As I point out above, we get a much better bargain out of Aldrin Phase 3 plus Lunar Homesteading Phase 3+4+5+6 than we do out of Aldrin Phase 4. It's a difference of 2533 Progress versus 3750 Progress.
I think this is penny wise, pound foolish. Yes, we can more efficiently meet the population goal this way. But I'd rather put the dice needed for Honesteading Phases 4-6 into building "the first true city of the Moon" with all the benefits that will bring. Remember, the point of the goal isn't to cross the line and go no further. It's to get as many people living in space as we can manage, and Aldrin City does that much better than the Honesteads. Plus, planned cities have Capstone effects, and humanity's first city on the moon seems like a symbol of hope well worth the extra price tag,

The AI research isn't a plan goal, and the military wanted more hospitals for their critically wonded and those who would need long term care because of Karachi. The AI might go somewhere good, but if that's the case I'd rather do it alongside Biological AI if possible.

As for power, I'm sticking with my version of your version. I really want MFCs and Aberdeen getting out the door, and I firmly want the new LTP plant out and helping us understanding stuff. I can see dropping a die and putting it on another Inhibititor, but I'm sticking with those part as a general plan.
 
I know it's probably not all that important, but do we have any estimates on the current world population? And a breakdown of that population between GDI and NOD? as well as age demographics, if possible because I know that our population is currently aging but I don't know how bad it is currently.

Also, for note: Depending on progress done before the Naquada Ring project, we will need between 38 and 44 dice for an average-dice completion on Aldrin City Phases 1-4. It's quite doable, but investing in much of anything else will mean we will need to put Free Dice in.
I am really hoping we can build four phases of homesteads (including the current Phase 3) rather than finish Aldrin City Phase 4, because that will save us over 1200 Progress (about fifteen Orbital dice). Maybe more like 1100 Progress (thirteenish dice) with the ring project.

I think that if we have any hope of finishing all the bays on Shala and Columbia and still hitting our target, without insane Free dice commitment, it's going to be by doing that.

I don't think it is unreasonable to expect surveying the entirety of GDI's land areas to take 2 quarters.
Going above 4 dice is usually into the 'rush' area, and this isn't something we'd want mistakes in.
We also don't have anything to gain by rushing it, as we can't exactly address everything we find immediately.
A rush project does not, in and of itself, cause mistakes; that's why it's so hard.

Furthermore, this is less of an "extension into the unknown" project and more of an "oh shit, everyone's got a lot to do" project. The reason it's a Bureaucracy project is because it's less about strange expertise and more about expediting everyone's travel vouchers and stuff like that. I'm not too worried about 'rush-caused mistakes' wrecking the project, though I do think that the value of Free dice is high enough that I'm willing to accept a 63% chance of completion with one Free die.

I gotta respect your intense focus on key projects like Aldrin City and the zone armor factories. Relative to my plan I might say you're overdoing it, but I gotta respect what you're doing.

My main concern would be the risk of a critfail on Aldrin City caused by throwing ten dice at the same project, because as I recall, the probability of critfails now increases nonlinearly and at ten dice the risk is significantly higher than it would have been from just rolling ten d100s back in the day.

Maybe crash build a Marv hub near Karachi, doubt Nod would expect a flanking fortress to pop up while they are fighting at Karachi.
No can do. Look at the available list of MARV hub sites, and then at a map. There's no politically viable locations close enough to help.

However I could see finishing the third phase of the homesteads potentially improving the planned city since It will give info on actually enjoyable amenities and just how much of a difficulty they are actually to build.
I'm not sure how much that'll help, but I support doing it anyway for project efficiency reasons.

Basically, because Aldrin City Phase 4 is an absolute unit of a project at 2000 Progress, and it's also massive overkill compared to our current commitments. The only problem is that we are going to need a HUGE number of extra dice (again, about 1100-1200 Progress' worth) to complete Aldrin City Phase 4 that way, even additional to the dice spent on the homesteading.

We're going to need to plan ahead several turns in advance if we want to do do this. If nothing else, to minimize the risk of some kind of disaster caused by too much rush-building.

For now it doesn't make much difference, since the clear road forward is one die on homesteading, "several" on Aldrin City, and maybe a few on the assembler bay. But it's gonna be an issue and we'll need to really think hard about it.

The computer and biological AI projects are so entirely separate that I see no real reason to do them at the same time. Not in the sense of "why do we need one when we have the other," but in the sense of "I don't expect any benefit from doing one and the other at the same time as opposed to doing them on different turns."
 
It's worth remembering that we've done a LOT to expand medical infrastructure by other means in the last few turns, so they may have gotten some of the casualty-handling benefits they were hoping for from those other projects.
 
