You shouldn't be. We're not actually in any immediate danger of getting silo'd. It makes no practical difference whether we're 100 units of tiberium per turn below our refining cap or 200 units below if we're only getting 25-40 RpT of tiberium income this turn or something like that. And the super-silos are particularly unhelpful if we're actually gonna be careful about not going over our refinement cap.

I suppose there's some risk of a massive Nod attack wrecking some refineries and then the silos would come in handy... but it's effectively like Microgeneration or expanding the food stockpile; it's the kind of thing we normally don't worry about because expanding production capacity pays off more than building slack in an inadequate system.

Not thinking about that. I'm thinking if we research tiberium to find materials or sonic frequencies that are more resistant to being converted by tiberium. And/or better/safer/easier ways to refine tiberium back into inert materials.

It's a good set of changes honestly. Space is important, space industry is important, but orbital cleanup is at least still making progress. And I can't really argue that spaceships and nicer jumpsuits are somehow more necessary than a vaccination program, so fair enough tradeoff.

Its like 95% your plan, just with slightly adjusted priorities. I think either plan would honestly average out over the next 2 or 3 quarters as we'll certainly be hitting all the buttons that are different, if not this turn, certainly next. As a compromise vote I think its pretty well put together. Well done @Simon_Jester .
 
I think they work best as one giant reform package on one turn. A big push that hits the max DC on both at the same time will probably be a more transformative narrative event than passing one, waiting a year, and then passing the other. It'll take us the same amount of time to build up the PS either way, and waiting until we can do them both at once gives us more time to prepare the economic ground too.

Conversely - I think we're more resource limited rather than dice limited? In which case it would make more sense to do them one at a time and throw any spare dice we have at them.
 
Looking at the top few Plans:

LCI: I'd be putting three dice on Precursors and one on Macrospinner, as I'd like a bit more certainty of completing the Precursor Plants this turn. The Macrospinner will complete phase 1 with one die, but a second die isn't going to generate anything this turn.

Tiberium: We should get back to going for more Mitigation. Throwing dice at that tiny income trickle should be a last resort.

Orbital: The big station projects are a pipe-dream at the moment. We have too much planet-side stuff to do. Would prefer a cutback there, but keep a die on Orbital Clean Up each turn.

Rebuilding some of GDI's battleship docks into half sized cruiser sections will save on resources, however they will require major investments in capital goods. These yards will take some significant time to begin major developments however, with a cruiser taking months to construct, and longer to fit out for service. (Very High Priority)

Hampton Roads, Rosyth and Dakar will be more focused on the Atlantic Ocean, Vladivostok and Yokohama on the Pacific Ocean and Durban for the Indian and Southern Oceans as well as regional areas. Considering we've had a flotilla of NOD cargo flyers coming in over the Pacific Ocean into the West Coast of America, I'd build Vladivostok or Yokohama first.
