The fact that the Emerald Seas counts don't see it as a big deal is probably down to the fact that it's not
their security vulnerability or commitment. It's a Cai problem. The Wang are the closest, but they've also got the Argent Sect right there, so it's not a huge deal.
Amusingly, the most exposed folks to a White Sky power concentration, besides those actually in the Summit Town itself, is... us. Snowblossom will be the closest settlement of the Emerald Seas to the Weeping Sentinel. Woohoo. Got our skin in the game and whatnot. It's a solid rhetorical lever, though it doesn't nudge the cold calculus of military force, so it's understandable it doesn't sway the Heron General.
More broadly, there's a variety of factors that make it an acceptable sell to the counts. A big one is the Weeping Sentinel clearly has a defensive Way, and doesn't seem particularly mobile. She was moved here, yeah, but just doesn't come off as nimble. These two things make her and her retinue more palatable as a nearby presence, even if they're not ideal. Then there's the fact that the Summit Town is a lot closer to our borders than it is to White Sky borders- it's not unreasonable for them to want to have a stronger force on-hand to deal with any crisis that might arise, since they're substantially further from backup.
...Disregarding the White Sky Federation's Nomad forces, but I think the Emerald Seas wouldn't be excited to see
those flying in as a rapid response force, heh.
Actually, since there is speculation both ways*, what does Ysrillar say about why the third option loses two White Plume Fav? (as opposed to 1, or 3, or zero or whatnot.)
*Whether in the, "Actual security risk and potential undermining of the war efforts" or "Actually about paranoia and nothing more."