The regional hospital expansions are going approximately on schedule. While few of the programs are really anywhere near completion, more laying down foundational work, and lying out preparations for further expansions. With the degree of excess capacity, significant work is being put into predicting the future, especially as the military and geostrategic picture has been changing in the last years. For example, while in the past, the North American continent was a relatively high priority for medical expansions, due to Gideon's status as one of the more active warlords, it has been significantly deprioritized in the current wave, with Stahl preferring a more passive approach. Similarly, with much of the frontage in the pacific stabilized at least for now, that region is seeing less expansion. However, with the known loss areas in Africa, Europe, and the Indian Ocean Theater expected to become a hot zone in the near future, those areas have been significantly prioritized, with multiple new hospital complexes planned for each.

Sure, but when it comes to medical attention in a military context, more is always welcome, even if it's never enough. More close-er hospitals, especially if they come equipped with autodocs, could make a significant difference, because the Autodocs on the ships will likely be quickly occupied.

---[] Phase 3 is as far as we can get in one turn anyway. This is good enough. This SHOULD catapult us about halfway to Phase 4, letting us handily clear it in 2065Q1 and clear the project with a strong effort in Q2, or worst case "tap" it to completion in Q3. Major setbacks during the landing operations may force us to invest more heavily in this project, but we'll at least have made a good start.

---[] I've modified Heavy Industry, first because I have no AA dice to work with, and second because of Energy. With the impending war, the probable mandate to build a ton of inhibitors, and the impending loss of the first set of old fusion reactors next turn, we need to make sure we're in a position to efficiently turn out *at least* 1-2 more phases of fusion plants in 2065, hopefully early in the year. This still commits us to starting the highly desirable Aberdeen and microfusion projects, but reduces their prioritization so that we can make sure our energy grid stays robust. We can't lose sight of the fundamentals in pursuit of high-tech shinies. I love how fusion reactors are now 'basic' and not 'high tech shinies,' by the way.

---[] Light Industry is a bit conservative, because I just want to focus on making sure existing projects continue to progress. Bergen is still important for several reasons, so we should keep pecking away at it. The Labor situation, while significant, is not a crisis. We already have +22 Labor and that won't go 'poof' in a single turn. It WILL be dealt with, just... let's not forget to finish existing projects, especially when one of them is a +Labor project.

---[] My plan is a BIT questionable if we're seriously planning to push through to Aldrin City Phase 4 in just the next five turns. There's an 11% chance of the portal experiments not coming through, which would weaken our use of the extra dice and Progress savings to speedily finish the city. Six dice committed to Aldrin City is also less than ideal, but that's partly due to my lingering attachment to the Columbia assembly bay, which I think synergizes logically with the desire to make Aldrin City an industrial hub. I think my plan is okay if we're hoping to rush to complete Aldrin City before the end of the Plan, but bear in mind that achieving this goal will require near meme plan level commitment on multiple turns in a row.

---[] Regarding Military, this is the scale of investment required to get the zone armor factories done in a reasonable amount of time. It's going to take about eleven dice to finish this thing, and we don't want to still be working on it in 2065Q4, so three dice per turn is a necessary average level of investment. We have plenty of other military priorities that are desirable, or even required, but none that are urgent by comparison. This is the big rock we need to get out of our way in 2065, so we should start moving it now. Other things are desirable but are not Plan commitments, and we do not have enough dice to spare for everything that might be desired. Especially not if we're even considering Aldrin City Phase 4, which will require major investment of Free dice.

Regardless of whether or not the military wants Regional Hospital Expansions, we are required to complete that project by end of plan.
Yes, but it's a small project. We're not going to have any trouble fitting it in from a "plan commitment" standpoint. The question is whether to rush-develop the project at the expense of being able to do, say, AI research. The trouble there is that even with two dice, we only have about a 50/50 chance of finishing the hospitals. This is the practical cost of us committing vast resources to finishing the "transhuman options" project and the autodoc rollout last turn, if you ask me. We've still spent massively on health options in general, but focus was different.

I'm not sure rushing the housing refits this hard is a great political move. I know working on Karachi with Tiberium dice is more efficient on net, but we're a lot harder pressed in Tiberium with a lot of project we really should be pushing to help save the world. I might put one Infrastructure die on the refits, but not 2-3, myself. This is especially true given that you are committing Free dice to Tiberium; it feels like saving Tiberium dice and using Infrastructure dice here instead would make more sense.

This is surprisingly valid, though I think we have enough high priorities elsewhere that Free dice in Industry is a mistake. Something similar might be said for Light Industry.

I do feel like this misses an opportunity by abandoning ongoing projects (the fifth generation AEVAs and the particle weapon research), and that it's a bit iffy to be investing two dice in a Talons project when there is so much else to do.
