I think we're in some danger of getting overcommitted to tiberium abatement- which isn't ideal but isn't in a bad situation on the merits, we've just rolled poorly the past few turns- to the point where we're delaying meeting our political commitments and plan goals in other areas.
Getting tiberium controlled faster is good. Tiberium has mutated several times before, and if you count the horror of Tiberian Twilight as canon then the final mutation will be a lethal increase in spread. If we isolate Tiberium to a few areas when it "goes viral", we'll have a lot of leeway to control it. On the other hand if it's at our doorstep, then the only thing we'll be using our hard-earned political capital for is to accept Kane bailing us out.

Oh and before we get too eager about YZ mitigation, if we dont up the rz mitigation we lose the YZ at which point some of our YZ mitigation will just not work and our mitigation levels drop. So we need to push back the red zone encroachment.

Stadiums has a 28% chance on only 1 die; we can put 2 dice in over two turns if it doesn't complete in one. It's not as time limited as many other options, in particular it isn't a factory that needs time to distribute its production.

One of what I think is one of the most important things to do is get Kure Machine Works option finished. Having advanced industrial tools when a lot of our actions are for industrial buildings means they will be higher quality.

It's also resource-cheap, letting us focus effort on other projects that are more expensive. Very good action, I've been advocating it since Q1.

And the shell issue is stockpile, but the same happens with pushing out into the YZ in tib projects.
Not sure I follow this- the thing to remember is that we're short both on specialist munitions (smart cluster munitions, guided shells probably, and so on) and we're barely keeping up with current shell expenditure for the number of gun tubes we have.

So anything that shifts the balance away from us there, such as more intense Nod activity OR us expanding and fortifying more territory, will start meaning we just plain don't have enough shells, instead of having barely enough.

You're not wrong, but if we obsessively fight tiberium to the expense of the shitload of other stuff we promised as part of this Four Year Plan, we're gonna get replaced by someone else. Probably someone who makes only promises they can keep. Probably someone who isn't as good at fighting tiberium as we would be- who won't work with the Qatar loyalists (losing a +15 to tiberium dice) or have Granger's bonus (losing another +5 as I recall?).

Keeping political promises matters.
 
We have a budget of 18 energy, if all of those projects were to complete (they won't but hypothetical) then that plan costs us 18(?) energy with no effort increase it. The only project that is likely not going to finish is the blue zone light industry for 2 energy, the rest have a fairly good chance of finishing.

This would utterly kill our growth for a few turns.

We can easily get to positive by the end of Q1 without tanking our energy and we need energy to continue to push out more mil factories, cons goods, cap goods and food. I already plan on starting both light industry next turn with hope to finish them Q1, which would be well before the election, but I also have 2 dice on BZ power this turn so we can try and finish it next turn for the energy we need to keep pushing forward. Combo that with cons goods from agri we should be sitting pretty.

There seems to be some panic but we would need some truly awful rolls to not have significantly increased consumer goods come vote time. Like you said, finishing both of the light industry come Q1 is completely possible and those aren't the only consumer good actions we'll be taking.

Probably if the LI finishes during Q1 then we'll have 30~ new consumer goods relative to what we have right now.
 
As I have said before, your indicators are not entirely accurate. Last turn, you generated 3 points of consumer goods, and only shifted the indicator by one point. Look at how much you have generated this plan total, rather than just the indicator.

Is part of this corruption? If so would security review help correct the indicators. Also imagine doing the fiber optics and sat comms would help with data transmission for more accurate reporting.

I really don't like parts of this plan, like the lack of housing (again) or the risk of NOD attacks on expanding YZ harvesting. But we only have so much time before Tiberium mutates and 50 mitigation won't be anywhere near enough. So if we have to buy YZ harvesting Phase 4 in blood... well, it's cheaper than the extinction threat we face if we don't secure the Blue Zones enough. And the sooner we get more mitigation, the better. So I'm reluctantly switching to this plan.

A lot of it is you not having had consumer goods on the shelves for a long time. It is not strictly corruption, but rather people not coming to look unless they really need to get in line for the thing. And a lot of people have started looking elsewhere, because you had negative consumer goods for most of a decade.
