For all that adv. met. is the long term play, with tib we don't have that long time.
Gravitic changes the game.
Fusion is not yet done advancing and we could see some niche uses that we haven't thought up yet.
 
We need to start thinking about future space development

I would have vote for military bay but It has minimal space impact so this is the preferred choice

If we had a fourth bay I'd take the military bay as well, but sadly we don't.

Let's build a strong foundation for the growth of our space infrastructure and presence, rather than chasing shiny tech that let's us zoom around the solar system going "woo! Star Trek~!"

Being able to build satellites outside of Earth's gravity well will likely be transformational. And even if we don't get a discount outside of Earth orbit (possibly because we have to make them fit into the capabilities/space of a ship for transit), it'll be highly useful for satellites in other locations, like Mars, Venus, or the Asteroid Belt. Also, better/expanded Skywatch, orbital power sats, ion cannon defense constellations. Because being a year or two closer to a useful combat ship doesn't help save Earth if the Visitors arrive before those ships appear.

Adv Mats allow us to get more use out of our STUs, which is important when we don't have a steady, large supply of them. Also, better fusion. Also, better materials that we can use in ships.

And station Bay of course speeds up all of our station construction. And we're going to have a lot of station construction.

I'll be okay if fusion gets in there instead of Sat Bay, because it'll at least help build the backbone infrastructure we need, even if satellites will be more expensive and less optimized/capable due to needing to be lifted off Earth first. But we need to make sure our infrastructure can handle things before we start charging off to do asteroid mining or mars bases, because fucking up in space when someone is millions of miles away is a lot worse than fucking up on Earth.
