Very happy I was able to do my part in working out the Kislev Canal compromise by getting WoG to confirm its benefits.

@Boney Some follow-up questions:
1. Would the Empire or Karaz Ankor be interested enough in the Kislev Canal to pitch in and help without our prompting?
2. Beyond that, would spending the Great Dead or Dwarven boons on the Kislev canal significantly help in its construction?
3. Would the above favor trading mean Kislev gives us another boon in exchange for the extra help? (i.e. Trading the extra canal help for Book Boon)
4. I assume working out the details on whether to spend boons on the Canal comes later, after the Kislev Blood price is locked in?
5. Can we organize further Dwarven expertise/assistance for the Kislev Canal (without spending boons) just using an EIC action (Barak Varr partnership), AV spending, etc?
6. Are the rumors about Mathilde's "close relations and possible flings" with the Empress considered a mark of scandal for the Grey Order?
7. Is there any credibility to Ghal Maraz being fake in the quest? I'm not very familiar with canonical discrepancies but I remember reading about how Sigmar possibly took the hammer with him when he ascended and the current one is a replica that was later found, etc.
8. How feasible is the idea of reciprocal fleet-basing rights between the Empire and Kislev in the context of the Kislev canal? Would trying to push for that be considered as counting our chickens before they hatch, or can we fit that into the canal planning/negotiations?

True... I suppose if we really need a Major favor from the Runesmiths we could just spend a lot of AV all at once.

Yeah, that would make the more general boon worthwhile.
Small nitpick, the Runesmith boon is just Moderate (not Major).

Gold and rumors, can't go wrong with that.
Tbh, the canals would be far better for gold and rumors by directly connecting the EIC with the flow of trade and rumor mill. Niter factories would be closely controlled by central authority like Roswita did in Wurtbad so it'd be less effective at producing intel.

In Divided Loyalties, you cannot turn favour into a different kind of favour, because it's messy and bad. However, we can convert favour into reputation. An example of when we did that is when we spent Dwarf Favour building some magic towers for the Colleges. It didn't get us College Favour, but it did get us College Reputation.

That's WFRP 4e lore and isn't being used for this quest.
 
I dunno, Hexensohn went to check out some rock and him and two fucking battlewizards died. And that was in an area that was not, in fact, defiled by a goddamn Everchosen :V

Hexensohn entered the spooky chamber of spookyness all by himself. I doubt we'll be that incautious ourselves. Also his battlewizards survived, they are the ones who dragged his body out of there.

Don't get me wrong, I'm not trying to say it's not dangerous, but I think we and our employees have a good number of skills and abilities to handle it, and if not, we can always hire more wizards/runelords/whatever to help.

Imperial Historian: It is clear that the indoctrination of the colleges is potent indeed, for the acts of Mathilde Weber show internalized hatred of the Archenemy in spite of never having been burned by them. Strenghtening of the Kislev and Empire relations in preparations for the thirteenth everchosen being one of her greatest diplomatic triumphs.

Mathilde while making the decision: Fuck the merchants and the boat they rode in on.

Wasn't the Nuln book deal basically doing that by converting the KaK Metalsmith Boon into help for their reconstruction?

The whole point of getting the Tzar of an entire country to do a thing is that the Tzar of an entire country has orders of magnitude more resources and influences to do the thing than you do.

That doesn't seem like the sort of thing that could realistically happen and get a collective shrug from all of the very powerful beings, people, and institutions that have a vested interest in the physical embodiment of Sigmar's legacy and the Empire's legitimacy. If it was the case, a lot of someones would be doing a lot of somethings about it.

Trying to nail that down now would be premature.

Canal is probably going to win, but it is sad how Kislev probably won't recreate the Firespire on their own initiative... (Because of Ice Witches).
Don't really see how this would be possible without finding a way to purge all the Chaotic taint and magic in the Fire Spire. We haven't yet reached the point of functional Waystones after all, and Praag's tainted districts are basically walled off iirc.

What's that? Digging a canal through the Neck?
Digging a canal to connect the Mander to Blackwater Bay (upper reaches of Mander isn't even fit for shallow boats), digging a canal from the Twin Forks to the Ironmen's Bay and probably wrecking Riverlands ecosystem, digging a canal through the 300 miles of swamp in the Neck. Take your pick :p

So question, is part of the reason for the Canal plan because by doing it this way we can also connect Kislev into the Empire waystone network easier using our river leyline plan?
 
Couldn't it be negatively construed as being involved or having influence in imperial politicking and against her vows by potential detractors? Or am I misunderstanding the Articles rules on that?

There is no article that says you cannot influence the Emperor. There is the vow of poverty which is about money and there are the articles which are about obeying imperial authority and not touching the bad magic.
