The later in the plan we do income increasing actions the fewer turns we get the income from them before reallocation so it is better to do +income first and the refits later if we do them at all and not at this time.
Do keep in mind that energy is HI dice and logistics is Infra, both of which are in far greater demand. While refits are pure Tib which can be easily spared right now.
 
Note for the planmakers, MARVs should be 20 rpd, not 25. That was a mistake that I made because I used a number from before a general recosting.
 
Edit: I'm deeply afraid of how much this war is going to cost us. And I don't think that fear is wrong, and I think it ought be acknowledged. I think we're going to lose entire Zones tbh. Not when we just saw a successful missile strike, not when Bintang has been arguably the most successful warlord. Not when it doesn't look like NOD will get another chance after this.
We have been told, several times, by Ithillid that the current situation regarding our military (so long as we keep using all our Military dice) is "how hard do we want to be winning?" You are coming across as way more fearful that is warranted by the situation, and I think it is actually damaging your message.

If they wait for us to complete all of our current projects and then turn our improved industrial potential towards the military, Nod will be in a very bad place. I can see the logic behind beginning Tiberium War Four now, rather than waiting as GDI's strategic position grows stronger.

Yeah but the Red Zones are retreating and that takes some amount of pressure from NOD especially the little warlords.

The Red Zones are retreating, which is a good thing. It also means that Nod is under slightly less pressure, because the growth of Red Zones isn't driving Nod civil war as heavily armed refugees try to claim territory in shrinking Yellow Zones.

Major Nod warlords can look at the situation and see that GDI is stronger this year than we were last year. Our strategic position has improved incalculably since the start of the quest, and we've started actively winning hearts and minds in the Yellow Zones that Nod relies on for recruits. I am terrible at mechanics, and I don't really understand the workings of the various plans, but I do see the logic behind Nod starting the war as soon as possible. If they wait for us to finish the Philadelphia and build a decent stockpile of shells and add some Fortress Cities, they'll be in a much worse position to fight a major war.
 
On one hand Kargus is not entirely wrong. There are a lot of places where you have basically brute forced your military into being good via throwing mountains of money at it, rather than putting together mutually reinforcing technologies and systems. And there are a lot of places where you can spend a few turns pushing out upgrade packages and more supplies and significantly increase your military edge with small investments.
At the same time, you do have a noticeable edge in military affairs, and on average across a large pool of battles, you will win much more often than you lose, and turn a fair number of major defeats into minor ones.
 
So, having stolen BOTCommander's plan, I have now tweaked it, and made one I like a bit better, but still makes it highly likely to complete Philly next turn.

We have worryingly low Capitol Goods and Logistics, but I don't feel like existing plans are paying enough attention to that.
Infra: Slow burn on Housing. Aiming to get ICS ready for when we have the Capitol Goods to run it.
Heavy: More power needed. Laying the ground work for both Tokyo and Nuuk.
LCI: Reykjavik!
Agri: I don't think continued Perennials is something to chase, so aiming to improve YZ agri production.
Tiberium: Would really like more income before we start allocating dice to Refits.
Orbital: This is actually less on Philly than I would like, but the sudden demand for Havoc Scouts and a Hub eats too many dice.
Services: Not chasing AI for the moment, as that costs PS and we may need that for continuing Offshore Tiberium Harvesting.
Military: Rollouts.
