The original We is going to keep doing their thing, the option is for a splinter We that will develop independently. Sort of like a beehive swarming.
I understand that, but it feels to me like taking a 'primitive' society and having it abandon their way of life for a 'civilized' one, and I just don't like it. To be very clear, I don't think you're going to write it in that way, and there are a lot of things that make this scenario very different - the We are something between a society and an individual, for one thing - I'm just explaining why I personally don't like that option, the same way others are explaining why they like it and why it resonates with them.
 
- Tragically you can only pick one, though some of these options will be available with minor modifications if/when you recruit a team of scribes for the Library.

But I wanted to see how picking The We and orphans could work.

- If you have ideas for other possible sources for librarians, feel free to suggest them.

Gotta say I do not like the Orphans idea. Seems a easy route for infiltration.

Not nearly enough love for this option, which to me seems pretty reasonable. I'm throwing it an approval vote but I don't think it will win.
 
There wouldn't happen to be any large number of literate Eonir willing to move to Eight Peaks, right?

They'd permanently lose Cityborn privileges by doing so. You might be able to find one or two individuals, but not enough to staff the whole library.

Three possibilities: Do the power stones cut off the reaction before hitting the size of an Orb of Sorcery, are they not limited at that point, or is the size of Orb of sorcery itself defined by being the point where the reaction is no longer possible?

You may or may not be able to go larger, Mathilde has no way to know except by trying it. The size of an Orb of Sorcery is one that she already knows is possible and the Colleges already know how to make use of that size.

I feel they both have abilities that fit in great, instant communication and the ability to just be the right amount to staff the library, and also with the We seemingly doing really well I'd imagine more of them will pop up in time, and having one as a librarian while being scary at first will hopefully get people more used to seeing them, also for other We that may end up in a position where they interact with other people more.

A moment of divided loyalties here.
Orbs of Sorcery are a Big Deal. When we reveal this to the Colleges the snake box is going to become an item of Strategic Importance. While Mathilde will be compensated handsomely for handing it over, she is going to hand it over.
Which means that to continue unravelling this mystery we need to deliberately deprive the Empire of a very potent tool.

While the box is currently unique, none of the ingredients are unique or even extremely rare, so more could be made. And while intentionally summoning Wisdom's Asps is against the Articles, I don't think giving Mirrorcatch Boxes to any Grey Wizard currently plagued by one is.
Sure, it was a 1 in 100 chance of the Wisdom's Asp but that will still crop up occasionally, and given the explanation from studying the box made it sound like a schrodinger's snake wasn't unlikely to have happened, landing that roll might have made it more likely for any future Wisdom's Asps to end up stuck in the same state instead of dead or alive.

There was a 1 in 100 for us the PC of a quest when the GM had not considered that a 50 was, that does not mean there is a 1 in 100 chance generally, the same way there isn't a 1% chance any random kid in the empire is a full wizard even though both Eike and Mandred rolled a d100.
