While I doubt the Military Bay will get as much attention as other things I'd like it for so we can go full Space Marine launch all of the drop pods.

The fusion bay is tempting, but I don't think we can succeed without 1g+ gravitic drives. The sooner the better.
 
Station Bay only 'literally pays for itself' if you ignore the opportunity cost of the Bay slot. It will be many years before we get another Enterprise equivalent Bay slot.

We effectively have a choice between building up Earth Orbit (Station Bay), Cis-Lunar (Fusion Shipyard), or other planets (Gravitic Shipyard).
And I'm more interested in good Lunar access and improved Mars access from the Fusion Shipyard. Lunar Cities > Orbital Cities. There are so many more opportunities available by being on the moon.

I am tempted by the Military Bay, as it would be a great force multiplier for OSRCT, and presumably for any future Earth Defence plans, but it overlaps in many ways with the Satellite Bay. To me, the Satellite Bay synergises well with the Fusion Bay, as it will allow us to quickly set up infrastructure around our local neighbourhood. And has Earth Defence applications.

That leaves the Advanced Materials Bay. Which is tempting due to it being a force multiplier for industry, and also other Bays. But doesn't do anything specific.
Then again, there isn't anything else I can really see as being important enough not to do this one. This Bay along with Fusion Shipyard give us our best chance of super fusion reactors as soon as possible.

My two main priorities, in that order; I might drop to just Gravitic depending on how the vote goes.

Lets actually get proper spacecraft that are actually built in space. Especially since fusion craft launched from earth can't compare to the potential of fusion craft built in orbit

These are my two 'must haves'. The AdvMat Bay is all about a general improvement in most places, even if small, and more importantly, it's about finding out what are the advantages where for zero-G materials production. We are right now starting to build our orbital and further presence. Which means with this bay we can build optimised for the future, rather than for what we currently know. It'll have gains when done later, sure, but the biggest gains are not having to rebuild our orbital set up later on to make the best use of it.

Fusion shipyards meanwhile allow us to maximise the three areas that we're going to be concerned about the most in the near future. Earth orbit, the Moon and Mars. It's not the absolute best for Mars or Earth Orbit, but it gives advantages to both whilst also boosting the Moon the best. And the Moon is where I think the lion's share of our near-term future development should be.
 
My biggest concern with the Station Bay is that it doesn't actually give us any new capabilities. It even says it has limited synergies. It makes building Stations cheaper. But are we not intending to take our space operations a bit further than just Earth's orbit?
To maximise our investment on the opportunity cost, we'll likely end up building loads of orbital habitats. Which is good, but these could be lunar habitats, or Martian habitats instead.
 
Ok, barring extreme upsets the duel here will be between Advanced Materials bay and fusion bay.

I honestly am not sure which one of them I would prefer to win.
