Setra is working on it but no Everchosen has made it far enough south yet, as for goodhood, I don't imagine there are many people who would dare say he isn't one to Setra's face. :V
Settra is actually very pious and does not consider himself a god or above them or even equal to them. He does consider himself the next greatest thing, and that he'd be much more up to violently argue about.
 
I would not be so sure. I mean let's look at the things Sigmar did:
  1. Founded a nation: Giles the Breton and Setra say hi among others
  2. Deefated and Everchosen: There have been 12 of them so far and someone had to defeat every one of them, for the sake of picking a name let's say Magnus the Pious
  3. Defeated Nagash: Alcadizar and Setra again (because of course Setra shows up in multiple categories)
  4. Ascended to Godhood: Ranald
I mean sure it's impressive that he managed to do all this, but none of his deeds are unmatched

For some reason my brain started trying to fit this list to the melody of the Stonecutters song from the Simpsons:

Who controls the Empire's crown? Who keeps the Everchosen down?

I'm pretty sure he only acknowledges the gods of Nehekara as being above him and the only one of them still alive is ironically Usurian the God of the Dead, so Setra thinks he is superior to every existent god but that one.
 
I honestly wouldn't be surprised if the only reason Settra isn't a God is he took a look at the other Gods around and decided actually ruling stuff on the material plane seems pretty difficult when you are one.

Pretty sure Sigmar would have made some different decisions some time in the last few millennia if he was still in charge.
