Surging that project means expecting that the military can capture and hold the entire thing in less than a quarter while the highway and tib clearance and fortifications are complete, all of which are rushed to be complete in 3 months.

I think you're drawing a false dichotomy here between "complete exactly one, smallest phase" and "rush entire project to completion in one quarter."

The plans actually on offer are mostly intermediate, pushing phases one through three in the first quarter, with a pace of construction likely to see the project done in 2065Q2 or 'Q3. This is because we can't actually finish the project in time to count for "kept our promise" unless we get it done in 3-4 turns, and the first phase or two is going to be entirely focused on the port (the actual "Karachi Planned City" part).

Also, note that the 2000 km long highway and railroad and whatnot are not conceptually all that different from, say, the transcontinental railroad we just built coast-to-coast through a Red Zone in North America in about six months. GDI has some really insane construction capabilities.

The rationale behind this plan is to complete:

~50% of Karachi,
Reforestation,
Half or 3/4 of the remaining Red Zone Abatement,
2 thousand more space residents,
Reduced costs for increasing space presence,
Making a good shot toward finishing the hospital goal,
Complete at least one, if not two more Zone Armor phases.

These choices will also support our upcoming offensive. The RZ Containment Lines will help in pressuring Al-Isfahani's rear areas. Analyzing the Tiberium Core Seekers should aid in reducing the efficacy of Al-Isfahani's missile arsenal.

What's the deal with no more MARV hubs in yellow zones? Did I miss an update there?
We haven't seriously considered building any more since the end of the Regency War because it was generally considered that taking more Nod territory would spark a nuclear war we weren't looking forward to. I think this is just making that official. At this point, the operational role of future MARVs has evolved into APK-refining STU production units rather than being primarily military supertanks, and it just doesn't make sense to put them in the Yellow Zones.

I do not understand why Advanced Articulation Systems are not being done before Zone Armor and Civilian Exosuits. Wouldn't those need a refit right after?

We'll still be using the existing model for the same reason we still have millions of GD-2 rifles in use even though we have started GD-3 production.
They still work.

I'm not sure rushing the housing refits this hard is a great political move. I know working on Karachi with Tiberium dice is more efficient on net, but we're a lot harder pressed in Tiberium with a lot of project we really should be pushing to help save the world. I might put one Infrastructure die on the refits, but not 2-3, myself. This is especially true given that you are committing Free dice to Tiberium; it feels like saving Tiberium dice and using Infrastructure dice here instead would make more sense.

This is surprisingly valid, though I think we have enough high priorities elsewhere that Free dice in Industry is a mistake. Something similar might be said for Light Industry.

I do feel like this misses an opportunity by abandoning ongoing projects (the fifth generation AEVAs and the particle weapon research), and that it's a bit iffy to be investing two dice in a Talons project when there is so much else to do.
Interesting ideas. I broadly disagree, and my plans hardly get any votes anyway so it doesn't matter.

Not yet, though there's precedent for us reconstructing major world infrastructure projects if we can push back the tiberium around them (see also the Transcontinental Railroad)

Existing zone armor is satisfactory and already in massive ongoing production. With the timeskip and likely end of major warfare between GDI and Nod coming up in 2066, there really isn't that much point in worrying about things like that for military equipment in my opinion. For civilian exosuits, well, there's a good chance that a lot of the advanced articulation tech will be proprietary to the military for some time anyway; GDI's like that.

I get the sense that you may have reconsidered about the assembly bay, but basically, my reasoning is that this specific project is still well worth reaching for as an adjunct to Aldrin City. Aldrin City is specifically about developing more space manufacture for industrial goods, after all, and work on the assembly bay lines up well with that.

The extra Shala bays, by contrast, I consider to be lower-priority, so I doubt I'll push to finish those until we're sure Aldrin City is adequately covered.

I want to start up the Isolinear chip factory before we start work on the next generation of AI so I'm going with this plan to instead of the screaming one. Since Isolinear chips promise to be such a massive boost to computing power, I want our next AI's to be built around them instead of what is going to be the old style of computer chips.
