uhm do not see any digging into the earth plans here are we just ignoring the massive tib problem under the earth here or what??

No. In my case it is about the Red Zone actions now having +Energy which means that if that is done I can make sure my plan doesn't burn trough all of our Energy supply even if my solution doesn't complete this turn. One of the previous versions of my plan did the mines, but we have a tiberium mining technology that can be developed this turn so I'm doing that and doing the mines next turn.

There were other choices I thought were ill-timed or a waste of resources that would have inclined me not to vote for them, but Liquid T Power has always been the equivalent of a third rail for me.
It was a hard no before, and its even more now that Nod is attempting to ramp up their domestic terrorism campaign.
 
Renegotiation Retrospective.

Now that we have some harder numbers on how much it will take for us to complete the renegotiated plan goals I think its a good idea to take a look at how effective our renegotiation was.

We took three options during our renegotiations:
-Complete Anadyr and Industrial Lasers Before end of Plan (Capital Goods) (Replacing produce 11 additional Capital Goods)
-Complete at least three more phases of Blue Zone Apartments (Arcologies) (Replacing complete one more phase of Arcologies)
-Commit to completing five phases by end of next plan (Karachi) (Replacing complete four phases of Karachi by the end of this Plan)

In reverse order:

The last one we took not for dice reasons, but because of military impracticality. If we hadn't at this point we'd be staring down doing Karachi while dealing with canned sunshine.

The second one we took beacase we knew we would need a lot of housing for people, and we knew going in that it would be cheaper dice wise (~8 dice for a phase of Arcologies vs ~5 dice at the time for three phases of Apartments).

The first is what I really want to talk about as we didn't know exactly how much Crystal Beam Industrial Laser Deployment would cost. We also didn't know that it along with Anadyr would be giving us almost as many Capital Goods as the original plan goal called for. Originally Anadyr cost about 4 dice and we knew Cyrstal Beam Development cost 1 die. We didn't know the cost of the Deployment, which we now know to be ~8 dice.

So the new plan goal cost ~13 dice and provides a net economic benefit of 10 Capital Goods and 8 Energy. The leading option for the raw capital goods goal was Nuuk Phase 4, which would possibly need a phase of Fusion to power it (depending on if our energy dropped too low). That would have cost ~13 dice for Nuuk and ~4 dice for the phase of Fusion if it was needed and provided 32 Capital Goods and 8 Energy.

It is the cheaper option, though it would have put us in the position of having a lot of spare Capital Goods, so much so that we could have afforded an AEVA or two. However, we also wanted Anadyr for Erewhon and because of opportunity costs. Further, I recall a lot of advocacy for the Crystal Beam Lasers as well due to its efficiency upgrades. So its not as if it wasn't a good choice, its just funny to me that we're going to be producing the exact same amount of Capital Goods the original plan goal called for (we produced 1 from Bergen Phase two).

Also that each plan does 1 thing different in Military: Carrier does another Carrier Shipyard, Frigate does the last Frigate Shipyard and Intercept does the Phase 3 of OSRCT Stations:

- 1 Die on Yellow Zone Fortress Towns for a 68% chance and a DC of 33 to complete Phase 6.
- 3 Dice on Blue Zone Apartment Complexes for a 100% chance and an Average DC of 1 to complete Phase 3 and a 65% chance and an Average DC of 44 to complete Phase 4 and be done with this plan goal.
- 1 Die on Suborbital Shuttle Service for a 42% chance and a DC of 59 to complete Phase 1 and get the Himmalayan Blue Zone some logistical support.
- 1 Die on Bureau of Arcologies so we are always building at least a small amount of High Quality Housing so that we don't have to do Housing actions every turn.

- 1 Die on Crystal Beam Industrial Laser Deployment to get started on that.
- 2 Die on Anadyr for a 8% chance and an Average DC of 89 to complete. Probably finished next turn with another Die.
- 1 Die on Personal Electric Vehicle Plants because we will need that for better Economic Development of our society so might as well get started on it now to save some money. It's not getting thrown away on it.

Well, in all honesty, with the rate of war casualties probably winding down so that Health indicator status improves, I think we should go for the sports program some time this year. We could really use the Political Support, and we don't have a lot of other sources. Remember that Seo gets unique and valuable research options (like genetic engineering and visceroid research) that will go away when he leaves office, but that cost Political Support. We should be trying to earn enough PS that we can afford to buy all those options.

