You seem to have a grasp on how plans work: Does researching our mother's comb belong to the cultivation vote because it involves Qi? Or is it a social action, because we got it from our mother?

Comparing efficiencies is interesting. Very High pills gives +10 dice for 35 RSS/Action, which is 3.5 RSS/die. High similarly gets 2.5 RSS/die. Compare this to a max cultivation month in Appraisal, spending 8 GSS/12 YSS instead of 20 YSS. That has a cost of 4000-80 = 3920 RSS. If we divided that by 20 actions that's 196 RSS/action. It gives 40x4+80x4 = 480 dice, compared to the extra from Yellows: 10x8 = 80. Net 400 by 4 weeks is 100 dice. So in total it's 1.96 RSS/die, though spending non cultivation AP dilutes that. Given that we may run a bit short of money eventually I agree High expenditure is the wisest choice, at about that same level of efficiency.
The kind that can instead learn to do other things. Leaving explosive runes behind when we could destroy everything with an art instead or personally wait in ambush just seems pointless. Our formations will never be more potent at destroying things than Ling Qi personally is.I really can't justify for settling for anything less than a B in it. It's more that explosive runes don't need to be built by Ling Qi in particular. While there is an argument for a tinker sneak that creates special bombs, then that's a full build. I don't think we want the significant investment into that and instead use consumables created by allies in the rare time we do need consumables.The kind that can instead learn to do other things. Formations do not seem to work via arts however, so using that comparison is basically empty. Instead from what the state of the Empire's comm system shows, it indicates that there are paths of specialization where you basically have to make a thesis, or several and then progress off of that. General level formations use, reading formations, and formations breaking is something we have invested in, but it is the root of our skill in the subject.Naw, some skill in it remains handy for filling in utility roles without the degree of dedication a full Art suggests.
Also theres a hybrid route where we pattern our secondary Formations after Formations allies so we can use their fancier stuff or customizing it on the fly without the added difficulty of dumbing it down for someone ignorant of it
