Even with the current limitation, we can roll out ~10 Energy from the 2nd gen fusion every turn. So any rushing of Bergen looks like an unneeded (and expensive) knee-jerk reaction.

And we now have more STU using options than we can supply. Those refits for more STUs are very expensive. -_-

At this point, the only security review that's using two dice is Military, and I really don't want to fuck around with that Military review. I want to be very thorough and avoid even a small chance of spies slipping through the net like they did last time.

I like the Agricultural Mechanism action too and think that could be super useful. Maybe we can make agricultural mechs since it talks about the myomer and I'm pretty sure that is what makes artificial muscles.

@doruma1920 I fully agree with your Shala plan as well.

The negative narrative impacts from shock effort appear to be due to dumping a boat load of dice into very few projects, spreading them out or just spending fewer free dice should alleviate those issues.

While I understand the drive for assembler bays, we do have the Enterprise just chilling out. With the spaceport it's not unreasonable to imagine residents of Columbia working in Enterprise - hell of a commute, but you can't beat the view.

Finally, @Simon_Jester the description of SCOP is all about making food with little to no sunlight. Once you get past the asteroid belt, the sun becomes so distant that its radiance no longer gives significant amounts of energh - this is why Jovian and trans-Jovian probes use RTGs instead of solar panels. And, incidentally, plonking a habitat of some kind on or above the visitor base sounds like the easiest way to research their tech.

Furthermore, Erewhon must conduct Occult investigations.

Rationale: This plan aims to push Chicago towards completion by the end of Q1 2063. It'll take that long for the treaty to come into effect and enable us to start on Karachi without strife with the Bannerjees anyway. Similarly, I want to polish off the last Zone Armor Factory of Set 1, and push towards getting Zrbite Phase 1 done by end of Q1, just to polish off preparations for the "It's the Great Red Zone Campaign, Charlie Brown!" The other main priority is pushing towards the completion of Bergen, and other things - Second Gen CCF, Red Zone Refits, Tarberries, and Microfusion Cells - that will help prevent the looming Energy crunch. Sadly, I've accepted the need to put a pause on the Alloy Foundries as a result.

Finally, @Simon_Jester the description of SCOP is all about making food with little to no sunlight. Once you get past the asteroid belt, the sun becomes so distant that its radiance no longer gives significant amounts of energh - this is why Jovian and trans-Jovian probes use RTGs instead of solar panels. And, incidentally, plonking a habitat of some kind on or above the visitor base sounds like the easiest way to research their tech.
Hm. That's a fair point. On the other hand, it sounds more like a Shala project than a Columbia one, so that confuses me a bit. And it's also... I'm just getting a vibe of it as something to be researched a little further down the tree. Worst case, with the gravitics bay, we'll be able to do shuttle runs of rations out to a base around Jupiter on a fairly regular basis with the Conestogas by the time we're in any position to build a base around Jupiter in the first place.

With that said, I am heartily in favor of leaving at least a couple of Columbia bay slots unused until, say, late 2064 or so, so that we can postpone any last-minute knock-down drag-out arguments until then. You do have a point.

Another thing that occurs to me is that at Jupiter orbit, sunlight is about 1/25th as strong as near Earth... so you could, in theory, just build giant reflectors 25-30 times the size of what you normally would and shine those on your agri-bays.

I think that in the future fusion power will be more likely to be the main power source of stations, vs solar panel. I don't really see this design as the only station in an area, especially a version without integrated industry. Though I do like the idea of people living in the hab station and working in the industry station.

But yeah I'm still not sure if SCOP is necessary.

It's good, but I want to put it off until we don't have any "we really do need this right now" stuff in Infrastructure. Unfortunately, real talk, I think that's a long time from now.

The thing is, nobody seems to be yelling at us about it right now, and the population in low-quality housing is quite limited, so I figure it's not our biggest problem of the moment.

As a conversational point (meaning I am not super arguing for it or anything) I do think putting a die into it could lead to some success without any risk. Like there is no risk with us doing it as a 'because we can' sort of thing. Plus removing 'low quality housing' from the list would be super beneficial in showing GDI cares.

This really only benefits us when taking a die from somewhere doesn't cause major issues on the plan's result rate.

Shala was built from the keel up to maximize sunlight exposure, Columbia wasn't. It's a waste of space on Shala.

What we get from this plan:
INFRASTRUCTURE: We begin working on Chicago, with the intent on finishing it by Q1 or Q2 2063 depending on situation.