The first is what I really want to talk about as we didn't know exactly how much Crystal Beam Industrial Laser Deployment would cost. We also didn't know that it along with Anadyr would be giving us almost as many Capital Goods as the original plan goal called for. Originally Anadyr cost about 4 dice and we knew Cyrstal Beam Development cost 1 die. We didn't know the cost of the Deployment, which we now know to be ~8 dice.

So the new plan goal cost ~13 dice and provides a net economic benefit of 10 Capital Goods and 8 Energy. The leading option for the raw capital goods goal was Nuuk Phase 4, which would possibly need a phase of Fusion to power it (depending on if our energy dropped too low). That would have cost ~13 dice for Nuuk and ~4 dice for the phase of Fusion if it was needed and provided 32 Capital Goods and 8 Energy.

It is the cheaper option, though it would have put us in the position of having a lot of spare Capital Goods, so much so that we could have afforded an AEVA or two. However, we also wanted Anadyr for Erewhon and because of opportunity costs. Further, I recall a lot of advocacy for the Crystal Beam Lasers as well due to its efficiency upgrades. So its not as if it wasn't a good choice, its just funny to me that we're going to be producing the exact same amount of Capital Goods the original plan goal called for (we produced 1 from Bergen Phase two).

This was probably a bad choice in hindsight. What tips it over the line is that we have quite a number of viable Capital Goods options from things that aren't megaprojects (i.e. not ~1000 Progress, stuff we can plausibly hope to complete in 1-2 turns of serious investment without going full meme plan), and that we have significant incentive to do anyway.

+6 from Chicago Phase 4 (mostly Infrastructure plus some Heavy Industry)
+6 from Crystal Beam Industrial Laser Deployment (Heavy Industry)
+4 from Isolinear Chip Foundry Anadyr (Heavy Industry)
+2 from Bergen Phase 3 (Light Industry)
+4 from Carbon Nanotube Foundry Expansions (Light Industry)
+2 from Enterprise Phase 5 (Orbital)

Now, just looking at the ones we were planning to do anyway, Anadyr, Enterprise Phase 5, and Chicago Phase 4 let us accomplish the original Plan goal while spending only about half a dozen of the highly demanded Heavy Industry dice. Instead, we'd just spend a bunch of Orbital dice on something we were going to do anyway, and a bunch of the otherwise not-so-heavily-needed Infrastructure dice (especially now that they were freed up by the arcology/apartment switch and the Karachi postponement) on something that also has the happy side effect of meeting our refinery expansion target.

There were also a number of ways to get +2, +4, or +6 Capital Goods out of Light Industry dice, even while also doing various other minor light projects for consumer goods production and things like Civilian Drone Factories.

In hindsight, locking ourselves in to do about 13 dice worth of Heavy Industry projects in a little over a year while also needing to build 2-3 more phases of fusion power was a bad choice, because we could have met the original Capital Goods target with a more diversified approach and by taking advantage of collateral benefits that we were probably already going to do anyway.

My sneaking suspicion is that someone pulled a fast one on Treasury- we spent political capital to renegotiate a Plan goal in a way that, in essence, didn't simplify things for us or even make them cheaper to do, because we underestimated the probable cost of the worldwide laser rollout.

OK so no. Just no. I agree we should get Seo's research options done at some point and scrounging the PS to do so, but for now immediately after the relocations we should be doing all of the Caloric Reclamation actions as soon as we can because while on Earth that is for emergency plan completion only, in space those are going to be a very useful tech for better colonies once they are more developed and don't taste horribly.

I'm gonna disagree on this one. I think sorting out proper space agriculture will suffice unless we end up having to completely evacuate earth and that's not something we have to worry about food for right after reallocation. I think most likely we won't have to do that at all.

Caloric Reclamation is really important for space development, especially early one, because on Earth we can rely on the cycles of matter to keep things going even on a planet infested with Tiberium, but in space we have to build up mater cycles as part of our infrastructure in order to be able to live there and Caloric Reclamation and technologies derived from it will give us more slack and more flexibility in our synthetic cycles.
