Okay, so basically, when it comes to naval aviation and ship design, as I think about it (and if I am wrong, I am wrong, and people can correct me) there are (speaking very broadly) two types of mission. Patrol, and Strike.

For combat aircraft, absolutely, however Transportation is another (very broad) naval aviation mission. The C2 greyhound, MH-53E Sea Dragon, and V-22 Osprey are all examples of naval aircraft that perform this role. The whole point is to transport high priority cargo and passengers (including medevacs) either between ships, or between ship and shore. I think the V-35 Ox was mentioned somewhere, and that is the aircraft that would fly this type of mission for the GDI.

Basically, what Doruma is getting at is that carriers tend to keep around a handful of aircraft that exist for the sole purpose of flying cargo/passengers around, just for utility.

I'm pretty sure an Ox is big enough by comparison to an Orca that it would be tough to fly one off our escort carriers (the V-35 can airlift entire armored fighting vehicles, right?). But there's probably something that serves the role. On the other hand, it's not something relevant directly to combat operations, so it can be safely ignored as below Treasury's level of abstraction, sort of like how we know the military must have staff cars to transport senior officers in, but we don't get tasked with designing or upgrading them.

It's a bit late, but here's my series of suggestion for countering new NOD developments.

In areas like the Chinese front, where technological progression has been significantly behind the others, laser rifles, and Centurion battle mechs have begun appearing alongside Barghests.
More NOD lasers, infantry and anti-vehicle provide an impetus for getting more ablatives. I forgot whether or not Ablatives also protect infantry. If not, then that's an explanation for why Ground Forces want power armour. Lasers can also be countered well by artillery of the chemical and electromagnetic varieties (much hard to shoot down than missiles, can only shoot in line-of-sight), with synergy with the recon techs. Barghest proliferation could be countered with more missiles, lasers and the Wingman drones. The new bombers could deal with all of the above by blowing away NOD production and logistics but would need improved recon to find soft targets.

Gideon's Shield of Faith has been cropping up as far afield as Australia and the Russian steppe, providing mobile protection for Nod forces to protect them from incoming fire, although it is less than effective against indirect artillery. Similarly, the guided artillery systems developed by Krukov and Stahl have been discovered across Africa, with some warlords fielding both systems, to some apparent confusion.
Oh dear, NOD getting the ability to provide mobile shields and counter-battery? Like I suspected, indirect fire does indeed counter the SoF. Except, NOD also knows that and will try to suppress our artillery. On top of improving existing sensors and artillery, a possible counter for this set of combined arms could be the airforce. I imagine that NOD can't keep those shields on permanently, so the airforce could take advantage of gaps in coverage.

Additionally, a new Nod submarine class, looking to be between five and seven thousand tons has been spotted operating around the South Pacific. Likely this is the work of Bintang, and it is almost certainly something that other Brotherhood operatives can and will use.
As has been discussed, we probably need to reinforce the defensive navy (frigates) before moving on to expeditionary warfare. Rolling out more sensors could also reduce the stealth of NOD operatives.
