(I'm personally hoping we can get another dice or three to spend the excess on, and also keen to have some emergency cash around in case there is an emergency.)
Personally, I'm hoping to build up a healthy cash reserve to tide us over for the start of the Fifth Four Year Plan, potentially infusing some of it into the banking system to further charge up the civilian economy. I doubt we'll ever have many more dice than we do right now, but there will never be a shortage of places to put the money.

Portals are a potential victory condition. And it's going to take many projects to get Portals to a usable, practical state. The longer it takes us to finish this project, the longer we'll have to wait to get the follow up one, and the one after that, and the one after that.

Let's say we have to do this project and three more before Portals get where we want them to be. That's four projects total. If we take 4 turns to slowly complete each Portal project, then that's 16 turns total to do them all. (Plus the fixed amount of waiting times between being given each project.) Whereas if we prioritize working on Portals and take 2 turns to do each, that'll be only 8 turns total - an entire 2 years faster. Since it is a victory condition and we're racing the end of the world here, I'd say that makes reducing the wait for functional Portals more important than anything else.

Portals aren't a victory condition.
However, viable portals may make some victory conditions substantially easier. A one way portal that can only sling hydrogen towards Mars at a rate of 1 kilogram per hour, for example, would substantially ease a fair number of constraints involved in settling Mars. Even with that limited flow.
 
Maybe I'm missing something but it looks like you've committed Erewhon to Orbital but then not put them on a project.
1 Dice on Columbia, 1 on the hospital and 6 plus the AA on Shala accounts for the rest of the dice but Erewhon looks like they've been forgotten.

Where's Erewhon? (The departmental summary says the Erewhon die is used, but there is no notation of which project it's being used on.)

So, I was going to just vote for whatever plans put 3 dice on Portals this turn. But it looks like every plan only puts down two dice... while also being over 100R short of our full budget. Every. Single. One. I don't know what you're all saving that money for, but this really looks like a square peg and square hole situation to me.

I don't want to make my own plan because my computer's totally busted, but I might end up making a token plan variant of whoever ends up in the lead, I guess.
