I suspect being a ruler also involves doing a lot of things that anger Shallaya, and it's not like she can't just refuse to help, regardless of what the priestesses want.
This, we know about Gods for sure.
Makes sense, really. This is a major upgrade to arguably the most fundamental function of the Colleges - to train wizards and try to stop them from exploding.
I mean, I'd personally pro-rate it, for doing the same thing eight times, as opposed to one super-impressive deed, or eight different cool ones. Repetition, and all.

Anyway, just spitballing proposals, we have the...

So, if the Room vote goes through, we'll be adding the favor expenditure to our Reputation at a 1:1.

110 + (10 + (3 x 10)) = 110 + 40 = 150 Reputation.

That's nearly half again what we've got right now. I mean, not mathematically exactly half again, but a whole ton. The size of the Reclamation, but for humans, which is pretty nice.
@BoneyM
Is this enough favor to get the gold college to make that giant robot?

Seriously, how did that flying class comic strip become such a meme here, anyway? I know the GM has used it a lot, but where did it even come to the thread?

It may not have been the maximally efficient action for developing a spy network or changing a mechanical result, no. But I would never consider worldbuilding or character development a mistake.
Or sucking up to current Grey Lord Magisters who might, possibly, at some point be asked to weigh in on your own candidacy...
I know the GM has used it a lot, but where did it even come to the thread?
Kind of asked and answered your own question. As I recall, Boney used it first? (Or at least enthusiastically and early)

...giant robot?

The original one was Fozzrik, which brought the comic to mind for me because both were about flying via being the best. And then it kept coming up because people seriously love to try to find a way to milk every advantage. No, wolves can't teach you martial arts.

How much gold college favor would we need to make the dwarven Colossus of Rhodes?
None. We did it without any Gold Wizards, I think Dwarves could manage it.
I mean one that's animated.
Oh, wow.

Uh... all of it? Yeah, probably all of it.

It's interesting that from the empires perspective, the diplomat warned the dwarves about Marianburg through a back channel, and now the dwarves are going way out of their way to publicly show off what they bring to the table as long term allies. Refreshing manling memories, if you will. Both an unexpected contribution to the colleges of magic, dwarf-craft making it easier for the empire to produce mages of a caliber useful on the battlefield, AND the grand Master of Zuftbar makes it known that he's looking to make some new steam tanks for the empire.

So Bismark sees this as dwarves laying down a carrot to go along with the naval stick.

The grey order probably sees it as Mathilde leveraging the dwarves for the benefit of the empire, a transparent play to prove loyalty and usefulness in a Lady Magister bid. After all, having a bunch of highly magical dwarf-built buildings named for you in the colleges? That's not something just a *Magister* would have, now is it?

Found some annoying rules-related stuff. In the Empire book in WFB, the Sword of Justice - explicitly a dwarf-runed sword - has Killing Blow and rerolls failed wound rolls, with nothing else. There is no rune or combination of runes that do those two things and nothing else in the Dwarfs book. Furthermore, Realms of Sorcery says the Sword of Justice has a Rune of Grudges and a Rune of Fury, both of which are in the Dwarfs book but don't have effects that match up.

Like yeah I get how all these divergent fluff and mechanics stuff came up and none of this is important but still!
