It really bugs me that the leading plan, at a time when we can activate all our dice, doesn't do so. Especially in Services. I did some re-jiggering to try to activate all 5 Services dice, and it turns out with a few small changes to Plan Canned Beans, we can fit in four dice on the Scrin Research Initiatives this turn, putting it in the possibly-might-finish category. So I've made the following variant plan. The changes are:
- Switches the second Suborbital Shuttle Service dice to BZ Apartments. We mainly want the shuttles to create a supply corridor to BZ-18, for which the later phases aren't needed. And the conflict there is a very slow and grinding one, with BZ-18 having years of supplies prepared. We can slow-roll this over two turns if it doesn't finish this turn, and this lets us get more Apartments and saves us 20R.
- Deactivated the die on Chemical Fertilizer Plants. We have enough +Food for now to manage the immigration and stockpiling this turn, and it'll be easy enough to finish this project next turn when we have more resources. Importantly, this opens up room to do a Security Review this turn. Since 10 turns after a Security Review seems to be the threshold for spies and such to start messing with a bureau, it's exactly the right time to review L&CL this turn.
- Deactivated the Bogatyr Research Projects to put another die on Scrin Research Institutions. It's a project roughly equivalent to the Scrin and the NOD research projects, but the time limit on the Bogatyr is explicitly five turns from now. We're going to have plenty enough resources in the next few turns to finish up all three of these, but right now it's essentially deactivating a die in Services in order to activate a Free Die in Military. So I've switched this one over to the Scrin project instead.
- All of this allows me to put 4 dice on Scrin Research Institutions. That gets it from 0% to 18% completion chance this turn, and makes it much easier to finish in the next few turns before the Plan ends. Plus I can also afford to put a die on the Professional Sports Programs, and we're going to need its +10 PS (plus many more) for the end of the Plan after this year.