HEAVY INDUSTRY: We start our first set of 2nd Generation Fusion Plants, and take advantage of a pause in Alloy rollout to quickly smash all of our industrial tech dev. While some may want to continue to pursue Alloys until they are done, I think pausing for one turn to unlock new capabilities and efficiencies (esp. with regards to the LVPAD and repulsorplates, which have been stated to impact Cap Goods production and Tib refining, respectively) is wise and helps conserve our Energy supply until the 2nd Gen reactors go online. To that end, we also split off the DAE now that it's actually worth doing so.

LIGHT AND CHEMICAL INDUSTRY: We start Bergen with 3 dice, and allocate 1 dice to each of the projects we didn't finish last turn, (hopefully) finishing them. Starting Bergen puts us on the path to removing the dice limit on building fusion plant phases, and also nets us a little cap goods and energy bonus besides.

AGRICULTURE: We start the Reforestation Campaign, dev Tarberries, deploy Poulticeplants, and finish the Ranch we started. We also split off Core Crops to passively increase our food supply.

TIBERIUM: We keep going on the Vein Mines train, hopefully to finish two phases.

ORBITAL: We take a pause from smashing out station phases (which has been having narrative consequences, y'all) and put energy towards building out a bay for each of our three stations. A Medium Bay for Columbia to push us further towards completing our goal, a Fruticulture Bay on Shala for Agriculture Congoods (a plan goal!) and some sweet sweet PS and narrative niceness, and the Fusion Bay on Enterprise to start building up our space-based shipping into a behemoth.

SERVICES: We finish the Services AEVA and, hopefully, the Kamisuwa Optical Laboratories. Also, Erewhon is doing KANE research. What fun!

MILITARY: We put four dice into Zrbite weapons so that, when 2063Q2 comes around and we're throwing ZOCOM back into the frying pan for RZBOs, they have some better tools to fight the Green with. Besides that, we're also developing glide munitions for the Air Force, AECCM for everyone (but especially the Governor-A, which we promised the Navy would have it and is the last thing we need to dev before making that ship) and Medium Plasma deployment for the Talons. Atop that, we spin off the Munitions department to start working on all of our munitions projects in the background.

BUREAUCRACY: Here we transfer funding to InOps, administratively assist with Fusion Bay construction, and make literally every promise. Why? Why do that, you ask?

These are both incredibly easy to do, being only developing the projects. They need 1 dice each at some point this plan.

Once Kamisuwa is built, we should absolutely use our Services dice to (mostly) build out hospital expansions. This is an easy give.

This, too, is an easy give, as this gives us… Two Turns to knock out Chicago J, which is the only plan goal competing for the same dice as Karachi.

This is also very likely to be an easy give, as I expect Coordinated Abatement to have some measure of income for us depending on the methods used – and, even if it didn't, is something we are going to do anyway.

Overall, this plan takes a pause on our two big resource/dice hogs (alloys and stations) and works hard on a number of other objectives (and in the case of the latter works on the exact same objective through a different path). I think we need to do this.

In conclusion, this plan addresses or completes the following Plan Goals/Litvinov promises:
Provide 77 Consumer Goods points from the Treasury
Provide 27 Consumer Goods from Agriculture
Increase Income by 695

I don't think SCOP is about how to power the station so much as about how to grow food on it, using purely artificial light if necessary.

It's an important project for us to research in the long run, but I'm not sure it's that important when we already have the beginnings in our existing farms (many of which are giant enclosed buildings) and when for relatively small outposts the "just ship them rations" solution is likely to remain tenable.

It would be over-ambitious for us to think "but how will we support a hundred thousand people in a space city around Jupiter" is a major priority question for us to settle here, now, with Columbia. At least if you ask me.

It's approval voting. Their vote is counted as supporting every plan they vote for. However, only one votepost of yours (the most recent) is counted, so you have to put all your multiple votes into the same post.

If the point is to have an experimental wing with no sunlight exposure, I don't see why it's more of a waste than, say, not having giant windows on a habitat module that mean there's continual sunlight shining into it all the time.

Which I would hope there's not, if only so the people in the Shala-hab can get some frickin' sleep.

Yeah I'm with you. Like this particular station is habitat and while I think it having some integrated manufacturing is important I am not sure if it needs to focus on growing food that would be grown in outer territories of a solar system - at least not now.

Like I'm not against its presence, so if it wins and we build it kudos, but I also don't think its as essential as some other options. Incluiding hospital, and spaceport. Tourism is also important I think. Plus the housing options.

Personally though we have methods of creating food in places without access to natural sun, its just those places take power. Which is why I was talking about fusion.

Also yeah I think having experimental crop growth on the experimental crop growth station would make a lot of sense. Just create a chamber with no sunlight and there you go. At least the experts are already present.

I want Occult Research to be an action so I am voting for it. I guess I could put your base plan under it to show approval voting since yeah I like your base plan as well.

But yeah, I want Occult Research so like you might have made it a joke but I actually really want it to be done.
