Putting this here to have all options in one place

"I would wield it to put them on the defense, to be miserly with their power and resources, and loathe to expend anything that is theirs." Ling Qi said after a long moment of thought. Her first idea seemed obvious to her: to drive their desire for victory to greater heights. Desire compounded easily, and greed quickly became bottomless.

But the rampage of a higher cultivator pushed them to the point of risking their survival to risk everything to fulfill their dream.

The terrible oppressive might of Still Waters Deeping loomed large in her mind, even through the General's fire. "My Way benefits from time to build and does not necessarily give as much threat in its earlier stages..."

She could certainly make it so. "More than that, it's not even a matter of putting them on the defense… by inflating their sense of possessiveness, I might make them second guess expending resources even to defensive ends… Inspiring passivity through greed."

"Not the destructive end, one might think. But then we are discussing the methods usable on a peer in the heat of battle, something so destructive as the past weavings," Shu Yue said thoughtfully.
I have some trouble parsing several parts of the opening passage. It feels like there might be words or connecting blurbs missing? It's not clear what relevance higher cultivators have to the ideas she's discussing. Is she saying inspiring targets to greedily grasp for more/glory is an unreliable approach when powerful cultivators are thrown into the mix? Unsure what the sentence "She could certainly make it so." is referring to. And Shu Yue's response "Not the destructive end, one might think." isn't connecting in my brain very well.

I slept on it for a re-read, and it still doesn't read super clearly to me.

I was iffy on Plucking Purse Strings, until i realized its musical connotations and the metaphor for " hearing the sound of the purse" as inspiring restraint.
