving through the forest and trying to appease the spirits.

If we stay away she will have more resources left over when she finally does show up, and thus have an easier time limiting our escape options. I would rather hit some of her raiders and risk that she might turn up to fight us, Gan, and our assault group at once than wait until she turns up while we are alone again.
It's not attacking her fort. It's attacking her raiders, that is to say, small bands of skirmishers. The fights will be over quickly, one way or another. (it's a damn minor action. this is not a full scale battle.)
also, If she takes the initiative and tracks us down, we're worse off then we would be if we're already combat ready with a group.
Not only will she be ready for us when she comes for us, she is unlikely to come alone. She's not going to commit the same mistakes as last time.

Also if Sun Liling hears about the fight and shows up, it seems likely that either Bai or Cai would also show up as reinforcements. A fun time will be had by all! Plenty of loot to go around. The last time Sun hospitalized Ling Qi, she got a nice gown out of it. Imagine what she might get this time! (I really want to read about Ling Qi participating in a big fight. It's been awhile since she has been in one.)

Well... like I said on discord. We need to spend more actions with the guys because it's becoming a taco fest up in here...plus there's a high chance well be fighting a named character and it would be nice to see how we compare before tourney.

Anyway, I'm not switching because Su Ling needs to share in Friendship Train. By which I mean, that grumpy hermit should have some normal sparring partners, not Survivalist!NEETing it up and emerging briefly to get her concentrated dose of Ling Qi. Not only that, she'll now have two more people to train with at the Cavern, and hopefully that leads to them meeting Suyin too for full Earth Squad.
(It's weird. What do all these regular people do? Just study on their own all the time? I can't imagine that most people have at least 3 regular training partner groups with which to practice different arts.)
Also, Cai, despite how it appears, is not linked to the forest action. It's perfectly fine on my own post, but the tally makes it look weird for some reason.

Honestly, the only part I don't like about 'The emerald sea with Gan', is the argent art vote.
I doubt Cai has a lot of info on that. (She spends most of her day doing administration work. I doubt she has anything like an extensive list of arts known by her followers.). it would probably be more productive to ask Fu Xiang about it.
Of course, Fu is gonna want payment. All things considered, I'd rather pay in flat stones if feasible.
Our other option would be to ask a favor from Cai, a favor I think we've more than earned.... but honestly, I'd rather save the favor for something more vital than what is likely to be another brawler art.

The only reason Renshu got away with the first is because we didn't know we had to take precautions. We are told Ling Qi thinks she can take these missions without interference or at least she has solutions. If it's on the available shop list, it's one she thinks she can do.
We also know it's a stealth mission (when we were choosing between that and spirit catching, Yrsillar told us both would have stealth elements) so that it'll trigger EPC and the only other option is the wolf mission.

Not the biggest fan of the addendum to Cai about asking for Argent arts either. Seems off to me for reasons I can't quite articulate at the moment.
Edit: Also want to hang out with Lan Lan soon. We haven't had much relaxed, one-on-one hangout time with her since the whole 'little bit of fun' tribulation thing.

If you look back at when the question was asked, it was specifically about the new missions (dragon and wolves), not the old ones:
