I don't think I have ever commented more than once in this quest but believe me I've been lurking in the background for a long time and I have to say I'm really sad to see this go, hopefully the sequel is just as good, Eh?

I can't say I'm enthused at the idea of rushing for Nuuk Phase 4. Nuuk is an almost purely numbers-go-up project, and we have a massive +61 Capital Goods per turn already. Of all the projects we could try to see get finished in the last turn, Nuuk Phase 4 just isn't interesting to me, especially with how many free dice it costs. Better to just get Nuuk started so that we know it finishes in the timeskip. Not rush for it at the cost of other things.

Yeah. If we complete half the project with regular Heavy Industry dice this turn, I for one will be very well satisfied.

Free/AI dice should go to things that are actual high strategic priorities for GDI right now, which mainly means "space" and "tiberium."

My own plan didn't even put Free dice on Military and I'd always done that before... because I figure that as of 2065Q4, the Treasury doesn't expect to make that a priority.

I disagree with calling it a "numbers-go-up project" - it's the gateway to unlock more automation projects, which given the current Labor crunch are likely very needed.
Underground Tiberium is a major issue, but it's not the only issue we are facing.

Yeah, but I don't think that's the kind of thing that justifies a rush job. We normally only do stuff like that when a Plan goal is on the line or we've got something with immediate world-altering consequences like the stabilizer constellation.

Besides, massive shock efforts increase the total risk of one or more critical failures on the project, don't they?

We're at 5 Labor. While we have the Military Logistics Drones project to give us some more, that's a short-term stopgap for a notable labor crunch, and I will note that the leading plan does not have a good chance of completing even one phase of it.
And no, we've done many-dice rush jobs on a number of things that were not "world on the line" things. (And yes, the chance of a critfail does go up, but the numbers aren't all that bad, IIRC.)

Unless it is my own plan I am a single issue voter and that issue is putting enough Dice on the Stealth Disruptor for it to be able to be finished this turn.

I'll see if I can finish my own plan before the voting closes.
