Actually, @Ithillid would it be possible to create an even smaller carrier that only loads drones? Like the Red Alert 3 Allied carrier.
Not at this time. The thing is that your military sincerely does not trust drones. In the future, perhaps a successor or a supplement, maybe, but right now, no.
Basically, any drone has to either stay within a few hundred meters of the command unit, or be self commanding if it is to be acceptably reliable. Your military does not want self guiding drones due to CABAL and broader paranoia about Brotherhood AI research.

The money youre spending on the Scrin gacha could be boosting our income now.
Then we do that gacha next turn.

That's the short-term pain I'm ok with to get the gacha ASAP. Yeah, I fully admit I'm sacrificing a shot at a second glacier this turn to do research instead, because I think the research is so time critical that even just a turn or two of delay is significant. If it takes ~14-15 turns or so for the research instiutues to refresh on average (which is about what it should come out to, maybe a little less if we roll lower tier techs or accelerate research, but I'm playing it safe) then we have a grand total of 4-6 turns worth of delay that we can afford across Seo's tenure to get 4 gachas instead of 3. We've already burned one turn of delay last turn, burning another turn of delay this turn uses up half our acceptable delay time that we have to parcel out across all the gachas before we've even cleared the first. It might not seem time sensitive from where we're standing just starting out but I promise it really is time sensitive when compounded across the next 3-4 gacha rolls I hope to get and the long cooldowns on each one vs. Seo's retirement date.
 
I'd also like to give us one more turn of deployments and logistics before pushing for a second phase of glaciers (as opposed to the one of @Crazycryodude's plan). It may cost us a turn of slightly higher income, but I think that we want to be very careful to not overstretch ourselves right at this moment.

Let's see how it turns out. I've been reading through the whole quest in theast 2 or 3 days. The concept here is quite interesting.
 
I'm voting for Plan Mad Science because we want to hit the NOD and Scrin tech trees as often as possible. The only reason we didn't complete them the very turn the became avaliable last time was so we could wait for Seo's Tech-boosting trait. Now that he's Secretary and we aren't completely desperate for funds, we should do them this very turn. We put dice down on those projects at the end of the last Plan specifically so we could afford to do them now, while we're ramping up our economy. Neglecting that is just wasteful, and pointless.

It may not seem optimal in a strict Numbers Go Up sense to 'only' do one phase of Glaciers in order to afford doing the NOD and Scrin research projects. But it actually is optimal. Any one of the tech rolls could be a complete game changer, from Tiberium abatement techs to NOD Stealth and more besides. By and large, nearly everything we could get from those lists are things GDI would never be able to get otherwise.

Moreover, in the long-term as Cryodude points out, we have a very narrow window in which we might be able to squeeze in a third or fourth attempt while Seo is still in office with his Tech-boosting trait. If we don't do it this turn, we might only be able to use Seo's trait once or twice more (depending on if he stays in office for 8 or 12 years.) And we really, really want to get as much use of Seo's trait as possible.

@Void Stalker If I may ask, could you please consider trading the dice you have on [ ] Tissue Replacement Therapy Development and [ ] Emergency Tiberium Infusion Development for one die on [ ] NOD Research Initiatives. It wouldn't require you to change your plan in any other way, and doing a roll for at least the NOD tech tree this turn is far more useful/critical than the two techs you're doing instead.
 
@Crazycryodude if you could find a way to squeeze in one dice on to 'Tissue Replacement Therapy Development' without significantly altering your plan you'll have my vote.
The only realistic way I could see to do something similar without blowing up the whole plan would be to take off the Tiberium Harvester development die and place it into Emergency Tiberium Infusion Development.

I personally think that Tiberium Harvester development is more important this turn, but I'd be fine with either.

Unfortunately that wouldn't work as that would put the plan 5R over budget. If one dice is dropped from Glacier Mining or Scrin Research it would free both the resources and dice needed, but I don't want to seriously impact the plan. It is just at the moment of the two leading plans it is a toss up for me which would be better to put my support behind. Mad Science Arcologies, Income and Rollouts would look better to me if it managed to fit in Wadmalaw Kudzu or Yellow Zone Qualifications, but there simply isn't the dice available in Mad Science Arcologies, Income and Rollouts for a decent go at Yellow Zone Qualifications.

As to Yellow Zone Qualifications, Mad Science currently has a 97% chance of getting the highest level of it. An additional die would bring it to 99.7%. Are you referring to something else?
